Its title is us follows: "A bill granting pensions to soldiers and sailors who are incapacity for the performance of labor and providing pensions to their widows, minor children and dependent parents."

ST. LOUIS, Jan. 15.—The trouble between tho colored people of Upper A1 ton. 111., and the school board has quieted down. Tho school board settled tho question by making a new school district which ombraces tho oolored people of the village. To the school In this now district tho colored people will be obllgod to go. As soon as they are prepared to stand the nocossary examination thoy will be admitted to tho high school. Tho trouble arose over the refusal of the whlt« people of the community to submit to the provisions of the Stato constitution and the ruling ot the Supremo Court and permit the negro children to attend school and occupy tho same rooms with white children. There was serious danger that tho troublo would not be settled without bloodshed, for tho negroes stand on their right to attend tho whits schools, and tho whlto poople armed themselves to resist the efforts of the blacks to push their way in.

Thoy fought tho Sao Christovas artillery headquarters until after l'i o'clock last night, and 100 of the rebels woro killed and wounded before tho rest surrendered. To-day twenty-one of tho rlnglcadors woro shot. None of the commissioned oilhiers woro in tho mutiny, but all the non-commis-sioned ofllcors were. Tho causo of the mutiny was dissatisfaction with tho mon's pay.
