Scholars see moral issue in furor over Quayle and Vietnam
* NEW YORK (AP) Religious ethicists say the central moral question about Sen. Dan Quayle’s conduct as a young man during the Vietnam War period is whether his actions squared with his attitude. Some see inconsistency between his stated support for the war at that time, while virtually assuring he wouldn’t be involved in it by joining the National Guard when he faced being drafted. SEVERAL THEOLOGIANS have said in interviews that Quayle as a youth may not have understood the implications then, and that motivations are nebulous, but his course appears equivocal on the surface. The case was termed due for analysis in some ethics courses this fall. “It borders on hypocrisy, and it’s certainly not heroic, but none of us fully takes the consequences of his or her beliefs all the time,” said the Rev. Roger Shinn of New York’s Union Theological Seminary. Shinn, a teacher of Christian ethics for a quarter century, counseled troubled students during the Vietnam War. He noted some opposed it, paying for it by going to jail, while some supported it and died in Vietnam. “EITHER WAY, they paid the costs,” he said. “That’s what real integrity is. Whether you agree

with a person or not, acting with integrity means taking a stand and willingness to suffer for it.” Quayle says he entered the National Guard after graduating from DePauw University in 1969 so as to go to law school. “I did not join to avoid service in Vietnam,” he says. He says he “supported the goals of fighting communism in Vietnam and disliked the “no-win policy aspect” Ethicists say the issue was not his entering the Guard, which many war opponents did to avoid the draft, and not mainly whether he used family influence to do it but whether he practiced what he preached. “IF YOU BELIEVE one way, you have to act consistently with it or your ethical stance collapses,” Catholic psychologist Eugene Kennedy of Loyola University in Chicago said. Th Rev. Paul Simmons, who teaches Christian ethics at Southern Baptist Theological Seminary in Louisville, said if Quayle was “really honest about it he would come clean that he was dodging the draft. “The real issue is one of honesty and straightforwardness. If he supported Vietnam and then tried to get out of it it was hypocritical to the core. It was not a matter of conscience, but of expediency.”

Catholic abortion rate said higher than Protestants
By GEORGE W. CORNELL AP Religion Writer NEW YORK (AP) Mixed feelings about contraceptives among Catholic women could explain why a study found their abortion rate is 30 percent higher than that of Protestant women, said the president of a private reproductive health foundation. “Religion appears to play some role in the abortion decision but not in the expected direction,” wrote Jeannie Rosoff, president of the Alan Guttmacher Institute, which conducted the study. The findings emerged from two separate national surveys conducted by the New York-based institute in 1987 and 1988. ‘THE GROUPS WHICH have the most ambivalence about the use of contraceptives probably don’t use contraceptives as well as other groups in the population,” said the study, released Wednesday. Contraception, as well as abortion, is forbidden by the Roman Catholic Church. “Nearly one-third of all women who choose abortion report a fear of others discovering that they had become pregnant,” the study said. “Catholic women are more likely than those of other denominations to choose abortion for this reason.” The abortion rate among Catholic women is also higher than that among Jewish women, it said. Women who describe themselves as “born-again” or evangelical Christians were half as likely as other women to have abortions, the study said. THE STUDY ARRIVED at its conclusions by comparing the number of women of each religion among abortion patients to the number of women of that religion in the general public.

According to the study, nearly three of every 100 American women aged 15 to 44 had an abortion last year, a figure that remained constant for a decade. The abortion rate among Hispanic women was 4.3 per 100, while the rate among non-Hispanic white women was 2.3 per 100. Non-white women, most of whom were black, had an abortion rate of 5.3 per 100. Women who said they were Roman Catholics had an abortion rate that was about the same as the American average of 3 per 100. The rates among women who described themselves as Protestant or Jewish were 30 percent below the national average. “IT IS NOT CLEAR how the effects of religious affiliation are influenced by other socioeconomic factors, or, for that matter, by differences in the use of contraception which affect the need to make a decision about abortion,” Rosoff added. About half of the women having abortions became pregnant because their contraceptive method failed or because they used it incorrectly. In both surveys, the researchers noted that women increasingly must work outside the home for economic reasons, and that to do so they must have an adequate education. “Both of these aims can be threatened by an accidental pregnancy, not only among young, unmarried women, but also among older, married women,” the study said. ' ONE STUDY SURVEYED 1,900 women nationwide who had abortions in 30 facilities. The other queried nearly 10,000 women who obtained abortions during 1987 at 103 clinics, hospitals and doctors’ offices in all regions of the country.
