A picturesque little beauty may name all the rusticity she desires. Bnt, as well, it would be juit iimicm. so satisfactory over white muslin laoe trimmed skirts for afternoons at home. Again, wheb quieter simplicity suits the subdued, taste and spirit, wbt more tasteful than a graceful, plainly ) raped skirt and. round basque with the buckled belt. Flannels or lady's sloth are always most useful and durable. Tl.ese were never more varied in eoloi and figures than- this spring season. The young girls dress in Bordeaux red doth, with fine pipings of black silk and fine-gold braid. 'Ike fouucatkm petticoat draped by a plain round skirt, wh"se hem is turned np on toe topside, holding in its stitching the black piping and gold braid. we am given an entiroly new silk lace
this season. The front of our stately darnels gown vividly illustrates its effect. It comes m brown, Gobelin-blue, and floagreeR, is forty-four inches wide, and is shown in striped as well as florel designs. Its edges, on each side, are purled so there need be no loss in seams, and it may bo most effectively handled for loose draping It is nscl here in brown, draped plainly over brown faille, ft rnobing of brown silk laoe edge separating it from the Pekra striped back. The vest of the bodice ia a pointed one in velvet. The rucking of lace on its either side extends over the shoulders and outlines the V-shaped back. Soft undressed - kid slippers and black silk hose, and a. fan fat brown cock's feathers, with pale-yellow ivory sticks, complete the costume. Sfflrs ami Satins. In overhauling glees-worn silks, moires, or satins for the summer campaign, there is an almost endless Variety of transparency cloths lor drapery, which come in extra wide folds and are sold at reasonable prices. The point d'esprits are aa multitudinous as the fabrics, and when all else fails you can match the dresj with precision in a ground of meshes that form a perfect sea for the dots, blotches, cubes, squares, rings, and disks of silk, worsted, kismet, and jet. The beauty of this point net is its durability. Of course, it can't be expected to laugh at sails, thorns, or elasticity, but keep jt from oe flinty stones and angles of the road and it will endure in beauty from birth of crocus to death of dahlia. The arrow-tie cloths, nets striped with satin bars and tissues shot with insects of infinitesimal size, allure one into forgetfolness of economy. The btvmtihT Cmtumfu The fact that some costumes of the Becamter style have been worn by a few venturesome women in New fork, and that a well-known actress has created what may be called a social ecstasy by wearing several of the kind in a naughty play, can hardly furnish conclusive evidence that the stylo will be generally accepted. The stage is an admirable place for the display of eleganoe-or anything else in dress; and its opportunities have been abundant, bnt the stage leads the fashion, very little. When it has done it at all it has been in the matter of some detail, such as the arrangement of the hair. Women can admire on the stage what they would fear to wear themselves. The Eecamier costume, although it did not have its origin on the stage, would probably be regarded aa rather too theatrical, even by the most sensa tional, for general wear at this time. Philadelphia Frsa. More imt Gittj Oft vf FanhloH. Those who dl.like to see bare arms as the universal style for evening dress will bo pleased to learn that sleeves are, so to speak, growing getting larger and longer, says a Parts letter. In a lovely design for a Marie Therese dress there ia a puffed sleeve of silk reaching nearly to the elbow and com ing some little distance below the deep .berthe of lace, which is fulled right round the low bodice. Some of the sleeves are mere veilings of spangled net tulle, caught here and there and draped on the arm; but though, they are as light as this, still they are sleeves, and add grnce to the prettiest arm in tho world. Draperies on the arms are evidently a coming fashion, not only on evening dresses and tea gowns, but even ou mantles. Philadelphia Times, As the season for veils approaches it may sot be amiss to remind buyers that there is no economy in the blonde nets, which axe shown in ehcnillo dotted patterns, cut in small pieces, and retailed at prices that range from 5 cents to 30 cents. If the veil is wanted merely to hold the hair in place, then tho 10-cent lengths are sufficient, but it is money wasted to buy them for a face covering. A length of long d'esprit costs 63 cents, bnt will last for sixty days of constant wear, and look neat and silky to the last. While it is not possible to go unveiled in Chicago with a clean face, dotted veils m-iy do great violence to tho eyes if worn continually. Canity Favor: Miss Letter is said to have given the prettiest and most costly favors distributed at the gennan in Washington this season. They include silver filigree bon bon