Obituaries Kenneth H. Grundlock Sr.
Kenneth H. Grundlock Sr., 63, Route 2, Greencastle, died unexpectedly Tuesday morning at his residence.
Woodrow A. Stephens
Woodrow A. Stephens, 59, Route 1, Cloverdale, passed away unexpectedly Monday morning at his residence. Bom Aug. 6, 1932 at Lebanon, Ind., he was the son of Elvin and Olem (Schenk) Stephens. Mr. Stephens was a veteran of the Korean War, serving in the U.S. Air Force. He had been employed by Deluxe Check Printers, Indianapolis, since 1968. Survivors include his wife, Lillian (Hall) Stephens; two daughters, Lisa Stephens and Stacy Stonecipher, both of Wichita Falls, Tex.; a son, Jes-
James M. Downing Sr.
James M. Downing Sr., 51, Route 1, Greencastle, passed away unexpectedly Monday afternoon at Putnam County Hospital. Bom Oct 15, 1940 at Graham, Ky., he was the son of James Clifford and Ruby M. (Bishop) Downing. On Feb. 9, 1959, he married the former Della Miller, and she survives. Mr. Downing was employed by Link Belt, Indianapolis, for 22 years before retiring in February 1991. He was a member of the Van Bibber Lake Golf Cart Club, which he served as president. In addition to his wife, survivors include his mother, Ruby Downing. Indianapolis; a daughter, Theresa Creed, and husband Larry, Route 13, Brazil;

MONDAY NIGHT’S action by the board does not mean that the CCSC has formally adopted OBE as a philosophy. If that step is ever taken, it will come later. Instead, McKinney called it “the next step in the OBE determination chronology." “The next step is to teach some of our courses using the OBE methodologies,” McKinney explained to the board. “Our staff development committee, the administrative team, and our visitations group all recommend the writing of course materials for this teaching process.” HOWEVER, before the strategies can be implemented, the curriculum must be written. The North Putnam High School Class of 1972 will celebrate its 20th reunion with a family picnic and class dinner Saturday, June 20. THE DAY-LONG festivities will begin at 11 a.m. with a family picnic (until 3 p.m.) at Turkey Run State Park. Class activities will commence at 6 p.m. at the Greencastle American Legion Post with registration and social hour followed by a reunion dinner at 7 p.m. A disc jockey will provide entertainment from 8 p.m. to 1 a.m. Cost of the evening is sls per person and reservations may be made by calling Debbie App Reed at 5223229. Dress for all events is casual. Class members are encouraged to bring their yearbooks and other memorabilia to share in an evening of reminiscing. The amount of money available for writing curriculum was capped at SIO,OOO. FINALLY, SUPT. McKinney told the board: “Do not assume that my belief in the OBE paradigm has changed or lessened. It is still the best method of making a difference in the learning of all children ad in a school making basic restructuring of its operation. This is the price, in both time and money, that we must pay for staff involvement in decision making. The need for staff to be involved and to be a part of decision making is mandatory if we are truly going to make lasting changes in our school.”

Putnam Sheriffs Dept. A rural Roachdale driver complained of chest pain following a two-vehicle accident Monday morning on U.S. 231 near the Old Hickory Golf Course. Holly H. Staley, 17, Route 1, received medical attention from Operation Life ambulance personnel after the car she was driving rear-ended a 1984 Ford van driven by Richard Swaim, 54, Route 4, Rockville. Staley told Putnam County Sheriff Deputy Danny Wallace that she was southbound on U.S. 231 when the vehicles in front of her slowed for farm equipment Staley said she looked down at something and when she looked up it was too late to avoid a collision with the van. Staley’s blue 1984 Honda Civic sustained $1,500-$2,500 damage while Swaim’s van suystained S2OO-SI,OOO damage. Deputy Mark Albright assisted at the scene. City Police Three traffic citations were issued by Greencastle City Police, including two written early Tuesday. The latest came at 3:56 a.m. Tuesday as Officer Albert Epple ticketed Rose L. Sanders, 54, Route 11, Brazil, for speeding on Bloomington Street She was cited for 53 mph in a 30-mph zone. At 1:04 a.m. Tuesday, Epple cited Harold E. Smith Jr., 25, Indianapolis, on North Jackson Street for operating with an expired license plate. On Monday, Capt. Paul Wilson ticketed John B. Looking at the auto salvage yard that has replaced the drive-in theater, one of the teenagers reminisced about going there as a youngster and asked: “Could that ever be changed back?” Mrs. Hassler replied that the Meadowbrook went out of business because there is no longer a profit in drive-in movie theaters. With the screening in place, the salvage yard b a “logical use” for that piece of property, she said. “We should remember,” she added, “that a junkyard is the oldest form of recycling we have.” Also urging passage of the zoning ordinance was Marla Helton of Clinton Township, who termed county planning and zoning “a very logical way to proceed.” She said that driving along the roads of unzoned areas, “the results of no planning become increasingly clear.” ANOTHER CLINTON Township resident, Joe Kiger, offered a rebuttal. “Why don’t you drive through the city and see what zoning’s like. COUNTY PLANNING Director Hyten called the adoption of the zoning ordinance “a starting point.” “It can still be amended or parts deleted or added to,” he said, indicating it is difficult to get people to understand that they will not need any kind of permit to put out a garden or construct a sidewalk. Following the meeting, Commissioner Don Walton told the BannerGraphic that the Board of Commissioners has 60 days to act on the Plan Commission recommendation. If the commissioners take no action, it automatically becomes law. “WE WON’T DO THAT ... just let it lie there,” Walton said. “We want to vote on it.” Commissioner Beck, an advocate for county zoning for two decades, said Monday night’s vote “was something we needed to do to get on with it. We don’t want to hurt anybody. We want to do what’s best for Putnam County.”
