Historic unity plan appears stalled but not yet scuttled

CORNELL AP Religion Writer A move aimed at bridging a historic divide in Christianity between Lutherans and Episcopalians has stalled, though leaders in both churches insist the delay is only temporary. “The genie is already out of the bottle,” said the Rev. William Rusch of Chicago, ecumenical officer for the Evangelical Lutheran Church in America. Said the Episcopal Church’s ecumenical officer, the Rev. William Norgren of New York: “A change in timetable or process doesn’t alter our mutual search for recognition between these two churches.” The plan would make for essential unity between churches that reflect two principal heritages of the faith one maintaining organizational continuity from Christ’s time, the other stressing continuity of beliefs. DIRECTLY INVOLVED are the 2.5 million-member Episcopal Church, which upholds “apostolic succession” of bishops, and the 5.2 million-member Lutheran body, which doesn’t require that unbroken line of bishops. Lutherans hold that the church is perpetuated by the proclamation of Christ’s message and right administration of the sacraments. That view, to varying degrees, typifies most Protestant denominations. On the other hand, the ancient organizational lineage is upheld by Roman Catholicism and Eastern Orthodoxy as well as the Episcopal Church. OVERCOMING THAT difference, which constitutes the central rupture in most all Christianity, was the objective of a proposal lofted last January by an EpiscopalLulheran dialogue team. came up with a plan for establishing “full communion” between the two denominations. The dialogue team recommended that the plan be approved for a twoyear study by conventions of the two churches late this summer, with potential implementation of it by ensuing conventions. However, suspension of action this year was indicated when the ELCA’s interim policy-making body, the Church Council, this week advised laying aside the matter for the time being. THE 37-MEMBER council decided to recommend that the proposals not be taken up until the next biennial convention in 1993, allowing the church to first complete its current study on the ministry dealing with related issues. The Rev. James Cobb, a council member from Norfolk, Va., said the ELCA “has too much on its plate” already to move forward on the unity plan. The Rev. George Fore 11, an lowa City, lowa, theologian, said the proposal would align Lutherans apart from other Protestants and “not get us a bit closer to Roman Catholics.” IT WOULD BUY into an “understanding of what makes the church the church that is something we cannot really accept.” Earlier, Lutheran bishops also had called for a delay, saying the proposal involves matters of “fundamental magnitude that require investigation” to assure that “doctrine and practice of this church are not compiomiscd.” The proposed “Concordat of Agreement” would link the two denomina.ions in common doctrine, shared ministry and Holy Communion, but leave each structurally autonomous. If adopted, the plan would immediately recognize the authenticity of each other’s ordained clergy, which would be mutually interchangeable, and also would

provide for future joint consecration of bishops. THAT GRADUALLY would bring Lutheran bishops into the historic succession traced back to time of Jesus, a lineage maintained by bishops through laying hands on those being newly consecrated as bishops. While the the Lutheran assembly Aug. 28-Sept. 4 is likely to heed the church council’s advice to put off initiating churchwide study of the plan, that advice could be spumed. “The convention is independent minded,” Rusch said. “It can do what it wants to do.” BUT WHATEVER happens, he said “informal study” of the plan has already begun. “That study doesn’t have to wait for any kind of formal action by either church.” He said he remained optimistic that even if authorization of formal study was put off until the next biennial assembly in 1993, that still would allow implementation of the plan by the 1995 assembly. If Episcopalians go ahead and launch formal consideration of the plan at their triennial convention in July, that also would allow possible authorizing of implementation in 1994, contingent on 1995 Lutheran action. “We must remember why we are doing this in the first place it’s to strengthen the church,” Norgren said, adding that it would allow “whole new areas of cooperation” in missions, seminaries and small congregations. “FULL COMMUNION does not mean an erosion of our identities,” he said, noting that the plan does not call for merger but “unity while maintaining our diversity.” Both denominations stem from the 16th-century Protestant Reformation, Lutherans from teachings of reformer Martin Luther, Episcopalians from the Church of England’s break from papal oversight.
