PILING UPSTATE DEBT.
A Situation Which Threatens the Future Credit of the State"I wonder what position the various farmers' associations will take upon the matter of increasing the rate of taxation," said State Treasurer ljemeke to .n Indianajiolis News reporter. "With the present rate of 12 cents 011 the $100, the Stale is getting into debt from S400,)00 to .^"00,000 deeper every year. This estimate doe.s ii"t include spocial appropriations or extraordinary expenses of any kind, but simply tlio regular current expenses. There is nothing hard to understand ulxmt it. Indiana is living four or live hundred thousand dollars above her income, that is all." "This Slate has bcou able to Ixirrow money at ii per cent., but oflicera of the big savings banks in New York ami Hrooklvii, whicu have loaned us money, fully understand the situation out hero. They have told me that unless our legislature takes some measure to stop the rapid increase of our debt, they will not lend any more of their money at such a low rate. When our last loan was made we oanvassed the field thoroughly, aud those large savings banks are the only financial iustitutions which will put out inouey as low as .1 per cent., on our bonds. If they fail us we will have to pay a higher rate on further loans".

A CLASP OF AMETHYSTS.
"Oh, you're taking in dressmaking, are you" said Lucia Fanshawe, rather suiKrcih(.usly. as she glsneed around tlio neatly furnished back parlor, with Its fashion plates on the table, its lay figure in the corner, and its sewing machine under the window.
Mi.-s F.mshinvo was a tall, elegantly dresseil young woman, with pcrfivtlv fitting kid gloves, a bonnet that had boon imported direct from Mademoiselle Davigne's. Paris, ami a general "I-iun-Itetter-than-you" air.
Ellen Lilburno was pretty, too, but her dress was clieajHT, her manner less aggressive.
The two girls had been disk mates at Madam Uupont's fashionable school in Philadelphia, but since their graduation the wheel of fortune had revolved in far different dirirtions. Lucia had become lugnlfed in the whirlpool of gay society, where a rich husband was the prize for which all were striving, and nothing more serious than the last gertnan or the next progressive euchre party was talked about: while poor Ellen, driven by stress of circumstance into the noble army of breadwinners, had dwelt In a more toilsome atmosphere. "Yes," said she. composedly, "I am taking in dressmaking. Ilave you any customers that you could recommend me? Since jiapn's death my mother and 1 are thrown entirely ujiou our own resources, you know.
She had spoken quickly and with spirit. Somethiiu In Mis.- Fanshawe's. manner had nettled her. "Oh, dear, no!'' said Lucia, smelling at the La France rose that she held In her hand. "My dresses are all designed In Paris, xo pl. the very commonest, and those I have from Miss Attlnelli, on Fourteenth street. I never did can1 for amateur work." "Ind said Ellen. "Then to what do 1 owe the pleasure of this call? It is not at all probable that yon have tftkrui the trouble to coma fearo merely to aco mo."
Lucia laughed a little awkwardly. "You always were so satirical," said she. "Hut I am going to a fancy 'Areas party as a hcliotroyitv flower next week, and I lemeip.bored that pretty amethyst clasp that you used to wear at school. It would mat eh my trimmings exactly, if ou wouldn't iiiim! lending it tome for a I'ew days."
Ellen opened a little desk close to tho window and took it out—a orescent shaped line of purple fire, set in a dull irold frame. "So much obliged to yon," said Lucia, smoothly. "And if I hear of any ono who desires to employ a dressmalter I shall certainly recommend you."
Old Dr. Findley was in his study tho next day when Miia Fanshaw was announced. lie knitted his shaggy brows.
A silly, flippant vi 'ary or fashion," he mutters to himself. "What brings that grandniece of mine here?" I've given her to understand often enough that her visits are unpleasant!"
But Lncla came in smiliug. "Dear undo," said sho, "I've heard that you wei-e making a unique colh.-c tion of precious stones, and I've brought a humble contribution to it."
Dr. Findley pricked up his ears, his eyes grew bright. "EhV" said he. "It's an heirloom in our family," said she. "An amethyst crescent, that belonged to my mother's mothor. Of course, we are very muoli attached to It, but to please you we would sacrifice any fivling of mere sentiment." "Let me see it.*" said Dr. Findley. lie turned the trinket over and over— held it so that the sunlight -was reflected from its fneets of violet fire and scrutinized the setting keenly. "Ilumph," said he, "humph! It's a good color, and the pattern is choice. Out I shall not hike your pretty ornament, Lucia, without making somo return. A fair exchange Is no robbery.
Amethysts are rare, but diamonds are more precious. Hero." lie took from a teak wood jewel casket a ring set with a dow drop of glistening whiteness—a diamond of tho choicest water. "Oh, uncle!" cried Lucia, coloring high with pleasure, "this Is too much!" "No, it isn't," he retorted, curtly, and Lucia went away fin-ling that she hiul a ring handsomer than Miss De Bougainville's fatuous solitaire that every ono admired so much.
It so happened that yonng Dr. Lindsay strolled In a few days subsequently to consult the old practitioner about somo new combination of drugs, and found him absorlwsl in the contemplation of hie antiques. "Look here, Frank, did you ever seo a finer row of amethysts? Lenve off talking aVmt Materia Medica. One can't eat and drink shop the whole time. Look at the color—see the size."
"It's very pretty," said Lindsay. "I seem to havo seen one like It somewhere. Although I can't say I am OHjiecially interested in amethysts." "That von havo not!" cried tho old gentleman with decision. "This specimen Is sul generis. I don't believe ita mate exists. Certainly not on this side of tho water."
