Jail issue to prison, but the county will have to hold him until a bed in free in the I DOC. That wait can be several months long. Hickey’s report estimated that the average daily population in the year 2020 will be 130.8 inmates. That is based on historical data from 1985 to 1990 and considers factors such as population, crime trends and policy and legislative changes. THE REPORT includes one calculation of the number of cells needed in Putnam County that was figured by Walter Smith, the stale’s jail inspector. He figures the county needed 91.53 cells in 1990. His estimate calls for 93.69 cells in 2020. James Architects estimated that the county needs 99 cells, 15 of which are needed for prisoners held

for the state. The firm’s estimate says the capacity could vary up or down by three or four cells. What that means is that the state would like to see 94 jail cells built in Putnam County, while the architect says at least 95 are needed. Given than only an even number of cells will be built, the state and the architect seem to be close to one another in their estimates of the number of cells that will be needed here. THAT NUMBER is at least 10 cells more than the committee asked the architect to study. But that problem can be reduced with double-bunking. Simply put, this is a loophole that allows jails to hold up to twice as many people as they were originally built for. For instance, if the county builds an 84-cell jail, it will open with
Shop and the DePauw Bookstore Annex. Indiana Promo Maps is a venture of Holm, former associate pastor at Greencastle First Baptist Church. The map’s artist is Claudia Dane, Holm’s sister, who works 'out of Hillsdale, Mich. In addition, Place Maps will soon be appearing in Jackson’s Family Restaurant and the Putnam Inn. INDIANA PROMO also has recently completed the ground work for a poster of Parke County and is now working in the beginning stages of a poster for Brazil. For more information about the maps, persons may contact Holm at 653-6894.
only one bunk per cell. However, the county can subsequently come back and put a second bunk in each cell, effectively doubling the capacity to 168 inmates. That is above the estimates provided by the state and the architect. HICKEY TOLD THE group that federal courts have ruled it is not cruel and unusual punishment to house two inmates in a cell originally built for one, as long as they are not locked up together for more than 10 hours at a time. The rest of the time, the inmates would be allowed to stay in their cells or in a common area with other inmates. The 10 hours gives the inmates time to sleep in their cells. The group plans to meet again with Hickey at 7 p.m. Monday, April 8 at the courthouse.
