WASHINGTON, Sept. 15.—Tho nouso approved the journal of Tuesday's p» ceedings by a vote of yeas, 157 nays, 0. The clerk then proceeded to road tho journal of Wednesday, which Mr. O'Ferrall (Va.) demanded should bo read in full, although the Speakor suggested that this would tend only to consumo tho time which hnd been assigned to tho Ileck eulogies. Tho journals of Wednesday, Thursday and Friday were finally read and approved without objection, and then tho riouse proceeded to pay its last tribute of respect to the memory of tho late Sonator Heck, of Kentucky.
After addresses by Messrs. Breckinridge (Ky.), Dunnell (Minn.), MoCrcary (Ky.), Stono (Ky.), Bloifnt (Oa.), Henderson (III.), Caruth (Ivy.), McMtllin (Tonn.) and Hooker (Miss.) the Ilmiu. as a fufther mark of respect to the memory of the deceased, adjourned.

Ity noon, when un adjournment was had, all tbo dutiable schedules bad been acted upot leaving tho free list yet to bo considered. In tho caso of each amendment, non-concurronco was recommonded. Wbero a reduction In existing duties was proposed in an amendment, tho Democratic members moved concurrence but othorwiso they contented themselves with a simplo negativo viva voco vote on each proposition. The Louisiana delegation, representatives Coleman, Blanchard and Wilkinson, wero admitted to tho room when tho sugar question was undor consideration, and united in a strong objection to tho date (March 1) when It is proposed that tho chango made in that schedule shall take effect. Thoy represented that tho ofTcot of ndhorenco to that date would bo rulpous to tho planters, who would then hnvo garnered their crops, and who would bo compelled to soil them in market broughtdown in prlco by free sugar. They proposed an extension of the tlmo to July 1 next, or, falling in that, asked that tho now rates tako effect Immediately upon tho approval of the bill. Ttio committee took tho appeal under advisement.

Rood, of this city, has arrived hero after voyago of flvo years, mostly in tho Atlantic ocean. Captain Reed says that while olt l'atagonia.soveral months ago a gale came up from oil shoJe, during which largo quantities of lino whlto powder came on tho 6hlp, choking those who inhaled it. Nextday ono of the crew was taken sick and bis foot began to swell. The swelling continued until his wholo body was aftocted. Ono after another of tho crew was takon down until thirty-four bad tho disease. This left only tlireo men to work the ship- Each person afflicted swelled to almost twico bis usual Gizo and tho flesh assumed a yellowish color. Although tho dlseaso was attended with little pain a burning sensation In tho stomach was felt. The bark was headed for Dominica, West India. The vessel was not allowed to touch at any porL Tho disease had never been heard of by any ono on the vessel und no ono know what to do for it. Captain Reed ordered tho flesh rubbed with coarse brushes and a simple diet and light doses of epsom salts, with carbonate of soda. Somo of tho men began to improve, but nine continually grew worse and died, mortification setting in. Physicians at this port pronounced tho epidemic to be borl-beri, a disease prevalent In some parts of tho globe, but this is said to bo the first case on record of Its having come on board a ship in a galo of wind. On May a sea struck tho ship and swopt two men overboard and they woro drowned.

Secrotarys Wlndom has instructed the Treasury Department at Washington to advortlso for offers of 510,000,000 of 4 por cent, bonds, and to pay at once all interest on tho 0's for the present fiscal year. This will, it is thought, remove within tho present week not less than 520,000,000 from tho United States Treasury.
Tho Secretary's action Is tho result of his conference with the bank presidents Saturday. Tho offers for bonds will be opened at the Treasury Department on Wednesday at noon, and those whoso offers aro the lowest will bo paid for tholr bonds, provided that all offers are not too high, in which caso all will be rejected. It is tho boliof of bankers and other persons who have glvon the subject somo thought that tho call will bo promptly mot, and that Mr. Windom will have no trouble in Beourlng tho full quantity of securities at a reasonable price. "Tho plan I baro adopted." said tho Secretary in explanation, "Is one which was practically unanimously (avored by thoso fcntlomot! with whom I conferred on Saturday, and by such a- I have consulted both before and since that time. They ull assure uae that fully enough bonds will be forthcoming to meet the call, aud that the amount released will give tho money market all the relief necessary for the present. The wator-spout in Akron, O., gullied tho hill streets, while Streets on the: flats have boon badly washed, and the loss on property there will he so large that a special meeting of the city council has beon called to dovisomeans ol repairing the extraordinary dam:ige.
Near Akron, O., wholo farms have been washed out plowing must bo dono over again, and fields of crops must bo entirely resown. At New Caitlo tho Shonango river is nearly as high as during the disastrous lluod of lhijl, though tho waters In both this stream and tho rapid Neshannock arc rapidly decreasing. Many head of stock on bordering farms are reported drowned by high rivers, while county fairs as a rulo have proven failures.
WATEUTOWN, N. Y., Sept 15.—Tho rain, which has fallen In torrents almost continually for fivo days past, has swollen every stroam in this soctlon to spring-freshet height, and to-day tho effects oro seriously felt heroabouts by tho almost oomploto tylng-up of tho Rome, Watortown fc Ogdensburg railroad and its branches, the obstruction ot mills and other damage to farm und manufacturing property. A big washout occurred on tho Rome, Watertown ft tlgdensburg rallroad*jotweeu MansvlUo and Pierrepont Manor, in this county, tho flood carrying away the track for about thirty feet and making a deep channel across tho line.
At Copenhagen, Lewis County, Campbell's machine shop was tipped over by tho flood during tho night, and Lamphor & lvoys' saw-mill and cheesebox factory and Ward's saw-mill woro carred away. At Now Boston, Lewis County, the New Boston saw-mill aud chocso-box factory wero carried away. Mony acres of good farm land are under water in this vicinity. In tbo town of Champion aud elsewhere In tbo Black river valloy tho water rose to such a height that tho cattle took rofugo on tho knolls and highlands, and wero mado to swim through tho flood at milking tlmo. Block river is raging, being within four Inches of tho unusually high point which it reached last spring, and with frequent showers still coming and the wator still flowing Into tho valloy from recent rains, there is probability that it would pass that high wator mark and become dangerous. No trains are running on the Carthago fc Adlrondacks railroad this morning on occout ol wash-outs. The cause of tho washing awny of the Centorvillo bridge was tho breaking of dam nbovo. At7 o. m. there was ten Inches of wator ovor tho tracks at the latter point,, and all tho houses and stores oro flooded to the depth of tlireo fcot In Caathago mtfny houses on tho flats aro flooded, and the residents on tho Tannery island aro moving to tho main land, fearing tho break water will give way.

Detective Avery of the I.ake Shore Koad fa the Victim. CHICAGO, Sopt 15. D. M. Avery, chief of detectives of tbo Lako Shore & Michigan Southern railway, was tho victim of an unwarranted murder early Friday night. Ills slayer was Louis Dyckman, who Is under arrost Tho crime was committed in a saloon at Slx-ty-sevonth street and Ashland avenuo, Englowood. Dyckman. according to tho police, was half drunk and quarrelsome. Ho started sovoral wordy rows and finally tacklod Avory. The latter, to avoid troublo. stopped outside. Ho was followed by Dyckman. Hero more words passed, when, without warning, Dyciimnn plungod a pocketknifo blade into Avery's jugular voln. The detectivo staggered ba.^k, fell to tho sidewalk, and In few minutes blod to doa'.lt.
Avery was born in Coldwater, Mich., and was about .'IS years of ago. His connection as detectivo with the road dates back over ton years. Lie loaves a wife ond llttlo daughter, 11 years old.
