THOSE CENSUS QUESTIONS. About tms time the census enumerator is deep in liis listings. He will be gently laying l)efore his victims a programme including queries whether they are afflicted with chronic or hereditary diseases whether they are crippled, idiotic or crazy: whether they own the house they live in, and if it is mortgaged. These questions woi^l be valuable contributions to sociology and economic science if truthful answers could be obtained to them. But public opinion has decided that they are entirely psivate questions and that the government has no right to ask them. Therefore the icral sentiment is against answering tllein^Vitis nST"-.T7iT7l
1,abuc*
sentiment is opposed to a law it cannot lie enforced. Therefore it is not at all likely that these census questions will be generally answered.
Su]x?rinteiident of the Census Porter is aware of this, and has provided gracefully for the emergency. His way out of it does him the greatest credit. Superintendent Porter directs the enumerators in no case to attempt to procure enforced replies. Where tliev are not given voluntarily, the enumerator is simply to mark on the blanks at the proper place, "Refused to answer," and forward the list to Washington, leaving government to fight it out with the refractory, which of course it will not attempt to do.
Where there is refusal to answer it •will, however, be reasonable to infer that the reply would have been affirmative. When it cranes to that, though, there is probably not ono person in a million who has not some aronic ailment. Everybody past the age of twenty has either dyspepsia, rheumatism, or liver trouble or weak eyesight. A bad temper is a chronic ailment of the worst order. -C.
Reader, be thankful that yon are not a senator. The United States senate committee lias taken up the house tariff bill. They are going to labor on it through .1 vine. The claims of industries that, are injured by it will have hearings through the month of leafy June. Bnt the committee really think they will have the bill ready for submission to the senate by July. Then the senate will take its turn at it. Through July and
August senatorial brains will fry over that tariff bill. All who have the slightest interest in a re-election will need to make great speeches about it. But when will it finally be passed or rejected? Go ask the winds.
llesults are already beginning to flow from tho Pan-American congress. I11 the United States senate the committee on foreign affairs have reported a bill providing fo the appointment of three commissioners for the Intercontinental railway, and also for a detail nf army and navy officers to make surveys of the route. In tho house a bill has besn introduced for the incorporation of the Internal!' mal American bank recommended bj the Pan-American conference.
One x^int made by Judge Fenner in his paper 011 the negro question is that the Republicans care for the negro vote in the south only for the purpose of gaining additional Republican congressmen. Suppose a federal election law should secure this, what then would tho negro have gained locally? It is the Btate government that deals out to him weal or woe. Bay* the judge.

The l'ttktor's Victory.
Many year- ago, when drinking habits were more provident than now, a Congregational minister in York county preached a very strong tem|ierance sermon that made a sensation in the parish. Some of the leading members of the congregation felt insulted. They got up and left the house during the sermon, and then sent a letter demanding an apology or the preacher's resignation. The next Sunday the pastor announced from the pulpit that he would comply with the gentlemen's request in the ovening. Of course, everybody who could go the church that evening was there, the disaffected ones with smiles on their faces at the thought of how they had triumphed over the minister. The worthy man ascended the pulpit, went through the preliminary exercises, and then announced his text: "And tx-ing convicted by their own consciences they went out one by one." The sermon ireached from that text wim a stunner jut nothing more was said about an aiology, and the minister did not resign. —Mt. Desert 1 Me. 1 Herald.

Geese That Cost 8105 Klieli. One of Senator Mitchell's first cases became famous In Oregon ns the "goose case." A poor German owned four geese which were killed by a wealthy but unscrupulous citizen of Portland. The German retained Mitchell and the wealthy man employed "Laundelct" Williams. The damages claimed were W0, but the rich man by perjuring himself got a verdict In his favor. The German whs in despair, but Senator Mitchell, knowing the character of the rich defendant, advised his client to take a backseat in the leading saloon of the place that night to see if tho man would not acknowledge that he had shot the geese, In the presence of witnesses, and If he did to note their names.
It turned out as he thought. The rich man made a night of it and celebrated his victory by treating his friends. He told them that he had shot the Dutchman's geese, hut "that blanked little Pittsburg lawyer of a Mitchell couldn't prove It." Upon this Mitchell demanded a new trial and won the case. The rich man carried it to the supreme court ntid Mitchell ageiu won, and the result was that the man had to pay for the geese and foot, a bill of fKX) for tho costs. The geese thus cost $105 apiece.—Frank G. Carpenter In Philadelphia Press.
