Can Evans’ candidacy take off? Some think so
INDIANAPOLIS (AP) Superintendent of Public Instruction H. Dean Evans wanted to fly around the state last week to announce his candidacy for governor. A faulty engine kept his plane grounded. Some political observers took that as a sign. In whispered Statehouse conversations, many wondered if an Evans candidacy hastily conceived and, some said, poorly planned can ever take off. BUT OTHER political experts believe there’s a chance Evans’ attempt to win the Republican nomination could pick up speed, fueled by the public’s overriding in-

terest in education and disdain for slick politicians. “Any other time a guy would be naive to start a January campaign for a May primary,” said state Republican Chairman Rexford C. Early. “But I think this guy’s riding the right horse education. “He’s got a good reputation. Education is the number one issue, and Dean’s linked to it,” said Early. POLITICAL EXPERTS of both parties agree Evans begins the race for the nomination about even with Attorney General Linley E. Pearson in terms of name recognition. Valparaiso businessman John A. Johnson isn’t as well known, but experts say he has a private bankroll that could help make up forthat. “It’s six of one, a half dozen of the other. I think they’re ail about equal,” said Ann M. DeLaney, executive director of the Indiana Democratic Party. In handicapping the race, experts

give Pearson, who has won three statewide campaigns, an advantage in organization and working the party’s grassroots. Ironically, his campaign is run by Jim Huston, a former Evans aide and campaign manager. JOHNSON, WHO spent over $600,000 of his own money in losing a 1990 congressional race, also has a campaign staff and office. He’s mailed promotional videos to thousands of potential primary voters, and he regularly tours the state for news conferences. By contrast, Evans begins, by his own admission, “at point zero.” He has about $3,000 in campaign funds, and he’s still throwing together a campaign team. “I don’t intend to outspend anyone,” Evans said. GETTING ENOUGH money to do television advertising could be difficult for Evans, he concedes. “I’m going to let the public
Dahmer pursuing insanity defense
MILWAUKEE (AP) Confessed serial killer Jeffrey Dahmer is pursuing an insanity defense that could land him in a mental hospital for as little as a year instead of prison for life. Defense attorney Gerald Boyle indicated the 31-year-old former candy factory worker would plead guilty today to 15 murders but claim he was mentally ill when he drugged, killed and dismembered his victims. IN WISCONSIN, a person who pleads insanity first stands trial to determine whether he or she committed the offense. If convicted, the defendant undergoes a second phase to determine whether he or she was insane at the time. A guilty plea would move Dahmer’s case immediately to the sanity phase, where he would have
decide if large amounts of money” should be the determining factor in an election, said Evans. “My hope is the public will be able to understand what Dean Evans stands for by public appearances.” In those appearances, the public can expect to hear a lot about education. Evans was the chief architect of former Gov. Robert D. Orr’s “A-Plus” education reform package, which lengthened the school year and increased education funding in return for more accountability and proficiency testing in schools. SINCE THE program passed, Evans has been an outspoken opponent of attempts to change it, and he has feuded with Democratic Gov. Evan Bayh over who should set education policy. That, plus the continuing debate on education among business leaders, academics and others, has kept Evans in the spotlight, Early noted.

Huge block unearthed at Wailing Wall
JERUSALEM (AP) Archaeologists say they’ve unearthed one of the biggest building blocks ever used a 570-ton foundation stone of the Wailing Wall. The stone, estimated at 45 feet long, 12 feet high and 15 feet deep, is the largest of five foundation blocks discovered in the wall in recent years, head excavator Dan Bahat said Sunday. BAHAT SAID the stone was the world’s third largest used in building, after a 700-ton stone used in the Roman Temple of Jupiter in Baalbek, Lebanon and an obelisk built in ancient Egypt. However, Egyptologists say probably the largest surviving stone ever worked was a granite piece

That notoriety has its costs. Some experts who have seen polling done by Republicans say Evans has earned higher negative rankings than other GOP candidates. Democrats hope to drive up those negatives. WITHIN HOURS of Evans’ announcement, DeLaney labeled him “the dean of high taxes and the superintendent of big spending.” The “A-Plus” program was accompanied by the largest tax increase in Indiana history, she noted. “When we get through examining and commenting on his record, he might be more vulnerable,” DeLaney said. But a close look at Evans’ record could reveal another of his potential strengths, some Republicans believe. Although he’s served in the Statehouse for six years, he remains essentially a political neophyte, an outsider who could appeal to voters frustrated with professional politicians, some GOP leaders

think. “I’M NOT A career politician,” said Evans, a 62-year-old former teacher and school superintendent. Evans said he prefers to “take the high road” and talk about issues rather than discuss political strategy and criticize opponents. “I do dislike politics, if it’s the Chicago-style politics,” he said. “Dean would probably be looked at as a non-traditional candidate, the one who hasn’t been in the political arena,” said Early. “If there is an anti-incumbent thing, he probably escapes that.” But others in both parties respond Evans will have a hard time portraying himself as an outsider. Johnson, who also wants to run as an outsider, said, “Unfortunately, Dean shares with Governor Bayh the dubious distinction of serving under this capitol dome for four years.”
Assistant District Attorney Greg O’Meara said a guilty plea would keep some of the eorv details from • coming out, but a legal expert dis- • agreed. “The defense has to persuade the jury that this crime was so bizarre and so pathological that this man can’t be held responsible the way • other people are held responsible,” • said Leonard V. against earthquakes, the five stones were lifted by huge wheel-like cranes 30 feet into the air into the middle of the wall, Bahat said. TODAY, MOST of the remaining wall is underground. But Israel has tunneled alongside it to reveal some sections. Part of the 570-ton stone was uncovered previously. But on Thursday researchers discovered that the block was much larger than they believed, Bahat said. Archaeologists used sound waves to measure the stone, still partly buried, and determined its weight by mathematical calculations.
