Statesmen, leaders and politicians of all sorts may well study the election returns this year. These returns give them the latest authentic advices from the people which will be received until the verdict of next year has come, putting an end to all the hopes of many for four years or more.
In this South African business Great Britain has been led, under Mr. Chamberlain's guidance, to undertake to overcome and subdue the Boer republics as arbitrarily as though the United States should march tomorrow upon Canada in order to confirm our "paramountcy' upon this continent;. The American people cannot be expected to applaud snch an exhibition, however determinedly they retain their stand among England's international friends.
BRYAN'S BLUNDER. The editorial in Independencia, a Manila paper, saying that Bryan should be pictured in Filipino history with equal glory with Dr. Rizal and Aguinaldo, will do Mr. Bryan more harm in his presidential canvass than anything yet said of him. Bryan's stand in this is unpopular to begin with, and if the president in his annual message, soon forth-j coming, will show that the insurrection has been carried on by help from the United States as is rumored, Bryan had better get from under, and Atkinson had better find some more congenial clime. Leaving the question of occupation of the islands entirely ont of the way, whether people believe it right or wrong, they will not tolerate treason from any man or party, whoever or whatever it may be. 1

CUBAN GOVERNMENT. Gen. L.UDLOW, the military governor of Havana, points out the reason why the Cubans are unfit for self-government at the present time when he says that "8o per cent, of them are illiterate." This sums up the whole situation as regards their capabilities in a political wa-. Of course the same defect of the the Cubans has been pointed out often before. The statistics show that the inhabitants of Cuba come near the foot of the list among the world's peoples in the scale of illiteracy. Undoubtedly this is what Gen. Fitzhugh Lee had in mind a few days ago when he said the Cubans were unfit to run the government of their country at the present time. The general, it is known,

The general downpour of meteors and shooting stars, booked for an exhibition of high and lofty tumbling by scientists,. failed to materialize last night, though the police and the university class in astronomy were on the watchout for them. It was a common sight to witness, a citizen rubbernecking at the sky in hopes of seeing a star shoot a La Roman candle fashion across the firmament. But they shot not, neither did the meteors meet; and the wise citizen went to bed with tho opinion uppermost in his mind that the stars knew their business and would continue to cling to their positions in the heavens, all reports to the contrary notwithstanding.
