The Eighteenth Baldwin Contest—Perry Martin Uarries Off the $40. The eighteenth Baldwin contest was held in' Center church last evening. The successful orator was the last one on the programme, Perry Martin whose subject was "Iago." The other speakers with their subjects were, E. J. Lloyd, of Johnstown, Penn., "The Development of Individual Liberty Urban Stover, of Ladoga, "Infidelity Before the Bar of Ethics L. P. Gain, of Danville, El., "Law and the People J. M. Douglas, «f Veedersburg, "The SiBterhood of Arts W. M. Jennings, of Greenwood, "The Problem of Oppression in America." Taken as a whole it was one of the finest Baldwin contests ever heard. Each oration was carefully written and held the interest of the audienoe to the end. The deliver of each speaker was .good, and several of them very fine. The decision of the judges was a surprise to all, even to the winner himself, for while his essay was an extraordinary one, yet in delivery he was excelled by at least three others. The judgeH were Judge William A. Woods, of Indianapolis, Judge E. O. Snyder and T. H. Bistine. Woods marked Gain first, Jennings seoond and Stover third. Bistine marked Cain and Jennings first, Stover second. Snyder marked Iklsrtin first, Gain second snd Jennings third. The ranking system of marking j„ow acknowledged to be the best wiie displaced by the old fashioned grade system. Perry Martin is a popular man in his class, a resident of Crawforilsville and a prospective lawyer. For five times in succession now the Baldwin prize has been taken by Crawfordsviile boys. 1,

Jacob Rhoades, who died in the south part of this township and was buried here last week, was one of the early set tiers and probably the largest man in the township, as his weight was about 450 pounds. A short time before he died two of our prominent business men wer heard lamenting over the foot that the old soldiers at this place drew so much money from the government, 81,300 per quarter, would soon bankrupt the whole country. Now at least 81,000 of that money is in the hands of the merchants as soon as cashed, and the whole town of Darlington is profited thereby and not one in the town any the poorer. These same men were stout, able bodied men ut the time men wvo needed, and if they had dine their duty I wonder what their opinion would be on the subject. Gentlemen, this is a pa tnership concern and one part of the firm has controlled the money long enough. We that did the work want a fair divido.

THE TARIFF BILL.
It Is About Ready for Presentation to Oongroea.
THE CHANGES IN THE EXISTING LAW.
The. Measure Provides for a Total Re* duutlou of About •60,000 000— Duties KaUed on All Products of the Fanu.
A SYNOPSIS.
WASHINGTON, March 10.—Tho Republican members of tho ways and means committoo have practically agreed upon every point of division on the tariiT schedules and tho reductions to bo made from internal revenuo, and will present the bill to the full committee for itsconsidoration before theondof tho week. The clauses relating to car-pet-wools, Mexican lead ores and one or two other articles have not yet been finally and definitely passed upon. WMle the bill is not absolutely completed, and will, of course, be subject to revision, it is believed to bo substantially a finished moasure so far as tho majority of the committee is concerned.
It is estimated by the framcrs of the bill that it will reduce the revenues about $60,000,000. Of this reduction from &>0,000,000 to $27,000,000 will bo secured by tho cut on sugar and from 817,000,000 to 810,000,000 by the internalrevenue foatures of the bill. Tho free list, which contains with a few exceptions all the items in tho Senate bill and a few others which wore not in the Senato bill, will, it is estimated, make a reduction of between S).,250,000 and 81,500,000. Tho revision made throughout the tariif schedules are expected to make up the difference between tho sums named and £00,000,000. The internal-revenue features of tho bill are as follows:
I'he entire abolition of all spcclnl taxes upon dealers of ali hinds, commonly known us licenses: tho taxes upon snuff will be repealed farmers anil plunters growing tobacoo will have the liberty to sell to whomsoever they pleaso, without restraint, in the sume manner as a farmer can dispose of any other products ot bis land. The tax upon manufactured tobacoo will be reduced from 8 cents to 4 cents a pound cigars, cheroots and cigarettes will carry tho same tax as is imposed under the present law. Alcohol used In the arts is free under substantially the same restrictions as are prescribed in the Senate bill. Tho reductions in the revenue from these sources will be In round numbers between 17,000,000 and (19,000,000.
