Political campaigns hope to hit prime time
INDIANAPOLIS (AP) Political campaigns hope to move into prime time following the fierce union organizing battle that disrupted some candidates’ television advertising plans. During the last month, the blitz of advertising for the two unions competing to organize state government workers has forced changes in some political candidates’ advertising plans. THE ORGANIZING elections aren’t over, however. Runoff elections will be held in all 10 bargaining units Oct 16 because two unions failed to win a majority in the election to decide union representation for state government employees. Candidates report their campaigns often couldn’t get the mosi desirable time slots for their advertising, and at least one campaigr stayed off the air so its message wouldn’t get lost in the bombast oi union ads. As a result, several campaign officials predict a frenzied rush to the airwaves in the final four weeks before the Nov. 6 election as candidates try to make up for lost time. “IT’S GOING TO BE A short war now,” said Tim Phillips,
No decision in union vote; runoff set for October 16
INDIANAPOLIS (AP) No union won a majority in the state government workers’ union representation elections, and runoffs have been set tentatively for Oct. 16, officials said. In seven of the 10 bargaining units, the runoffs will be between the American Federation of State, County and Municipal Employees and the Unity team, a coalition of the United Auto Workers, American Federation of Teachers and the Indiana State Employees Association. IN THREE BARGAINING units, state employees will choose between AFSCME or no union representation. Officials announced the results Sunday. More than 22,000 state employees or 83 percent of those eligible, cast ballots Thursday. The results mean state workers and the public probably will continue to be bombarded with television and radio commercials. AFSCME and the Unity Team already has spent $4 million to $5 million in advertising. THE UNITY TEAM suffered losses in units that cover health care professionals, engineering, scientific and information services professionals and professional administrative employees. Those units represent 3,049 state employees. In Unit 6, the vote totals were AFSCME 193, no union 151 and Unity Team 141. Unit B’s totals were no union 517, AFSCME 313 and Unity Team 228. Unit 9’s totals were AFSCME 290, no union 272 and Unity Team 182. “We do have the edge in certain units, although the vote is so close it’s going to be time to get out and talk to voters,” said Unity Team spokesman Steven Hahn. “We’re pleased to see that state employees have clearly shown us they want union representation. We’re in good shape to go into runoff elections.” AFSCME COLLECTED MORE votes than the Unity Team in three of the largest units. Unit 2 represents 6,458 administrative and technical support workers; Unit 4 represents 4,257 health and human services non-professionals; and Unit 7 represents 3,207 social services and counseling professionals. “We are ahead in some, and they are ahead in some. TROYER SAID THE Hawks campaign feared its “message would have got lost with all that UAW and AFSCME” advertising. “You don’t want people bombarded with spots. You want to get your message out,” said Troyer. $1.75 million in Lotto pot INDIANAPOLIS (AP) The jackpot for this week’s Lotto Cash drawing will be $1.75 million because no one matched the six winning numbers in Saturday night’s drawing, the Hoosier Lottery said. Ninety-one players matched five winning numbers and will receive $l,lBB each. For matching four winning numbers, 3,724 players will receive $94 each. AFSCME INDIANA CAMPAIGN director Steve Fantauzzo was pleased with the showing, and found the results “very gratifying.” The strength of response in every unit, and the fact that AFSCME is the only union left that can be elected in all bargaining units leaves the group well positioned, Fantauzzo said. “Also from a strategic point of view, we are elated that we have been able to withstand the campaign of Indiana’s biggest union, the UAW, as well as its Unity Team partners, ” he said. WORKERS SPENT NEARLY three days sorting through ballots before finishing Sunday afternoon. Part of the time was used to examine challenged ballots. The results are unofficial until the Public Employee Relations Board meets to certify the totals Tuesday. A union that wins the right to represent a bargaining unit becomes eligible to collect voluntary dues and will be the unit’s exclusive representative in talks with the administration. However, no final, binding agreement could be reached under the terms of Gov. Evan Bayh’s executive order allowing limited bargaining.

Hogsett, whose campaign advertised regularly during the union blitz. OTHER CAMPAIGNS WERE largely absent from the television ad wars during the union fight either for lack of money or by choice. public as a whole more or less tuned them out.” SMITH AGREES THAT voters’ reactions to negative messages vary greatly depending on whether the messages are aimed at a union or an individual. Voters might have vague, illdefined views about a union that is attacking or attacked in an ad, but with a candidate, many voters can weigh the ad’s claim against what they already think about the official, said Smith. Still, Smith believes that just the harshly negative tone of the union ad campaigns might affect voters. “Just about everything like that that happens tends to increase the cynicism and turn people off.” -
