Putnam scanner City Police One arrest and one traffic citation were reported by Greencastle City Police. Franklin Lee Price, 47, 7V4 Poplar St., Greencastle, was arrested at 9:30 a.m. Thursday on South Indiana Street by Officer Don Rumley and SgL Carol Boggess. Price was lodged in the Putnam County Jail on a charge of violation of a restraining order. At 11:08 p.m. Thursday, Timothy J, Holz, 18, New Albany, was ticketed for speeding by SgL Terry Eastham. Holz was cited for 50 mph in a 30-mph zone on Bloomington Street Greencastle Fire Dept. City firefighters were called to Ashley Square Twin Cinemas, 1 W. Seminary St., at 9:14 p.m. Thursday after an oversized fuse in a sound amplifier had started smoking after apparently shorting out. There was no actual fire. Damage to the speaker was listed at SSOO by fire officials, who returned to station at 9:34 p.m. following their investigation. Students earned Eagle Wings throughout the year by doing well in school. The County Council agreed to invite all members of each city and town council to a meeting at 7 p.m. Wednesday, June 17 in the county courtroom at the courthouse. IN AN UPDATE on the class action lawsuit that spurred the jail building project, County Attorney Lowe noted that a pre-trial conference has been conducted concerning the lawsuit against the county. The matter is now in the discovery process in which both the plaintiffs and defendants will work on the case. A trial date has not yet been set, Lowe said, but added that he expects it will be early next year after the discovery process has ended in February. From now on, Lowe said, the county will be quickly spending money on legal fees, and probably 7 will end up paying the plaintiff’s legal fees also.

McKinney McKinney is one of 100 school superintendents from across the country invited to attend the June 10-14 meeting in Phoenix. The Institute is paying McKinney’s bills while he is at the conference. “This conference will add to my perspective about changes in education and help my understanding of what business wants from school districts,” McKinney said. THE BUSINESS world is getting increasingly more involved in education, on the national, state and local levels. One example in Indiana is COMMIT, a group of leading Hoosier business leaders who have teamed up to push for education reform across the state. But McKinney is going into this conference with an idea of what the business community wants from professional educators. “I know what business wants,” he said. “They want better schools to provide better workers in terms of having more people skills and a solid, fundamental grasp of what the work ethic is all about.” THE CONFERENCE will begin in earnest on Wednesday, June 10 with a corporate presentation of total quality management principles that are used in business. intendents will review guidelines for developing a comprehensive district plan for school improvement that is based on the effective schools framework. Thai will be handled by Dr. Lezotte, who will also lead a discussion on the future of the superintendency. On Friday, June 12, Peter Block will introduce the superintendents to the theories and practices behind The Empowered Manager. He and Dr. Lezotte will also review a case study in school district redesign and the use of design teams to work with case materials. ON SATURDAY, June 13, design teams will report on their design ideas and strategies, complete with a discussion and debriefing session. Daily sessions will run from 8:30 a.m. until 4 p.m. McKinney said he will be staying in Phoenix for several days after the conference because of the number of schools and school systems in Arizona that are practicing outcomes-based education. Cloverdale schools are currently beginning to experiment with OBE, although the board has not formally approved a district-wide plan for implementation of the education philosophy. However, the board has made available some money for teachers who want to spend some time this summer writing OBE curriculum for their classrooms.

Lincoln and related topics, Dr. Neely has been awarded the prestigious Pulitzer Prize in history for his recently published book, “The Fate of Liberty.” In it, he details the story of the suspension of civil rights, especially the writ of habeus corpus, by Lincoln and other members of his government in their all-out war. Obituary Agnes I. Spears

Agnes I. Spears, 88, Greencastle, died Wednesday night at her residence at 114 S. Jackson St. She was bom Aug. 27,1903 at Knightsville in Clay County, the daughter of Riley and Julia (Mathis) Allen. On Sept. 9, 1920, she married Lee Edward Spears and he preceded her in death on Aug. 18,1973. She was a member of the Immanuel Baptist Church in Greencastle. An avid quilter, she made more than 200 quilts in her lifetime. She is survived by three daughters, Mrs. Virgil (Mary) Landes, Route 1 Reelsville,

Betty Hudson, Quincy, 111., and Mrs. Junior (Ethel) Jordan, Route 2, Greencastle; a son, Roy Edward Spears, Ft.
