Clay landfill stirs emotions, fears on both sides
CENTER POINT, Ind. (AP) A great blue heron feeds along the wooded shore of a strip mine lake in Clay County, its craned neck and long bill poking through the morning mist. The idyllic setting is marred by the drone of earth-moving equipment covering garbage and asbestos less than half a mile away. FOR TERRI MOORE, her I family and the other neighbors of the Center Point Landfill, the idyll I has been shattered sold off to • businessmen who they fear will import enough trash from the East Coast to build a mountain of waste. ’ Theirs is not the only dream that ’ has died. Robert Bedwell Jr. says his hopes of having his sons follow him into the family landfill business were dashed by Moore and other misguided activists who overreacted to what was going into his site. He has since sold out for big money, but his former friends no longer talk to him. IN CENTER POINT, dreams have given way to a war pitting the rural residents against a landfill operator who says he wants to run a profitable operation, but one that also stays within state guidelines. “I have a substantial investment in the landfill. I’m not going to be doing anything to jeopardize that,” said John R. Hoffman, a New Jer-sey-based businessmen who is a general partner in the Center Point landfill and two others near Peru and Wabash. “Until the out-of-state waste stops,” countered Moore, whose troops monitor the truck traffic into the landfill, “we’re going to be out here. It’s to provide protection against future liability.” MOORE, 33, and her family moved into their home on 25 acres wtsjde this western Indiana town ; years ago. She and her husband, John, a local oil distributor, I are lifelong residents of the area, I and they want their two children to I grow up here, too. The five-acre lake on their land attracts herons, ’ geese and other wildlife. “It was our dream house. We knew in life we couldn’t ask for • anything more. It was like having a vacation every night,” she said. One day last year, John came ' home from work and told her that developers proposed to start a landfill on the property adjacent to i theirs, a few hundred feet from their lake. That landfill would be • built across the road from Center ■ Point Landfill. • MOORE FEARED toxins • would leak through abandoned • mine shafts and contaminate their • Jake and property. Opposing Pollution of the EnI • vironment, and sought to reach each of the approximately 750 .. people that live within a two-mile radius of Center Point She figures 60 percent of those families now are members. “I got people upset. I got people . concerned and worried,” she said. She also got them to have local land-zoning changes approved that . stopped that landfill. It represented only a skirmish before a larger battle, though. LAST NOVEMBER, Center . Point Landfill received a state permit to accept asbestos, which has been shown to cause cancer and is being removed from schools and other buildings across the country. The site also began accepting limited shipments of trash from out of state. East Coast landfill space is disappearing and municipalities must ship the refuse elsewhere. The landfill’s neighbors objected. Bedwell, whose family owned the . site, said some people called state officials to report suspected but unfounded infractions. He began talks with a partner group headed by ’; Hoffman, and a sale was completed in July. Since then, columns of trucks carrying out-of-state trash have rolled into Center Point. Some days, as many as 30 trucks queue up at the dump. They motor to the top of a hill and unload refuse that originated hundreds of miles away. Bulldozers then push dirt over the trash. “WE KNEW THE landfill was sold, and then one morning we saw 30 or 40 trucks were going by,” Moore said. “That kind of made all of our nightmares come true.” Since July, truckers have encountered a “dump patrol” Moore . has organized and posted at a rural ; intersection near the landfill. They are teachers, miners, grandmothers • ’ and teen-agers. Armed with • binoculars, cameras, and videocassette cameras, the patrol records the •' license plate and identification > numbers of the rigs headed to the landfill. In 11 weeks, they’ve logged
nearly 1,200 rigs from 140 different trucking companies, Moore said. The landfill operators have called it harassment, but Moore said that if ever a cleanup is needed at the landfill, officials will have the names they need. “I DON’T SEE HOW our state officials can have this go on,” said one patrol member, 78-year-old Forest Reece, a retired custodian and factory worker. “My God, I