Lindnny smiled, admired tho drawers •f tho jewel Ikjx, and diverted the conversation hack to the drug question as soon as possible. Dut his opinion remained unchanged. "There!" he exclaimed to himself as ho came ut from seeing a case of Gorman measles, an hour or so afterward,

are the New Goods that have been just received by ... X_i. W". O
Ho diovo directly to the Liluuii.o house. "Why, Nolly," said hit, with the kindly familiarity fitting to old playmates, "how palo you aro! Doesn't tlio dressmaking business prosper?" I She shook hor head, but triod to summon up a smilo. "Frank, I havo come to tho children of tho city Is very groatj aud tlio conclusion that tliero are too many dressmakers in the city already. But what brings you here? You don't want a dress made, do you?" "Nelly, will you soil that old amethyst I clasp that you used to wear?" said he, in tho abrupt fashion that was ordinary to him. "I believe I can got you good price for it. Old Dr. Findloy is making a collection of antique gems, and I think ho would pay you well fur it."
I have lent it to MissFanshawo," said Ellen. "She borrowed It to wear to a fancy dress party, and when I asked hor for it, she 'Id mo sho liftd lost it."
Lucia Fansliawo?" Yes." Humph!" said Frank. "In that case, why dou't she make good tho loss to yon?"
Ellen iirehe.l her pretty eyebrows. "1 don't think that Lucia likes to spend money," said she, "except where it will make a show."
It's very strange," said Frank, reflectively. He met Miss Fanshawe at a reception tho next evening. Sho was superbly dressed and looked very handsome, but he could not help rememljormg Ellen Lilburne's lost clasp. "I don't see," said Lucia, ]etulantly, to her mother, "what makes Dr. Lindsay so cold and standoffish of late. They tell me he has got very f:dr practice, and, of course, ho'll inherit that old Lindsay estate in the suburbs sooner or later. He used to bo rather an admirer of Ellen Lilburno, hut since shehasgono entirely out of society" "Don't fret, dear," said Mrs. Fanshawe "men havo their hot nnd cold fits it's their nature. Now, I'm quite euro that Frank Lindsay admires you. Give him plenty of line—you'll be pretty certain to land htm at last," added tho accomplish'm1 old maneuverer.
The very next time that Lindsay went to Dr. Findley's house tho old gentleman alluded to tho amethysts again. "Ilavo you found that match for my circlet of gems yet?" he said, jeeriugly. "No," answered Frank. "Will you allow me to look at the stone onco more?" "As much as you llko—as much as you liko," Baid Findley, gleefully. "One or two experts have soon 'orn, and thoy tell mo I've got a real treasure in 'em!" "Did you tell mo whoro it was that you obtained them?" asked Lindsay. "No, I didn't but it is no secret. My grandniece, Lucia Fanshawe, gave thom to 1110. They wore an heirloom In the family, it seems—on her mother's sido— but Lucia is a good hoarted little thing, and sho knows my fancy for raro stonos. However, sho has lost nothing by it, for I gave her in return a $800 din.mc.nd. I'm not ono who likes to be under obligations to anybody." "Ah!" said Frank. "Wen, then, sir, if I was to use. »l v.is luAoxryour clasp of
Einethys'ts is its own match." Ehl" cried tho old gentleman. This is tho very ornament of which I was shaking," said Lindsay. "It is tho same ono I uBod to seo in tho dress of a friend of mine—Miss Lilburno. Your very obliging uieco has boon generous at somo one else's expense. Sho borrowed Miss Lilburne's crescent of amethysts, and very oonveniontly forgot to return it. It is strange to what depths of moanness your society lady will stoop ot times," ho oddod, bitterly.
Dr. Findloy pulled meditatively at his grizzled mustac.ho. "Ilumph! humph!" said he. "Tho diamond was clear gain, then, wasn't it? But whero does this lady live, Lindsay? I must either return this trinket to hor, or see if she will part with it to mo for a fair compensation. I must say that I ain unwilling to lose it." "Keep tho cliisp, sir," said Frank "I will undertake that all slrnll lie right. I am going to ask Nelly Lilburne to marry me—and, of course, tho interests of husband and wife are ono.
The old gentlenum shook hands heartily with him. "I congratulate you, my boy?" said he. "I'm a bachelor mysolf, but there aro times when I question tho wisdom of my own ?otirso in life."
Ami Lucia Fansliawo had never received so severe a verbal custlgation as that which Dr. Findloy gave lior that day. "Niece," Baid ho, "you havo been a thief and a liar both. I don't know from whom you can possibly have Inherited this moral obliquity, but I am certain It wasn't from my sido of the genealogical tree. Be so good us to give me back the diamond ring, which you neither ournod nor dej-erveil I intend to offer it as a wedding present to the girl whom Lindsay is going to marry—the real owner of the amethysts."
And poor Lucia had not a word to say ill her own defense. All her life long she had practiced those little diplomacies, ond sho hail novor before been found out. But now, to lose diamond, lover and tho esteem of her rich old granduncle, ail at once—it was rather overpowering.
Dr. Findley kept his word. Ho sent tho diamond ring to Nolly Lilburno with a pretty congratulatory note. Nor was this all. On hor wedding day sho received as perfect a sot of amethysts—brooch, ear pendants and bracelets—as Now York could supply. "In their way they are porfi^t," said Dr. Flndlev "but thoy aro not, like tho clasps, antiques."
But Lucia Fanshawe received no cards to tho wedding. Probably she would not have gone If she had. Failure ai
