Lawmakers urge President to use caution now, use force as last resort

WASHINGTON (AP) Nervous lawmakers are urging President Bush to be patient and let the international trade embargo against Iraq run its course before using force in the Middle East. “We’re saying, play out the sanctions. See how long this goes,” Rep. Dante Fascell, D-Fla., said after he and other congressional leaders met with Bush on Tuesday. “THE GENERAL thrust was, don’t do anything unilaterally. If we are going to proceed to ratchet this up, it should be under the United Nations umbrella. Caution is the word here,” said Fascell, chairman of the House Foreign Affairs Committee. The meeting followed two days of tough talk by the president and his top officials on the Persian Gulf crisis, which included warnings that the United States would not hesitate to use force if provoked. Fascell said Bush threw the meeting open to comments from his guests, and was told: “If there is a provocation, it’s got to be a real one. If there’s an additional provocation, it can’t be two whales passing in the night It has to be something that can stand the scrutiny of the media and of the public and of history. Chinese census finds an unexpected 20 million

BEIJING (AP) China’s onechild policy hasn’t worked as well as hoped, officials said today as they released census figures showing China has 1.133 billion people ticipated. The discovery, the result of a door-to-door headcount in July that was the biggest ever conducted in the world, is the equivalent of finding that the entire population of Australia had been overlooked among China’s masses. “OUR PLANNERS overestimated their capacity to control the population,” Zhang Sai, director general of the State Statistics Bureau, told a news conference. “If we look at the absolute figure of 20 million, it is equal to the total population of a province,” he said, trying to explain why these people had been missed before. “But if we take into account the large size of the population, it amounts to only 1.8 percent, so it is not that big.” The figure of 1.133 billion also could be under by several million, however, because a random recount in sample areas showed those areas were undercounted by 0.6 percent, according to preliminary data released today. CHINA ALREADY has a strict family planning policy that sets the goal of one child per couple. Most cities enforce that strictly, and couples that dare to have a second child face steep fines, dismissal from work and explusion from the Communist Party. But in many rural areas, because of peasants’ desire for boys to work in the fields, local authorities have allowed couples to have two children if the first is a girl. Minor New Madrid quake believed to be aftershock

NEW HAMBURG, Mo. (AP) Officials say a minor earthquake that rattled some towns along the New Madrid Fault probably was an aftershock of a quake last month. The temblor, at 12:56 a.m. Tuesday, was measured at 2.6 on the Richter scale, said Linda Dillman of the Center for Earthquake Studies at Southeast Missouri State University in Cape Girardeau. ITS EPICENTER was New Hamburg, about 12 miles southwest of Cape Girardeau. New Hamburg also was the epicenter of the Sept. 26 quake, which measured 4.6. Dillman said few people felt Tuesday’s quake and there were no reports of damage. A quake has to register above 2.5 in order to be felt, Dillman said. “Most of the people who felt it happened to be awake at that time

THE EARTHQUAKE last month shook parts of six states and rattled the nerves of residents along the New Madrid Fault who have been told there could be a big quake in December. It was felt in parts of Missouri, Arkansas, Illinois, Kentucky, Tennessee and Indiana. No damage and no injuries were reported in that quake, either, which was followed that evening by an aftershock measuring 3.0. New Mexico climatologist Iben Browning has forecast a 50-50 chance for a major quake on or about Dec. 3. Although his claim has been refuted by a number of earthquake experts, it has caused public anxiety throughout the region.
