'"Wo statesman." Ever since Cien. Grant's elcctloi, nil of the DenK'Crattc papers have been full of the vilest personalities, with reference to the President's qualifications, his habits, his ear y history, etc., and have shed hypocritical tears over the fact that he is not a statesman ; and in this howling, we are sorry to say, many of the Republican papers have been induced to join. The people have reason to be thauktul that Grant is not a statesman, (which i; only another name for at intriguing politician) and that there are "no statesmen" in his cabicct. President and Cabinet are plain, unassuming, practical men, and as a consequence, ve have a carefully administered 3kernment, a steady, rapid decrease in the public debt, and a growing confidence in the value and honest payment of the bonds. The members of the Republican paity have reason to be thankful that we are not governed by ''statesmen," but that the administration of the Government has strengthened the confidence of the nation in thd honesty of the party in power. "Statesmen" was the disease tl at gave birth to the Southern Confederacy ; the South was full of "statesmen" at the breaking out of the war, arid the people believed in

them ; but these visionary spouters have lost their prestige, and can not soon regain the xmfidenee of the masses. Tbe Public Schools. The Tr ustees of t he Publ ic Schools of Bloomington, feeling the need of certain ;.mprovements in thuse schools, submit the following to the patrons of the same : The chief evils, and the ones to which special attention is called, s.re Irregularity and Tardiness in attendance of pupils. These evils have become serious, grjatly impairing tbe progress of inclividud pupi Is, and in a degree affecting the general - efficiency of the Schools. It needs no argument to pre ve that schools cannot reach a high degree of efficiency under the above conditions. Facts incontestable si istain this position. Pupils here aud elsewhere, who are irregular in th sir attendance, are, jilniost without e x

ception, lower in their grade of

Scholarship. They lose, not from absence only, "but from discouragement. Falling belli ad their classes while absent, they leccme discouraged, and as a consequence not unf requently lose their class standir g. and, in some cases, withdraw from school entirely. Parents must rot therefore, expect rapid advancement from children who are irregular in their attendance, nor should they hold teachers responsible for such advancement. Teachers cannot instruct pupils who are in the streets. The second evil, lYrdinssa, is also 'serious. It affects alike the advancement of the pupil, aud the order of the School. Tardiness and system, are in antagor ism. In view of these facts, your Trustees hereby appeal to you to un .te with them, and the Teachers, in remedying these evilu. You must remember that the reciedy is chielly with you. Teachers nc r Trustees can neither alone do this work. Trus

The Court decided that the answer is not a. good one. It waa the duty of the corporate authorities to see that the streets were kept in a safe condition for travel, and that the oity might, perhaps be liabb: for the injury complained of ; but il so, still, the railroad company can not escape from liability for its own careless and improper acts, resulting in injury to others, by simply showing that they were satisfactory ic an agent of the city authorities.
