tion to publish the names of people on welfare. The motion died. No other action was taken on the matter. In other official action, the Council unanimously approved progress on county readdressing. CHIEF DISPATCHER Dave Costin explained to the Council that the readdressing would allow emergency personnel to quickly pinpoint a location in conjunction with implementing the Emergency 911 system. The readdressing involves doing away with all the county’s rural route numbers and giving residents new addresses with the county road that they live on. Costin explained that the Council will need to pass an ordinance for

the readdressing after the details are hammered out. Those details may include requiring residents to display their new address on a mailbox or front porch and that before a new resident moves into the county and has utilities hooked up, that person would have to notify a county office of the new address. Costin also said that the Council could decide to readdress just for the E-911 system and not change resident’s addresses or to get the county postal system involved and do the whole project “PUBLIC SAFETY is best served with the readdressing because it won’t be any second guessing where a call is coming from,” Costin said.

Part of the readdressing may include digitizing plat maps. Auditor Cockrell explained that the county has received a proposal from Beam, Longest and Neff Inc. to do the plat map computer maps and conduct the readdressing. Cockrell said that if the Council decides to approve the proposal, the county will have to have a person in charge of the computer who knows how to do everything on it including constant updating. The council approved Costin proceeding with the details on the readdressing. UNME Will Get You If You Don’t Watch Out The most pesky spoiler of a fixed income retirement budget is the Unexpected, But Necessary Monthly Expenditure (UNME). Just when you have everything neatly figured and have been unable to think of another cost you will encounter, UNME sneaks in and trips you up. UNME comes in various forms. You may get up happy some morning and find your furnace (or air conditioner) isn’t working so you have to call a repairman. The sink which has been so reliable decides to spring a leak at the same time the disposal quits disposing. Are they related? Only a plumber can tell you. You are driving to the supermarket and note that your car has taken to knocking every time you step on the accelerator. You will have to take it to the garage for an estimate tomorrow. You arise with an excruciating pain in your neck and your doctor prescribes a medicine which does the job, but also costs as much as the theater ticket you had just decided to sacrifice during your budget planning. A favorite relative writes that he’s suddenly out of work and needs expense money to get to another town where the job market is more promising. Your church or favorite charity calls to say that they have just started an important fund drive and are hoping that the faithful donors will be “pacemakers.” You are too embarrassed to tell them “not now.” You fear such emergencies every month,

Parke County. Thomas said that because of budget constraints throughout the state and a retiring Parke County ag-agent, Putnam County has the opportunity to help Parke County in the dual role. Parke County, will in turn pick up half of the ag agent’s salary. The Council gave its approval. THE COUNCIL also approved several additional appropriations including: $60,000 out of the cumulative bridge fund for the replacement of a 41-foot bridge west of Brick Chapel near Clinton Falls; $30,000 to remodel the men’s lounge on the first floor of the courthouse to house the E-911 dispatch center; and $4,500 to hire a commercial assessor and training.

but you are never quite ready for them. I have thought a lot about this and have decided that the only answer is to have a float in the monthly budget that you might label UNME plus a bank account (or sock) in which the little financial pest is earmarked. This item must come from the income you know you will receive when you are doing the budgeting. There will be no cost-of-living adjustment or raise to take care of it nothing consistent, anyway. Costs vary in accordance with where one lives, of course, but I think most of us will get by with a monthly UNME item of S7O to $l5O. If you can afford it, you might take the higher side in case you have to include a new part for your car or your refrigerator. It is best to segregate your accounting for UNME so you don’t get it mixed with your bank balancing. If you have to borrow from the next month’s allotment to meet a bill of $165, for example, then you must deduct sls from the next month’s UNME apportionment. On the other hand, if there is a month when you have no UNME (this happens rarely, but sometimes), you add the unspent item to the new month’s total, but keep carrying it over until you run into a whopper UNME (roof leak, carpets to be cleaned, memo from IRS, grandchild injured in soccer, etc.) These also “sometimes” happen. The UNME account is not intended for credit card convenience or checks or other bank accounts, but if you do have to pay the bill that way be sure to move the money out of UNME to where it will best be resourceful.

Bowlathon Sunday to aid Senior Center operations
Sunday, April 21, is a date that holds for senior citizens of the community not only the expectancy of amusement but of hope for improvement in their center and in what kinds of services may be provided for them there. FOR SUNDAY IS the big day scheduled for the inaugural Mayor’s Bowlathon for the Senior Center, 1:30-4:30 p.m. at Varsity Lanes. Fourteen teams have organized to bowl for the Senior Center. The team collecting the greatest contributions will receive a traveling trophy inscribed with the team’s name which they well keep until die next year’s Bowlathon. Indications are that the community is reacting generously to the needs of the Center. Recent contributions have included two desk calculators, a large bulletin board and a clock, as well as labor and paint to provide for interior redecoration, according to Director Betty Wallace. Many cash con-

tributions have also been received. BUT THE CENTER needs to replace tom and worn carpeting, acquire some replacement file cabinets and restore some luster to the front exterior which has suffered considerable weathering in the past few years, according to Dr. Harold Spicer, president of Putnam County Council on Aging, supervisory organization for the Center. Because of extensive budget cutting at the federal level, funds for 1991 were trimmed by 55 percent from the budget request by the West Central Indiana E.D.D. area office. Operating funds were restored by the Putnam County Council to the extent of SIB,OOO so that continued full-time operation is possible. But in that budget were no funds for remodeling or redecorating, members of the board of directors have observed. It is these goals, as well as expensive maintenance of the Center’s van, that they hope the Bowlathon receipts will help provide.
