The terrible scourge offenders; a loathsome ami fatal disease thut afiycts both horse and man, has fa-en introduced into Indiana by thin very agency, and the diseaw wilt spread, especially if we do not take some precaution against its ttirther diosemtnattotl. Arcerding to the State Veteri narian there are now thirty marked . .a a . cata ot gianoers tu tne noise in thin State. These animal ought to be Mrictly quarantined, and every diseased animal already introduced tihooid be killed by legal authority, and the owners thereof be fined and im prisoned, providing it lie proven that they he the original importers of the same. It would be no more than right if some of the nomadic jockeys should he ordered to decamp, and if they hesitate about making their departure that they be conveyed oat of the State without the necessary delay of a legal procedure. way 'mere are na ifes; raes la waablagloa caaafy. There are no negroes ia "Wash ington rotinly. If ia not likely that any will settle there very soon. Thereby banns a rather interesting tale, which date back to war times. As early as 1960, probably brought t It ere by agent not the Underground Umiway, a ttettiement ot over iuu negroes was formed near Baleni. Among thene were John Williams, known as Mark John, and who owned a one hundred and sixty acre farm and was quite wealthy, and James Roberts, who was taught his letter by the venerable Dr. Harvey Henderson, afterward be came prominent in Tennessee olitics and stumped that State lor Graut, finally dying about fifteen years ago while a teacher in Jefferaonvillc. Henry R. Revels, after wards of Miwisppi, and first colored United States Senator, preached for these people and is well remembered by the whites. The colony ia said to . have contained neveral well educated men, and Dr. Harvey Henderson Slates that one of them, whom be employ ed as hostler, was arr excellent Greek and Latin scholar. These people by some means not now known, gained the ill-iill of the community and were finally driven out, but in 18f2, before this happened, old bluer Joba was murdered. He bad 6a deposit at the Salem bank one thousand fivefranc pieces and theie the Mnk, for some reason, refused to take care of longer. He got it he pieces, took them home and thtt night was shot through the head, at hia house, and killed and robbe4 of the gold. There are people j in Salem who plainly tell the names of parlies suspected, but somehow, in the excitement of the war, nothing was done to briog te murderers to jus tice. Strange enough, old John prov ed to be a philanthropist, leaving ail hia property in trnat as a fund for the education ot the colored children of Indiana. It is the on ly bequwt of the kind, and doubts were at nrst entertained whether the ww I could be carried out, as its term were very indefinite, Ait the aupreme court finally decided that it could, and the fond, consisting of about $5,000, b now at Indiana polis. Soon after this an active campaign against the colored colony was ittgun. Their li ves were made burden, liter were shot at, stoned and pnracrilted, ami about 1885 they left, after Ab-ck White, one of their number, was.kjlled in me airvciR, , Since then no colored perron has permanently retrided fit Washingion county. j!iriiri have been made a number of limes to' imporl them, but every time they have been warned away and never failed to go. 1 he last attempt to bring in colored help were made by a Mr. Bayne, Republican, ana1 a Mr. ainalley, Democrat, tmt their im portations would not stay, although they both pledueu themselves to defend tlie men. No one now thinks of trying the experiment again. J in optosition to the col ored rare is not a politic! matter, but is shared among Republicans and Democrats alike, who are sin gularly unanimous upon thin point. Indianapolis news.
