Criminal Negrliffenee of Those ' WU Can Pay and V Not. nauptr's Weekly. At the annual dinner of the Kort Side Beard of Trade the other night, Mr. James G. Cannon, of the Fourth National Bank, preached an affecting after-dinner ornion en the culpable neglect of well-to-do persona to pay their bills. He raised bis voice in behalf of the botcher, the grocer, the dressmaker, the doctor, the dfeptist, the local taadesman of all! wEo supply eur daily needs and keep the household wheels turning. He said that the prompt payment of obligations to such creditors was a - duty that was scandalously neglected, to the derangement of business, to the distress of individuals and to the detriment of the whole community. Persons who hadn't the money to pay their honest debts he sorrowed, for, but persons who had the money and didn't pay he denounced. He told of the dressmaker who tried to throw faer self under the elevated train becanse she coukhft pay her bills, Vuti who turned oat to hare more money due her than she owed; he told of the grocer, in a small way, who tailed, having $5,000 duo !him from one family who lived on fifth avenue: be told of the fashionable dame who owed her dress-
maker 8150, paid $90 on account, and went to Europe, leaving the balance until fall, and leaving the t dressmaker to distressful shifts m. - -meantime. He told also of the : physician whoso bill went unpaid so very long that at last ho reremonstrated; and the lady told ';, him that she had had the money for it three times from her husti band, but had put it each time to I other uses. Everyone hears of g eases of persons who ought to pay p their bills, and could if they chose, and don't. They are very selfifh persons. We are all seltish when 'l to keep people who need tho ; money we owe them waiting while
we indulge ourselves in expendi-
5' tnres which we ought not to make.
it is a great luxury to pay one s
" biHa promptly. Strange to say . it is a luxury to which rich peoyledo not all treat themselves.
Tne people who spend more than a .
inoy nave are not tne only ones who are slow to pay. A good
many persons who could perfectly
well par promptly don't, either became they don't like to part
who money or else because they
t care.
Evervono who can ought to pay
very promptly. Those who can't
should pay as promptly as they
can. j nose wno do pay nave in
the end to pay for those who don't.
To have to pay for those who
can't is a sad duty, but it may be
borne. To have to pay for those
wno could and won t is intoler able.

-it is tour and a naif years since Alfred Dreyfus, an officer
of the French army, was convict
ed of treason and banished to faroff Devil's Island. Now that Other officers have confessed to forging the documents- on which Dreyfus was convicted, the Court of Cassation has annulled the verdict and granted bjni a new trial. A second conviction would seem to be impossible ' under the circumstances and the officer so cruelly wronged on account of race prejudice will soon be acquitted. Insane Woman Sets Fire to Herself with Fatal Results
Mts. Margaret Ward, aged 71,who has redded with her son-in-law, W. W. Hight jr, northwest of tows,
took ber life Sunday morning in a horrible manner. The woman deliberately est fire to her clothing within a few yards of her home and
then screamed for help. Bella Walker was the firsf person to
reach her. and at thai time she was
burned almost to death. She told Mr. Walter that she had not only
bujl herself, but that she had alea set fire to $300 in paper money. A messenger was sent to the
city at once for a physician, but the woman was too far gone to be helped to any extent. Mrs Ward's actions for the past few years have been such as to give her relatives grave fears. At differ
ent times it has been noticed that her mind was unbalanced and at one time it is said she attempted to drown herself. She was born in Kentucky and was the mother of five children.
The funeral took place yesterday
afternoon in charge of Rev. Clark. The remains were buried at Roee
Hill.
Prom th World. Mammoth Department Store.
By the first of September ef
this year, a big department store will be in operation in Bloomington, under the style of O. L. Barton & Co. Tho Louden brothers have agreed to build a three story business block on the legation now occupied by the Weofery harness
shop, on south College avenue.
The contract is that the building:
be completed by September. The firm of O. L. Barton 3k Co. will occupy the entire building from the basement to the third story, and will carry ou an immense bus
iness. A general stocK or goods
will be carried, including a large
drug stock and a bakery and meat
market. The drug department will be under the charge of Dr. Doelittle, of Campbellsburg. The proprietors are also considering the placing of a mammoth soda fountain as soon as they become settled in their new location. A passenger elevator writ be used. Mr. Barton states that the clerical force of the store will be enlarged and that a large number of female clerks will be employed. The proprietors are confident that a largo department store in Bloom -ington will pay. The firm of O. L. Barton & Co. in their present cramped condition have done a large and successful business during the past two years.

A Trunk That Could Hot
Checked Goes by Kxpress. George Maxfield, district agent of the Wabash railroad, had a glorious time to-day. A baby elephant was brought to this city fram New York, billed to Mr. Maxfield, who in turn had to see that it took the right train for Denver, where it will become part of Gentry's dog and pony show. Mr. Maxfield wilted seven collars before he got the huge beast settled comfortably, and when ha saw it leave town he shouted hurrah and took a big drink of icecream soda. H. B. Gentry was here to receive the elephant, which he had ordered by telegraph. It was his first masting with bis new possession, and at first the little fellow was inclined to resent his advances. But Mr. Gentry has spent most of his life in handling animals, a baby elephant in his hands was like an unruly child in the arms of its mother. The elephant landed in New York- ten days ago, and has been

Sbepard then asked the court to appoint a receiver in order that an accounting might be had. In his decision Judge Leffler stated that the court did not
recognize partnership in a saloon business when the liquor license was in the name of but one ef the partners. He held that after procuring a license, a saloon-keeper could not enter a partnership, or if he did so, the silent partner was not bound to receive any benefit. The effect of the decision has been to alarm a number of men who are known to have money invested in saloons whose license are in the names of others.