The earth, earthenware, glassware and chemical schedules remain substantially as in tho existing law.
There ure a number of important changes in tho metal schedule. Existing rates arc maintained upon Iron ore and pig-iron barbed wire for fencing is made dutiable at 010 cent a pound, which Is below the duty upon that kind of iron entering into other uses. Beams, girders and structural iron is reduced from cents to 8-10 cent a pound, which Is a reduction below that of the Seuato bilL Railway iron is reduced 8-10 cent a pound, the present rate being 117 a ton, a reduction of about W a ton, and a reduction in the rate flxed by the Senate bill, The duty on steel rails is reduced a ton. The duty on tinplate has been increased to !j a-10 cents a pound. Pig-tin remains free.
There is nn increase in the duty upon pocket ctftlery which the committee justify upon the ground of the depressed condition of that Industry In the United States and the sharp and ruinous competition that has already been felt from Germany. Gun barrels are placed upon the free list. Hand sewing needles are also plaoed upon the free list. The new metal, aluminium, is given a designation for the ttrst time under "metals and manufactures thereof," and is made dutiable at 37 per cent, ad valorem.
In the lumber schedule the duty on sawed boards, sawed plauks and finished lumber Is reduced 60 per cent, from the preseut rate. There is a special provlsiou inserted that Incuse Canada lays un export duty on lumber then duties shall be collectcd according to the rates under existing luw.
There is an increase genera liy along tho entire list in the duties upon agricultural products. The duty upon bdrley Is raised to 30 cents a bushel, hops to 14 cents a pound, buckwheat to 15 cents a bushel, macaroni and vermicelli 8 cents a pound, and oats 10 cents a bushel. The duty on agricultural seeds is increased. The dutjon rice Is reduced fron 3^ to si cents a pound, rice ilour and rice meal from 1 to cent a pound, and broken rice to VJ cent a pound. Butter and substitutes therefor havo the duty Increased to 6 cents a pound. The duty on eggs is raised to .1 cents a dozen potatoes to 35 cents a bushel. Hides, which are now on the free list, aro made dutiable at Hi cents a pound. There is a small increase in the duty upon fruits. Oranges and lemons in packages of 1^ cubic feet or loss, 35 cents in packages exceeding IH and not exceeding SJ4 cubic foet. 50 cents a pacli^e. Raisins 'Jii conts »pound duty. Advances in duties have generally been conce(M the farming Interests, where it 1B believed Increased duties will benefit the farmer. Spirits, wines and other beverages have been left as found In existing laws. Salt also has not been touched. Cotton manufactures aro left substantially as in the bill. Jute, manllla, sun und sisal gruss are put upon the tree list, as Is wool de grass, which enters into the finishing of leather. A reduction Is made in the duty on binding-twiue.
In the wool schedule Wools of the first class, known as olothlng wools, fonts a pound wools of the second class, known as combing wools, 12 cents carpet wools valued at 13 cents or less, 3Si cents a pound valued at over :a cents, 8 cents a pound. This is a t- motion of Hi centi a pound from the Senate bill and an Increase of IK cents from the present law. It Is believed, however, that the definitions and classifications and restrictions provided for will make this duty even more valuuble to the wool-growers than the duty fixed by the Senate bill. The carpet schedule has not yot been definitely arranged.
Sugar, under and Including 16 Dutch standard, is made dutiable at 35 per cent, and above 16 Dutch standard at 40 per cent. This gives 5 per cent, additional duty to the refiners, and, as the standard is rulsed from 13 to 16, the people of the United States will be ennbled, In case tho refiners combine to put up the prices, to import sugar which will be in every way fit for family use. This is a cut in tho duties upon sugar of 00 to 60 per cent. Molastes is made dutiable at 86 per cent, ad valorem, the present rate being specific. This is a considerable reduction.
Among the new legislative provisions proposed in the bill Is one that no Importations •ball be made into the United States which do not show plainly the country from which they are Imported. This is dono in order to put a stop to the practice, which has become very common, of sending foreign goods into the United States with American brands thereon, the purpose being to deceive the publio and havo the wares supplant American goods which have established reputations.
