COMMIT not quitting on educational reform
INDIANAPOLIS (AP) - ndiana business leaders are seeking major reforms of public schools again this year but may be more realistically targeting the 1993 Legislature to implement their goals. Senate Bill 393, filed Wednesday by Sen. Morris H. Mills, R-In-dianapolis, would allow parents to choose the schools their children attend. Teachers and principals would formulate their own curriculum and programs with minimal state interference, thus creating competition for students. THE REFORMS were proposed for the first time last year by COMMIT, a business group that included the chief executives of PSI Energy Inc., Lincoln National Corp., Cummins Engine Corp, and Arvin Industries Inc. The legislation died in the Senate Finance Committee after legislators complained its reforms were too expansive to enact without more study. “The business community is still very much committed and dedicated to this issue and seeing reform take place,” said David Kerr, project coordinator for COMMIT. Open container ban gets another push in legislature
INDIANAPOLIS (AP) More and more Hoosiers think people should not be allowed to drink while they’re driving, says a state senator who is trying for the third year to ban open containers of alcohol from motor vehicles. “There is no right to drive a car intoxicated. It is not necessarily a right to drive a car while you’re drinking. We think it’s a privilege to drive,” said state Sen. Thomas J. Wyss, R-Fort Wayne. SOUTH BEND last year became the first Indiana city to ban open containers of alcoholic beverages from most vehicles within city limits. The Goshen City Council on Tuesday night voted 6-1 to ban open containers from all motor vehicles except charter buses. Wyss said those cities’ actions show that Indiana residents want to get tougher with drunken drivers. “It is really kind of stupid. We’ve got this terrible problem out there with people injured and dying and yet we allow people to drink and drive,” Wyss said. Wyss is sponsoring Senate Bill 27, which would ban open containers of alcoholic beverages from the passenger compartments of most cars and trucks. The bill would exempt people who are not in the driver’s compartment of recreational vehicles, vans and buses. THE MEASURE also would make it illegal to drink while driving. South Bend Councilwoman Loretta Duda presented Wyss with petitions in support of S.B. 27 signed by 4,221 people from more than 150 Indiana communities.

Duda said statewide legislation still is needed because cities cannot impose criminal penalties on those who drink while driving. “WE WILL continue to fight to get state legislation,” Duda said. “We’re here to tell the House and Senate we are expecting they will do it this time. They will bite the bullet and enact an open container law.” Wyss also sponsored open container legislation in 1990 and 1991. Last year’s bill died in a House committee when its chairman, the late Rep. Joseph W. Summers, DIndianapoiis, decided not to hear it.

Among other Senate bills filed Wednesday were measures that would: • Allow felons to run for elected office. • Allow Vanderburgh County residents to have a local referendum on riverboat gambling. • Require private detectives to be licensed by the state. • Make it a crime to assist another person to commit suicide. Bills filed in the House on Wednesday included measures that would: • Establish a tax credit for parents who purchase computer equipment for children who are taking certain computer education programs. • Allow prosecutors to introduce as evidence an accused rapist’s prior sexual activity if it demonstrates a “depraved sexual instinct.” • Allow professionals who do not have teaching degrees to obtain a teacher certificate through another route. • Require the mother of a child bom out of wedlock to name the father on a birth certificate. A mother who would refuse to name the father could lose welfare benefits.

Bayh getting advice for State of State speech
INDIANAPOLIS (AP) Gov. Evan Bayh was rehearsing his State of the State address today after one of his political opponents challenged the governor to use the speech to give an accurate portrayal of the state’s problems. Bayh was cloistered in the Governor’s Residence, rehearsing, revising and trying to cut the speech he is scheduled to deliver to a joint session of the House and Senate and a statewide television audience at 7:30 p.m. EST tonight. THE GOVERNOR has promised to outline his plan for cutting state spending to make up for an anticipated $65 million revenue shortfall this year and cover much of a predicted $96 million shortfall in the next fiscal year that begins July 1. Bayh said the cost-cutting plan could include across-the-board cuts in all budgets, targeted reductions in some other areas and, possibly, layoffs of state employees. But he said that while he plans to talk about the tough times the state has encountered during the recession, he won’t dwell on the negative. “I’M GOING TO discuss the challenges of our state,” he said. “But I don’t think going on for a

half hour of gloom and doom and pessimism does anybody any good. “I’m going to talk about how we can take difficulties and turn them to our advantage,” he said. As Bayh worked on the speech, Republican gubernatorial candidate John A. Johnson held news conferences in South Bend, Fort Wayne, Indianapolis, Terre Haute and Evansville on Wednesday to launch a pre-emptive attack on the governor. JOHNSON, A Valparaiso businessman, said that “if it’s like his previous addresses, Evan Bayh’s talk will be long on self praise and rhetoric and short on the truth.” “It will be a series of sound bites without any sound ideas,” said Johnson. Johnson challenged Bayh to talk frankly about taxes, a state budget that spends more than $1 million more daily than the state takes in and problems in education, mental health, the lottery and economic development THE REPUBLICAN can didate, one of three for his party’s nomination to challenge Bayh, said Bayh should detail specific spending cuts and get legislative approval for them.

GOV. EVAN BAYH Not all gloom and doom Bayh plans to pursue his costcutting plan administratively, without the aid of the Legislature. Johnson also contended that, based on statements Bayh has already made about the speech, it appears the governor won’t do enough to cope with the budget problem. Johnson suggested a delay in major building projects as a way to save money. Fred J. Nation, Bayh’s press secretary, predicted that some of the topics Johnson discussed will be mentioned in the speech. Johnson is competing against Attorney General Linley E. Pearson and Superintendent of Public Instruction H. Dean Evans for the Republican nomination for governor.
