A well known English authority whom a correspondent of Tin Now York Herald interviewed on tho subject says tho best tiling is not to got scared and not to drink whisky. Tho law was passed by the last Legislature and was designed to protect the institutions in case tho funds should run so low, in the obsonce of prompt payment by tho counties, as to render the payment, both of the expenses of tho institutions and other State expenses, impossible. Tho Governor wili make the refusal to pay his salary the basis of a suit against the Treasurer on the ground that the law is unconstitutional and discriminates ngalnst other creditors of tho
State and in favor of the benevolent institutions by requiring the Treasurer to hold funds to meet their expenses when other obligations of tho State arc due and unpaid.

Ki.oominoton, Ind., Sept. —Th« city is Interested in tho efforts of the touiperam-e people to prevent the coun ty commissioners from granting li censes to retail liquor in less quantitio than a quart. A mass-meeting was holii Tuesday night, at which a number ol speeches were made by prominent cltl zens. A law and orilor league wa formed and seventy members obtained. A determined effort is to be made to en force the liquor law.