spoons, baud-painted satin sachets, tiny gold g'.ove-button-era, and dainty baskets of gilt twisted wire, lined with perfumed silk, -and filled with candied rose leaves and violets these for the ladies. The gentlemen had mustache brushes, with silver backs, hand-mirrors in carved frames, exquisite match-boxes of frosted silver, painted with a flower or butterfly, and sashes of watered silk. NoTH kg more startling has been attempted in gloves this year than the jeweled backs. The decoration consists of small cut garnets embroidered on a fine wire plato set inside of tho glove, the stones being forced through the leather. Ouly a small nitmlcr of tho beads appear, the position being about tbe wrist and in between the line of stitching. Tho novelty comes from Sweden. The favorite dresses for elderly women are made of moiro for the skirt audof Henrietta cloth, cashmere, China silk, bengaline, or surah for the polonaise, and the polonaise is the favorite form of upper garment and draperies for old ladies. The colors preferred are seal and Havana browns, dark and olive greens, Gobelin bines and black. Tub directoire atyle in dresses, bonnets, boots, and filmy laces wQl be revived this summer, and happy is the woman possessed of a face young and pretty enough to sink in the flaring brim and deep-crowned bonnet, and whose arms ami shoulders are white and lovely enough to bo displayed in the low baby waist and short sleeves. Foil early spring suitings, uiedinmweight camel' hair sergta and French mohairs, in improved qualities, will be eitremely ttopnlar.

The report of the minority of the Ways and Means Coram ittoo was prepared by Mv. McKiniey and is signed by all the Republican members of tho committee. Mr. Biddleberger colled no his motion to consider the fisheries treaty ia open session, and it was referred to the Committee on Forolsn relations. There was a struggle for precedence in the Houso between the Senate direct-tax bill and the pensions-appropriation bill, but the former finally won. and tbe House went into committee of tbe whole for Its consideration. Among tho bills passed by the House was the one for the re tiremont of Alfred PU-aaunton with the rank of Colonel. Science of the Brain. Paul Broca's discovery that the brain is a congeries of organs, each having its special function, is being confirmed by later researches. Prof. Mathias Uuval has nod the opportunity of determining by the post-mortem examination of eleven persons who, dnring life, had been accidentally deprived of the faculty of speech or the memory of words or certain letters ot the alpliabet that the faculty of speech and memory of words reside in the second and third convolutions of tbe brain. In each case examined there had been injury or disease of these convolutions, destroying their functions. Comparing Gambetta's brain with th.it of the late Dr. Bertillon, an eminent statistician, Duval and Chudzinsky found that in the brain of tho former the third, or "Broca's convolution" as the speechcenter is now called is extremely developed, while in Bertillon's it is reduced to iW most simple expression. Oambetta was active and loquacious; Bertillon re'iccnt and retiring the oratorical qualities of the two men were diametrically opposite, and this result is now seen to be due to the physical conformations of their respective brains. The Both and the Bee-Gnni. One of our most popular preachers tells a "rich one" on some of the boys who "wore the gray," "one. of whom he was which While Quartered in North Mississippi they attempted to open negotiations with a stingy farmer for the purchase of a bee-gum. He refused to sell the honey, whereupon the boys informed him in a chivalrous ana soldierly way that they were going to have the bee-gum anyway, but preferred to pay for it. He 'still refused and defied them to show their heads about the premises at night ' The boys, bent on having the honey despite the threats of the old "tight-list," went back in tho night, and following the direction of their leader, took tho heaviest gum they could find in the yard, having to carry it "turn about" and wade a creek before they reached the distributing point, aud just as they were huddling around in breathless suspense, anxionsly awaiting with watery mouths their midnight repast on "amson's favorite dish, what was their chagrin ou tho one hand and suppressed laughter on the other, as one of their number "struck a light" and they beheld before them a large gum of ashes, which they had mistaken for a beo-gnm. We feel that we have been shamefully derelict in duty in neglecting so long to publish an editorial upon the duty of the hour. Every other prominent journal in the country has done it, some of them weeks ago. Editors with hardly a minute to spore have taken time to explain what the duty of the hour is. Some have neglected all the duties of the day to' put themselves on record with regard to the duty of the hour.
