Airing a commercial flap Bayh advertisement on license branch reform draws Orr’s ire
INDIANAPOLIS (AP) The war of words in the governor’s race has escalated with the entry into the fray of Republican Gov. Robert D. Orr, who accused Democratic candidate Evan Bayh of airing a misleading television advertisement Orr, who is retiring after two terms, charged Wednesday that a television ad mentioning Bayh’s role in the debate over license branch reform is “untrue, misleading and offensive” and should be withdrawn. BAYH REJECTED the governor’s suggestion, argued the advertisement doesn’t exaggerate his role in the license branch debate and claimed Orr was simply trying to help elect GOP Lt. Gov. John M. Mutz as Orr’s successor. Orr countered by alleging Bayh was using “weasel words” to try to justify a misleading ad. The 32-year-old Bayh claimed the 70-year-old governor “is somewhat confused about what the commercial says.”
Quayle past not a question as he takes aim at Dukakis
SHREVEPORT, La. (AP) Sen. Dan Quayle insists he can handle a “fair play” political contest and says the Democratic strategy of portraying him as a liability for the Republicans means their campaign is “crumbling.” The Republican vice presidential nominee kicked off a Deep South swing Wednesday, and for the first time in his 2-week-old campaign found himself unhampered by reporters’ questions about the National Guard, his academic record or personal life. THE NEW TONE ON the Quayle trail even led the nominee, who has been demonstrably wary of the press since he became George Bush’s running mate, for the first time to walk back on his campaign plane to meet the reporters covering him. Quayle travels today to Little Rock, Ark., where he is scheduled to tour a Timex plant and a children’s hospital, and to the Jackson, Miss., area for a high school football practice and fund-raiser. At stops Wednesday in Baton Rouge and Shreveport, Quayle blasted Dukakis as a “defeatist liberal” who lacks the faith and imagination to deal with unemployment and poverty in depressed areas of the country. “YOU KNOW WHAT the problem is with the man from Massachusetts? It’s that his ideas are as old as that 25-year-old snow blower he keeps in his garage,” Quayle told 4,000 students at Louisiana State University. Quayle noted that unemployment was particularly high in Louisiana because of the decline in the oil industry. “We’re not going to change that overnight, but for starters, George Bush and I vigorously disagree with the man from Massachusetts when he suggests that we cease offshore oil exploration,” Quayle said. The Dukakis campaign quickly reacted, with spokesman Leslie Dach saying Quayle misstated the Massachusetts governor’s position on offshore drilling. “MIKE DUKAKIS supports offshore drilling when it’s environmentally sound and makes economic sense,” he said. “Offshore oil drilling makes sense in some parts of the country but it should never happen in others.” Dach said he did not know what specific “environmentally sensitive” areas Dukakis would consider off limits for drilling. At a hastily arranged news conference, Orr blasted Bayh, stopping just short of calling the Democrat a liar. Orr said he led the movement to reform the state’s politically controlled license branch system, and Bayh played no part in the reform. “HE IS IMPLYING by what he says that he has been in the leadership role in license branch reform,” said Orr, who is barred by law from seeking a third straight term. “He has not been at any time at the forefront or even involved in license branch reform. I have.” Orr dashed off a three-page letter to Bayh demanding an apology and urging him to withdraw the ads. “To suggest that you are responsible for reform when clearly you are not is simply wrong,” Orr wrote. Asked at the news conference if he was calling Bayh a liar, Orr said he doesn’t use that word and would leave it to Hoosier citizens to decide if it applies. BAYH RESPONDED quickly by defending the accuracy of the

Fair play. Fair enough.. I can stand the heat and I’ll stay in the kitchen.” The LSU appearance was the nominee’s first before a large university crowd, a segment of the population Republicans are hoping will provide a substantial bloc of votes this fall. Quayle said his main message for college students will be “the ideology of the campaign and the difference between a defeatist liberal and an enlightened can-do conservative.” ON HIS SECOND campaign swing since being named Bush’s running mate, Quayle ran into no questions from the news media over whether he pulled strings to get into the National Guard during the Vietnam War and into law school after a mediocre college performance. Coverage of Quayle since his selection was the subject of a study by the Washington-based Center for Media and Public Affairs, which concluded he has been the subject of more negative reporting than any other national candidate except Gary Hart. Evaluations of Quayle by reporters and non-partisan analysts were positive only 33 percent of the time, according to the study of the period from Aug. 16-28. The nonpartisan researchers called that ratio “worse than any candidate received during the primaries aside from Gary Hart’s 21 percent positive rating.”

Orr said neither Mutz nor top party leaders asked him to respond to the Bayh ad. The governor said he did so on his own initiative and was even shelling out S6OO from his own pocket to hire a television crew to record his remarks and beam them by satellite to stations across Indiana. BAYH DESCRIBED as “absolutely accurate” a brief section of the ad that asserts he “led the fight to return license branch profits to the people.” Bayh noted that he had called during his secretary of state campaign in 1986 for creation of a trust fund for license branch profits earned between passage of the reform bill and the July 1, 1988, complete state takeover of the

BAYH ADMITTED he “didn’t have any role in the 1986 legislation,” backed by Orr, to remove the branches from the control of the political party of the governor. However, Bayh claimed that his outspokenness later in 1986 kept Republicans from reneging cm their commitment to reform. Dan Quayle, the Republican vice presidential nominee, has received more negative coverage than any national candidate except Gary Hart, a study of network evening news programs says. Researchers from the Center for Media and Public Affairs said ABC, CBS and NBC broadcast 93 stories on Quayle from Aug. 16, when he was selected, to Aug. 28. The following night there were no stories on him. THE CUMULATIVE airtime was three hours and 22 minutes “more than one-quarter of all evening news broadcasts for nearly two weeks after his nomination,” said the researchers.

Orr defended the system during his 1984 re-election campaign in which Democrat Wayne Townsend called for reform. Bayh said legislative journals show Mutz voted against reform efforts while he was in the Senate.
THE LATEST study showed that Quayle’s service in the Indiana National Guard was the most common topic, appearing in 50 of the 93 evening news stories. His background of privilege dominated 19 stories, his relationship to lobbyist Paula Parkinson arose in 13 stories and his good looks came up in 10 stories. Quayle was called a conservative 24 times in 12 days, the researchers reported. All the Republican primary candidates combined were called conservative only 27 times during 18 months of campaigning.
