Chicago plans casino, entertainment complex
CHICAGO (AP) A proposal to build a huge gambling and entertainment complex yielding SSOO million a year in tax revenue could be headed for a classic showdown between city and Downstate Illinois forces. “I’m endorsing the concept,” Mayor Richard M. Daley said Tuesday following the announcement of the $2 billion proposal put forward by Caesars World Inc., Hilton Hotels Corp, and Circus Circus Enterprises. “IT’S GOING TO give revenue to the state and the city and it’s going to put people to work,” Daley said. The developers say the project would mean 10,000 construction jobs and 15,000 to 20,000 permanent jobs with an annual payroll in excess of S6OO million.
10-month space trip ends MOSCOW (AP) A Russian cosmonaut who had blasted off from the Communist-led Soviet Union returned to a different world today after 10 months aboard the space station Mir. Sergei Krikalev, who rocketed into space on May 18, landed in Kazakhstan at 11:51 a.m. aboard the Soyuz TM-13 spacecraft along with fellow Russian Alexander Volkov and Klaus-Dietrich Flade, a 39-year-old German test pilot GERMANY paid $24 million for the honor of sending its citizen into space for eight days as part of the first Russian space mission since the demise of the Soviet Union. Krikalev, 34, originally was scheduled to return in October but the political changes in the former Soviet Union kept him waiting. While he was in space, his old country ceased to exist, his hometown of Leningrad was renamed St. Petersburg and the once-proud Soviet space program went begging. TO BE allowed to keep using the Baikonur Space Center in Kazakhstan, Russia struck a deal and sent up an inexperienced Kazakh cosmonaut in October, meaning that Krikalev could not be replaced until this month. Krikalev spent 313 days in space, about two months short of the 366-day world record held by fellow cosmonaut Musa Manarov. Volkov blasted into orbit in October. They were replaced aboard the Mir by Cmdr. Alexander Viktorenko and Flight Engineer Alexander Kaleri. VIKTORENKO, 44, and Kaleri, 35, are scheduled to stay aboard the Mir until August. They are to be replaced by a joint Rus-sian-French mission in late July. Russia has invited its former ideological adversaries to send space passengers, in return for money to keep the 6-year-old Mir station flying. Previous customers have come from Japan, Britain and Austria. Flade, an air force major, is the fifth German in space.

But Daley acknowledged that any plan to legalize casino-style gambling would need the approval of Gov. Jim Edgar and the General Assembly. . The size of this political hurdle is uncertain, but Edgar doesn’t like gambling and is opposed to expanding casino operations beyond the riverboats now permitted under state law. AN AIDE SAID the governor would be willing to meet the proponents of the idea, but Edgar said in an unrelated television interview that more gaming outlets probably would reduce the income from the Illinois State Lottery. An aide to House Speaker Michael Madigan, D-Chicago, said there hadn’t been time to assess the proposal. The developers said they have the money, need no tax incentives and are ready to start firm plans immediately. They would like to start building in a year or so and could open the complex two years after construction begins. “Chicago has two choices,” said John Giovenco, president of Hilton’s gaming division. “One, do nothing and watch gaming proliferate at small casinos on Indian reservations and riverboats; and two, “use gaming as an economic lever” that would make Chicago “the most exciting destination in the world.”
