They do not have the funds necessary for a downpayment, let alone homeowners’ insurance or surprise repair bills or the cost of replacing a furnace. It would create too big of a financial strain on many very low-income families. “They need safe, affordable housing now and some hope of owning their own place in the future when they have time to stabilize their lives.” Opportunity Housing’s ultimate goal is to develop 50 safe, affordable two- and three-bedroom homes over the next three years 20 that will be existing homes in need of some fix-up/paint work, and 30 new homes to be built as funding is available. appeal tor individual donors with either modest or extensive means. These givers may, for example, make outright cash donations, or turn over assets in a manner which guarantees themselves and their heirs income for life. Likewise, donors may direct the way their contributions are to be distributed. Or they may leave that determination to the officers of the foundation. LILLY ENDOWMENT this year set forth a strategic plan designed to guide its work over the next few years. The plan embodies an increased emphasis on grant programs to benefit communities throughout Indiana. However, the Endowment does not presume to know what is best for these communities. Rather, it believes that it can most effectively assist them by helping generate local solutions for local problems. That is the way the Putnam County Foundation, our local community foundation, fits in to the overall program. These foundations are a special form of not-for-profit organizations, enlisting a variety of support to fund other nonprofit community endeavors. Projected over the next 15 years, the Lilly Endowment program envisions making available four types of aid: Technical assistance and three methods of matching grant programs. FOR TECHNICAL assistance, the Endowment will set up a resource team in which the Indiana Donor Alliance would have a key role. Primary elements in a projected community foundation are: diverse citizens who demonstrate

Organizations and individuals can help provide a safe decent place for those in need through Opporunity Housing’s “Adopt a Home” program, which is designed to meet all financial support levels ranging from Senior Partner (pledge of $5,000) to Junior Partner ($1). Volunteers can also reduce the cost of developing a home by helping fix up, clean up, paint, planting grass seed or shrubs or donating other services. More information can be obtained by contacting Ival Lane (653-8966). Opportunity Housing is served by an all-volunteer board. visionary leadership, local persons able and willing to make charitable contributions, plus an agenda of local issues, programs and needs. The Endowment proposes to make matching grants to legally established Indiana community foundations registered with the Internal Revenue Service, which meet the qualifications set out by Lilly. These grants will help establish asset bases for the individual foundation; assist a specific charitable project (either programs or capital); and support general operating expenses during organization. Lilly Endowment’s program is dedicated to the citizens and communities of Indiana and it hopes over the next 15 years to assist these communities in building a legacy of self-reliance to serve for generations to come. The Putnam County Foundation, organized in 1986, has made grants to the communities of Fillmore and Russellville, Big Walnut Sports Park, Putnam County Library, Greencastle Chamber Orchestra, Putnam County Health Services Clinic, At Risk Youth program, P.C. Partnership Building, as well as a number of other projects.
