Indiana and Purdue reveal budgets that reflect an ‘ambitious agenda’
INDIANAPOLIS (AP) Hoosiers who have paid for improvements in public schools want to see advances in the state’s higher education system also, the presidents of Indiana and Purdue universities believe. “It is, in a sense, higher education’s turn,” Indiana President Thomas Ehrlich said Wednesday. Ehrlich and Purdue President Steven C. Beering unveiled the institutions’ plans to ask the 1989 General Assembly for an additional $75 million to enhance academic programs over the state’s next twoyear budget period. THE STATE’S TWO largest universities also are seeking approval for more than S2OO million in capital improvements and increases totaling more than S9B million to keep up with inflation. Those investments would be worthwhile because they would pay dividends by spurring economic growth and making future graduates better prepared for a more competitive world, the presidents told a group of legis-

lators and business leaders. Ehrlich acknowledged the spending proposal “was an ambitious agenda, built on an ambitious vision.” But he said citizens across the state have told him and Beering that the state should take aggressive steps to improve the quality of its higher education. “WE BELIEVE WE have a clear vision, a workable agenda,” said Beering. Lawmakers have focused in recent legislative sessions on improvements in primary and secondary education. In the last budget session in 1987, the General Assembly approved the “A-Plus” education reform package that included more than S6OO million in primary and secondary education improvement and tax increases to pay for it. Beering said he believes state revenues enhanced by economic growth could cover the cost of the universities’ proposals. would “produce very significant dividends” for the state. Later, he added, “I don’t know about tax increases.” Both gubernatorial candidates have pledged not to raise taxes. Sen. Morris H. Mills, an Indianapolis Republican and an influential member of the State Budget Committee, complimented the “pretty aggressive leadership at both universities.” But he cautioned that the state might not have enough money to meet all of the requests of Indiana, Purdue and other state universities. “I FIGURE THE state has about SBO million per year, after inflation, for new programs,” said Mills, who attended the session with Ehrlich and Beering. “My guess is somewhere about S3O million for the universities.” Both presidents, who will make an 11-city tour to argue their case, said their institutions want to improve faculty salaries and enhance the undergraduate learning experience by increasing young students’ exposure to tenured faculty and reducing class size. Highlights of the Indiana request include: • $41.8 million over the next two years to advance the school’s “Indiana At Its Best” agenda. That includes $10.3 million to improve undergraduate education, $13.4 million to attract and retain faculty members and $4.5 million for library improvements. • Adjustments of $43.7 million in the spending base to allow for inflation and increases in staff benefits. • Student fee increases that will generate $19.2 million in new revenue over two years. • A total two-year increase of $85.5 million in the operating budget, which stands at $283 million for the eight-campus system during the current fiscal year. • A capital improvement program of $l6B million with $l4B million of that funded through public money. Slumping auto sales drag down retail mark by .2 % in August
WASHINGTON (AP) Retail sales, dragged down by a sharpest drop in auto sales in 10 months, declined 0.2 percent in August, the government said today. The Commerce Department said that sales dropped $330 million to a seasonally, but not inflation, adjusted $133.5 billion. MOST ECONOMISTS had been both expecting and hoping for the slight decline, taking it as evidence that growth in consumer demand has slowed, thus easing inflationary pressures in the economy. Teen to do jail time for bad report card
CROWN POINT, Ind. (AP) A 13-year-old Hammond youngster who had a bad report card and bragged about using marijuana has been sentenced to 60 days in jail by Hammond City Judge Peter Katie. It is the latest in Katie’s controversial policy of jailing teenagers who get bad grades while under court supervision for minor offenses. “It was very active, frequent and recent drug use,” Katie said. “He said he used marijuana the night
