People in the news Best dressed list cites Gorbachev NEW YORK (AP) President Reagan, Soviet leader Mikhail Gorbachev, and a third Boss rocker Bruce Springsteen are among the world’s 10 bestdressed men of 1986, according to the Fashion Foundation of America. Reagan and Gorbachev “both have come through negotiations unruffled clotheswise,” John Tudor, chairman of the organization of custom tailors and designers, said in a statement Sunday. The late Cary Grant, who was previously on the organization’s list, was given a special place in its Hall of Fashion Fame. Selections for the top 10 list are based on individual style, taste, budget and occupation. Rounding out the list are New York Gov. Mario Cuomo; England’s Prince Andrew; Postmaster General Preston R. President honoring Voyager pilot

LOS ANGELES (AP) The Presidential Citizen’s Medal, which in its 13-year history has been presented for humanitarian service, government work and giving good parties, is being bestowed on three Americans for the globe-girdling flight of the aircraft Voyager. President Reagan planned to present the medal to Voyager co-pilots Jeana Yeager and Dick Rutan and designer Burt Rutan at a ceremony here today before flying to Palm Springs, Calif., to greet the new year at the home of publisher Walter Annenberg. The Voyager’s journey marked the first time a plane has flown around the world without refueling. Honoring Ms. Yeager and the Rutan brothers will bring to 16 the total of Citizen’s Medals Reagan has awarded. President Richard Nixon established the award by executive order in 1969 and presented it twice in 1973 posthumously to baseball player Roberto Clemente, who was killed in an airplane crash while on a Nicaraguan relief mission; and in person to thenSecretary of State William Rogers and Rogers’ wife, Adele. The citation to Mrs. Rogers called her “the nation’s premier hostess in foreign affairs” and said she “provided a warmth and charm that helped to humanize the climate of diplomacy. ” Neither President Ford nor President Carter ever awarded the medal. Graham read the vows and ring exchange Sunday as Stephan-Nelson Tchividjian, and Lisa West, 22, were married at New Covenant Presbyterian Church, where they first met, said Graham spokesman Morey Scobee. The groom’s brother, Basyle, was best man and the bride’s sister, Julie West, was maid of honor. Tchividjan, 22, is the son of Dr. Stephan Tchividjian and his wife Virginia, the oldest of Ruth and Billy Graham’s five children. After the ceremony, Graham left at once for the Mayo Clinic, where he will have his yearly physical exam, Scobee said.

Volpe, former Massachusetts governor and U.S. secretary of transportation; and Joseph Alton Delaney, a professional football player who lost his life trying to save three drowning children. The medal was established “for the purpose of recognizing citizens of the United States of America who have performed exemplary deeds of service for their country or their fellow citizens,” the White House said. The announcement said the award is bestowed at the sole discretion of the president. The president and first lady Nancy Reagan flew to Los Angeles from Washington on Saturday. White House officials said Reagan spent part of Sunday working on the State of the Union address he will deliver to Congress next month.
