The Martinsville Republican, speaking of Geo. W. Cooper save : "His entire term of service in Congress shows nothing of good results. His entire time baa been taken op nosing around tbe pension office with no good as yet obtained to the public service. Tho investigation has long since degenerated into a gangrened impertinent, meddlesome persecution. If Baom has been guilty of anything unfitting him lor his position, ample time has been heretofore given to have ascertained this fact. The logical and transparently clear solution of the whole question of this pretended investigation bas not been more aimed at lUnm than at tbe entire pension system, to retard lis work, to oraoer ana awaro its emaeni management, to, bring into contempt and ultimately break down tn whole pension business, ibis ts the genesis of the action of Geo. W. Cooper and men of like kidney. Logically George W. Cooper is tbe inherent proposition of bis partv. the synthesis of its narpoavn. the quotient of its aims and the natural ramie or lis aesires ana this gloriQcation is (he normal remits nf nartv smwenser a su premacy that defies oonscieufie, hon or, decency in public aims and life and totally disregards moral and intellect fitness for public trust." -Mra. The Democratic Legislature of 1891 recognized the fact that some thing most be done to increase tbe revenue and reduce tbe debt, lhey dare not contione borrowing any Ion cer. The debt wss increasing too fast, and the people were clamorous for a change of policy. Thie led to the enactment of tbe present tax law. The great objection to onr law is that it increases the levy for State purpoBes from 12 cents on the $100 to 18 cents, and then it requires all real estate to be assess ed for taxation at its true value. This is an increase of 50 per cent, in tbe asssment. The incresss in tbe assessment in the entire Stale is a fraction over 45 per cent, end the State (ax will be considerably more than doubled. The State revenue for ordinary rnnning expenses will be increased from $1,UZ3.10U to z,z3,oa4, an increase of fl,22S,464, in a single yesr. Those fig ires relate to State taxation only. Owing to the Urge increase ia tbe assessment, the levy for local purposes has in some instances been reduced, but as a gen eral role tuere is a large increase of taxes everywhere. This increase in the seeessment falls most heavily on real estate, ihe average increase in tbe assessment of farm lands is 4 4i per oenl., while the average' increase in the assessment of iersonal property is only 25 per cent. Under the new law tbe taxes on personal property will indeed he i icreaed, bqt the taxes on real rstate will be unnecessarily great and is not fairly adjusted. Tbe ssm! amount of revenue could have been raised with hut little ii any increase in tbe burdens of the people, whereas tbe new law will nearly double tbero,-BoonevilJr Standard.
