ABOUT PUBCHASING THE WATE"^ WOKKS.
The agitation of the qu:aon cf the purchase of the water rurks by the city is stilI ou_iu.aoia»-iJarters, but to tlios# who 3n5erstand the situation and are familiar with a little of tho true inwardness of affairs tho talk assumes the phaao of the humorous. The question as to whether tho city should own tho water works or not cuts no figure. That is not the issue. And it is not the province of THE JOURNAL at this time to discuss this phase of the question. The statutes provide that before a oitj can actually embark in tho erection of water works or to inr.ko extensions or improvements where works have heretofore been constructed tho question shall be submitted to the qualified voters at a special or general election, upon a petition of one hundred freeholders and resident taxpayers, and in no case

the Common Counoil erect, or make ex* tensions or improvements except upon a majority of all the votes oast at such election, .and this election can only be hold after tkrGe ^veeks' notioe in a newspaper. When this is-done tho city may issue bonds to run not less than five years nor more than twenty years, and tho bonds ehali not be sold for less than '.M cents. Let it be conceded that the same steps must be taken whore works have been erected by a corporation if the city desires to purchase. But this is only tho beginning of the trouble in our especial case. The company owning the works has bonded them for 8150,000, and the bondholders hold a mortgage for this sum. It has been developed within tho last week or two that there aro still other bonds outstanding but tho exact amount cannot bo ascertained. And it iB upon the potition of these bondholders that tho court has been asked to set tho sale aside that was made on the 24th of April. There are still other liens pending and •which have not been passed upon by the court, whioh together with the court costs, tho trustees' fees and allowances, the counsels' fees, the court and receiver's indebtedness and the claims and debts, will amount to probably $25,. 000. IJy the terms of the sale first made each bidder was required to deposit $10, 000 in cash which was to be forfeited in case the successful bidder failed to pay or complete the purchase. The requirement next time may bo double this amount. Tho mau-who thinks for a moment that tho investors will permit the works to be sold for less than'tho amount they have put up is laboring under a most beguiling delusion. To vote on a pig in a poke proposition is too absurd to merit a moment's serious consiuera-

Ice
to Town.
Seven hundred thousand tons of ice are stacked on the shores of Lake Champlain and Lake George. The ice harvesters had expected to ship most of this by boat to the city storehouses and depots at the opening of navigation. The regular it*o barges will not lock through the Chumplain canal, so here i"s the dif£eulty. A fair average of 17 tons per car would require 750 trains of 40 cars each, and if is such trains could be loaded and sent per day, which, with the single track toad, is doubtful, it would require 125 days of steady work.
On the other hand, if water transportation is chosen on account of lower rates, at 1.10 tons per canal boat, it would require 3,300 canal boats to bring it to Hde water. Last year, which was exceptionally good for boating, only 2,600 boats were cleared from the Whifchall office south.
The boatmen propose to *-alre advantage of the necessities o' i'nippers, and will largely incr*- their rates. They are demand ir.0 .fH per day for the use of theii boa to.
Many of the ice companies have brought their barges up the Hudson and propose to transfer the ice from the canal boats to the barges, many of which hold 200 tons, thus saving some time in the use of the canal boats, but causing considerable loss of ice through waste in handling BO many times.
It Is estimated that Essex county is some $500,000 wealthier through the ice bonanza this winter.—New York Press.

Immediately the Reactionists replied to the challenge with tho Ajaccienne, one of the verses of hich is as follows: "On your knees, citizens and 'brothers, Ills shade his descending among us in our squares and streets let only the name of Napoleon be heard." Hatters were looking very black, when the authorities intervened and succeeded in restoring order.—London Telegraph.

A portrait of Mrs. Angelina Van Buren has been hun# in the White Houso. It is half length figure and in evening dress. Tho white gown has tho decolleto, pointed bodice, quite like the present fashion. The sleeves aro short, and over the lace rufilo of the right arm falls a spray of palo pink morning glory. This Is the only color in the toilet. One whitogloved hand holds tho other glove, and in the left hand is a mull handkerchief trimmed with lace. The dark hair is very smooth, and well toward the front is a band of pearls.
What is said to be the largest shad ever caught above tidewater in the Delaware river has just been taken in the net of Vv llliam Smith, an old fisherman, at the Lambertville, N. J., fishery. It measures 81 inches in length, 8 inches breadth and 5 inches in thickness, and weighs lil 1-2 pounds.
