00UH0IL MEETING.
of tbe Mooting Centers Purchase of a 1'ire Alarm
Tlio Iuterest Around tho System.
Tho Cotiuoil met last night in full scfision and proceeded at once to business.
The 15oard of Public Improvement reported in favor of the improvement of Chestnut strott.
Tho Fire 15oard made an unfavorable report in regard to the proposed lho alarm system for tho following roason6: 1. Tho city linances are short. 2. It would cronto a debt bearing iuterest ot (i per cent. 3. Tlio Ci.imewoll system is too complicated and expensive. 1. Tho sewerage is in a bad condition and must be attended to first. On motion of Mr. Reynolds the report was table.l, Scott, Jones, Reynolds and the Mayor voting in favor of the motion. Mr.
JOUOR
then presented a motion favor
ing the purchase of a lire alarm system os soon as possible tho oost of which is not to exceed $3,0(10. Jones, Scott and Reynolds voted for, and Evans, Elmore and Walters against the motion, tho Mayor casting tho deciding voto in favor of it.
The City Civil Engiuocr's roport of the assessment for this graveling of east Market street was referred back for rov:sal.
Walter movod that engine house be remodeled for a grocory store room to be rented to 11. Rice Canine. Referred tr Firo Hoard.
Walter moved that the matter of licensing tho butchers bo referred to the committee on ordinance. Lost.
It was decided to gravel and grade the alley between Pike street and Wabash avenue from Washington street oast.
El more movod tho extension of tho Marshall street sower be out, down from 330 feet to 150 feet.
C, L. Thomas received tho ooutrnet for bouldering tho gutter on tho east side of Walnut street between Wabash avenue and JetTerson street.
GAS AT DARLINGTON.
The People Auxious Tor tho Fuel —The Meeting Last Nicht. Yesterday ovoning A. F. Ramsey, 15. R. Russoll, Cicero McClure ami T. n. 15. ilcCiiin drove up to Darlington to attend a gas mooting which had beon called to assemble ut Campbell's llall. Tin* mooting was called to order by Dr. J. A. lierrymau. S. S. Martin was chosen chairman and W. U. Pitman, ol tho Echo, acted as secretary. Messrs. Russell and R.imsey explained the proposition to pipo gas to Crawfordsvillo byway of Thorntown and Darlington in detail, explaining to the pooplc that it was not a donation that was expected or raquircd but subscriptions for tho bonds ami stock, tho bonds to boar interest at the rate of seven per oout. payable semiannually uut'l redeemed. When paid the stock would bo in the liamls of those who held tho bonds. A committee was tippo n'ed by tho meotiug to make a canvass of tho town and ascertain the amount of subscriptions that could be secured in and around tho town. Thereis a ge'ioial expression among tho pet pie of Darlington in favor of tho sclio-ne and it is tho prevailing opiuion that nearly every resident of the town will become a consuiuor of tho gas, both for lighting aud for heating. As it is elsowhoro the people aro auxious to have the fuel and will bocomo liberal patrons aud will to the extent of thoir ability assist in securing tuo §100,000 of stock and bonds necessary to insure tho BUCccss of the enterprise.
Wlitro Was Moses When tho Light Went Out? It sooms he was in tho dark at the Nutt House last evening but by some lively hustling on the part of tho management lamps aud caudles were soon provided and everything was as sung as abugiuniug. The why and wherefore is somewhat after this manner. Last March for a period of tiftuon days the Nutt House which is on tho 12 o'clock circuit of tho electric light works was supplied with carbons which ran only until nine. From this time until twelve gas had to bo used in cousoqueceo raising tho gas bill S'J for that time. Tho light company, however, refused to allow over SI.20 aud Mr. Hofforman rofusod to pay §7.05 dill'ereuoo.
Tho matter ran on un to last night all monthly accounts except March being paid when duo. Lost ovoning, liowover, tho March bill of $37 was prosontod and rofused payment unless tho S7.70 was doducted. Tho light was thou shut off audhcucotho hustle for lamps. Mr. HolTormau paid tho bill this morning under protest, aud through his attorneys Davidson and Courtney, will suo for 82,000 damages. Mr. Hetl'orman slates that the injury to his house is incalculable and he will seo tho matter to an d.

TILE INSTITUTE,
The Full JrroceeJiags of Yesterday Afternoon and Tnis Morning On yesterday atleiuoontho lirst lecturo was by Prof Mott on "Reading." Tho mind is a bundle of possibilities, when the child is able to read distance and timo will disappear. Reading gives 0110 opportunity to hoar what great men liavo thought aud to bring the author's mind in contact with your own. Rending is tho key that unlocks all knowledge. It is r. univei.sal lifting up of tho world.
After an object lesson byProf.IIarwood Prof. Mott lectured on "Geography." It ought not to be a cataloguo of objrots and places. Soe the oarth as it is. Tho primary must be at home by objects, imagination aud picturing 1jrge, largo mountains from minaturo works, eto.
When tho Iustituto olosod its session last ovoning 5)1 had been onrollod and this morning the number reached 101. Promptly on assembling th's morning, Rev. G. P. Fuson led iu pn.yor, "Numbers" was oontiuued by Prof. Harwood who hedged 011 his primary work of yesterday end gavo the teachers a plan of school work "Psychology" was continuod by Prof. Mott. If tho environments are coiree', then tho soul will go 011 growing in beauty and freodom. The highest stage is the thought stago. All knowledge is attaiaed by contact with objects. Our souls may gain kuowlodgo by contact with thoughts of other thorough books. Our souls aro brought in contact with God by tho thought.
Tlio lirst stages of tho primary arcthoughts, poroopts and tho intermediate by couoopts.
Tho greatest dilliculty in Beaching is tho lack of power in the pupil to conoontruto his thought upou his task. Without tho power of concentration is tho courso of vasciliating minds. Continued drill is tho force that ouablos the pupil to concentrate tho mind.
Prot. Mott thrilled tho toaehcrs by asserting that tho growth of tho mind 111 tho country sohool is greater in a sovou months term than in a city sohool iu nine months. Iu tho country rchool tho pupil has tho constant drill of self concentration from tho fact that he is compolled to prepare his lessons under all the annoyances aud turmoil consequent upon a mixed school.
Language continued by Prof. Har wood. Tho child must bo taught to think proporly. Thought aud expression ore the two phases af language. Pupils fail in arithmetio bocauso they fail to interpret. Construction ooinos from tho thought within tho child. Interpretation from thoughts without. Tho troublo with tcaohors is tho inability to distinguish botwoon tho logical and incidental presentation. ISy skill ful manipulation tho child will grow into tho uso of language proper.
Prof. Harwood is k'udly cautioned by request of lady teachers, to at least turn some of his jokes upou tho boys aud givo the girls a rest.
