Kidnapped Marine to go on trial as spy
BEIRUT, Lebanon (AP) A pro-Iranian underground group Thursday said it will put a kidnapped U.S. Marine officer, Lt Col. William R. Higgins, on trial on charges of spying. “This criminal will be turned over today to the tribunal of the oppressed to try him for the crimes he has committed,” said a type-written statement signed the Organization of the Oppressed on Earth. The Arabic-language statement was accompanied by a black and white photograph of Higgins, 43, of Danville, Ky. HE WAS SERVING with a U.N. observer group in south Lebanon when he was kidnapped Feb. 17. It was the fourth statement from the group since Higgins was abducted by gunmen near

The statement came three days after Beirut’s Christian-run Voice of Lebanon radio station claimed Higgins had been killed by his abductors during clashes between pro-Syrian and Iranianbacked Shiite militias in south Lebanon. The statement, delivered to the British Reuters news agency office in Beirut, said the kidnappers had completed their investigation of Higgins’ activities in Lebanon. It said among the charges he faced was “spying for the criminal United States on our Lebanese and Palestinian peoples” and “active participation in American conspiracies against our Moslem people.”

Algeria officials criticized for letting hijackers slip away
ALGIERS (AP) Kuwait thanked Algeria for negotiating a peaceful end to the hijacking of one of its jetliners, but critics led by the United States said the hijackers should not have been allowed to go free. Kuwait’s official news agency KUNA said the nine Shiite Moslem hijackers who had killed two Kuwaiti hostages were promised safe passage to Tehran or Beirut It said the gunmen departed Algiers shortly after freeing the 31 remaining hostages in the Kuwait Airways Boeing 747 before dawn Wednesday. THROUGHOUT THE ordeal, which began April 5, the hijackers demanded that the Persian Gulf sheikdom free 17 pro-Iranian extremists imprisoned for the 1983 bombings of the U.S. and French embassies there. Kuwait steadfastly refused, and its rulers were lauded by their people on Wednesday for standing firm. But there was some anger expressed in Kuwait because the hijackers had been allowed to go free. The deal also provoked criticism from the United States, Britain and the International Air Transport Association, a Montreal-based trade association that represents 170 international airlines. “THEY ARE NOT only hijackers but murderers,” Secretary of State George P. to Moscow for pre-summit talks. “From the standpoint of the international community we don’t like to see hijackers go off free.” Western intelligence officials have said they believe two of the hijackers were Lebanese nationals under U.S. indictment for the 1985 hijacking of a TWA jetliner in which a U.S. Navy diver was slain. Rodney Wallis, security director of the International Air Transport Association, told The Associated Press: “We can assume we have not heard the last” of the hijackers. “We now have the possibility that a number of trained hijackers could lead missions of their own.” NEITHER ALGERIA nor Kuwait would disclose terms of the deal. However, NBC News reported that unidentified U.S. officials believed the Algerians provided the hijackers with letters or tapes from the 17 prisoners in Kuwait so friends and relatives could see the prisoners had not been harmed. A U.S. official in Washington said efforts were made to assure the hijackers the 17 were not mistreated. But the official, speaking on condition of anonymity, did not confirm the the hijackers were given letters or tapes. KUNA said the hijackers left the plane in two shifts 10 minutes apart on Wednesday. The hostages staggered down the gangway 20 minutes later. Among them were three cousins of the Kuwaiti ruler, Sheik Jaber Al-Ahmed Al-Sabah.
Meese may appoint acting deputy for now
WASHINGTON (AP) Attorney General Edwin Meese 111 says he may appoint an acting deputy while the search continues for someone to fill the No. 2 slot in his embattled Justice Department after two people have rejected the post. The position is being vacated Friday by Deputy Attorney General Arnold Bums, who resigned in protest March 29 out of concern that the nearly year-long criminal investigation of Meese was hurting department operations. MEESE’S LATEST choice, former American Bar Association president John Shepherd, said Wednesday he was concerned with the “personal and financial sacrifices” required of him and his family for the brief appointment. “My wife and I were not prepared for the pressures to which someone recommended for this position at this time would be subject,” Shepherd said. Meese had hurriedly announced Shepherd would be his choice April 5 in a bid by the attorney general to assert his leadership at the department

An Algerian air force transport plane force took off shortly thereafter. It is rare for military aircraft to use the civilian Houari Boumedienne airport, and there was speculation hijackers were aboard. Algerian officials would not discuss the flight or its occupants. INTERIOR MINISTER Hedi Khediri, who led the Algerian mediators, announced the drama’s end without giving details and said the fate of the hijackers was the “concern of Algeria” alone. KUNA said the crisis ended “without any deal” concerning the 17 imprisoned pro-Iranian extremists, but there were reports Kuwait agreed to commute the death sentences that had been given to three of the 17 prisoners. After the plane was seized on a Bangkok-to-Kuwait flight with 112 aboard, it was diverted to Mashhad, Iran, where the terrorists released 57 hostages. AFTER THREE DAYS in Mashhad, the hijackers tried to take the plane to Beirut but the airport there would not permit it to land. When the jet ran low on fuel, Larnaca, Cyprus, agreed to accept it. During five days in Larnaca, the hijackers beat two Kuwaiti security men, shot them to death and dumped their bodies from the aircraft. The hijackers let 13 more hostages go in exchange for fuel that brought them to Algiers.
MINUTES AFTER the announcement that Shepherd was withdrawing, Meese told a Senate appropriations subcommittee he would appoint an acting deputy. He later told reporters he did not rule out the possibility of appointing his counselor, William Bradford Reynolds. The Senate three years ago refused to confirm Reynolds as associate attorney general, the No. 3 post in the department, because of Reynold’s handling of civil rights. Meese later refined his remarks, with department spokesman Terry Eastland saying no decision has been made on whether to appoint an acting deputy and no thought given to who might fill the job in the interim. Shepherd withdrew his name in the face of mounting publicity about an alleged affair with his bookkeeper. The St Louis Post-Dispatch reported Wednesday that its investigation determined that the woman who alleged the affair, Denise Sinner, made up nearly every portion of her background.

Gore said about to drop out By the Associated Press Michael Dukakis, buoyed by his New York primary victory, charted a cautious course for the Democratic presidential nomination, telling backers: “Steady as she goes.” Democratic rival Albert Gore Jr., meanwhile, prepared to scuttle a campaign that has gone six weeks without a win. Democrat Jesse Jackson, for his part, brushed aside surveys suggesting he faces an uphill fight in next week’s Pennsylvania primary. “I do not follow opinion polls, I mold opinion.” BOTH DUKAKIS and Jackson were campaigning in Pennsylvania, where . 178 Democratic delegates are at stake on Tuesday. Dukakis was going on to Ohio, which holds its primary a week later. On the Republican side, Vice President George Bush continued his march to the nomination, with 1,052 of the 1,139 delegates needed to nominate. Bush was endorsed Wednesday by California Gov. George Deukmejian, who had initially pledged neutrality through the June 7 California primary. But Bush’s only remaining competitor is Pat Robertson, who has all but halted his campaign. GORE, WHO finished a distant third in New York, was holding a news conference in Washington this afternoon to announce his plans. One source close to Gore but outside the Tennessee senator’s campaign said Gore was deciding whether to suspend his campaign or quit outright. Gore was in Austin, Tex., Wednesday night for a fundraiser aimed at helping to defray the $1.6 million debt he has racked up. He didn’t detail his plans.
