Elder Bayh watches son's Statehouse oath

INDIANAPOLIS (AP) Birch E. Bayh attended scores of ceremonies in his long career in public life, but he admitted that seeing his son sworn in as Indiana’s secretary of state will hold a special place in his memory. “I’m as proud of you as anybody could be,” Bayh told his son, Evan, Monday before the younger Bayh took his new office. The elder Bayh, a former threetejm U.S. senator, said the ceremony reminded him of other events in the Statehouse, including his own swearing-in as speaker of the Indiana House in 1958. He recalled “a young fellow, right off the farm from Shirkieville, Indiana, at the tender age of 30, over in the House chamber, taking the oath of office as speaker. “It seems impossible that a 2-year-old who observed that ceremony in

Bayh said his son is better prepared for public service than he was at the same age. “When Evan expressed an interest ... that he’d like to run for secretary of state, I think like any interested parent, I asked him some tough questions: Was he certain this was really what he wanted to do? Was he willing to pay the price? Perhaps most importantly, was his new bride, Susan, equally committed to sharing this dream?” said Bayh. “The more I asked the questions and the more he answered, the more evident it became to me that here was a young man who knew more about public service than I did when I was his age,” said Bayh. After serving in the Indiana House, Bayh was first elected to the U.S. Senate in 1962. He later tried unsuccessfully to win the Democratic nomination for president. Bayh was beaten by Republican Dan Quayle in 1980 in a bid for a fourth Senate term. Bayh now practices law in Washington, D.C. Monday’s ceremony was delayed 50 minutes because Bayh missed his plane and had to take a later flight from Washington. When he arrived to prolonged applause from the audience, the elder Bayh was told jokingly by Larry Conrad, the manager of his first Senate campaign and a former secretary of state: “Almost everybody in this room indicated that they had waited for you sometime, somewhere.” Bayh responded: “The more things change, the more they stay the same.”

John Paul concludes two-week pilgrimage

ROME (AP) Pope John Paul II returned from a six-nation tour of Asia and the Pacific, and said he had posed a “challenge” in Australia to the steadily eroding Roman Catholic Church there. John Paul’s plane landed at Ciampino military airport in Rome at 11:20 p.m. Monday and was met by a group of church officials. The 66-year-old pontiff, highspirited after his two-week, 31,000mile pilgrimage, appeared satisfied with his mission and bantered with journalists on the nine-hour leg from the Seychelles to Rome. “I should be tired, but it seems to me I’m not,” he said. The pope had started out his day in Australia before flying to the Seychelles. The pope dismissed as “stupid” questions about the reported controversy over the $3 million cost of his trip, the longest of his papacy. He said he had embarked with “an important message to carry.” In particular, he said, his six-day Australian visit had presented a “challenge” for the church there to renew itself. The pope had a short stay in the Seychelles, an Indian Ocean archipelago with about 66,000 people, 90 percent of whom are Catholic. After arriving there, John Paul gave an open-air, rain-drenched Mass where he called close family ties “an irreplaceable treasure” that keeps society together. In homily after homily in Australia, John Paul presented a picture of an increasingly secular country in which Catholics have to relearn what it means to be a Catholic and the obligations that go with it. At one point, heeding a suggestion by Australia’s Roman Catholics bishops, the pope issued a passionate appeal to “lapsed” Catholics to return to the church. Key Reagan aides should quit: Lugar

WASHINGTON (AP) - Sen. Richard Lugar, an ally of President Reagan, today called on him to have a special prosecutor appointed immediately and to demand the resignations of his chief of staff and CIA director to revive a foreign policy “crippled” by covert U.S. arms sales to Iran. “Clearly the president has not been lying,” Lugar, R-Ind., said on NBC-TV’s “Today” show. “He has not been involved personally in difficulties, but he does have an administration situation that he must remedy and he has to get to the heart of it soon.” Lugar, chairman of the Senate Foreign Relations Committee, said the president should review his entire staff and Cabinet, accepting the resignations of those who were involved in the arms dale and* diversion of profits to Nicaraguan guerrillas and retaining those who were not. Responding to questions, Lugar said White House Chief of Staff Donald Regan and CIA Director William Casey should resign.

Peres denies role in Contra money

TEL AVIV, Israel (AP) Foreign Minister Shimon Peres has sharply reiterated his government’s denial that Israel funneled money from Iranian arms deals to Nicaraguan rebels, reportedly calling the allegation a “complete falsehood.” Peres said the United States had not yet formally requested information on Israel’s role in the arms sale. But other government officials, demanding anonymity, indicated the U.S. might have relayed an informal request for Israeli cooperation in its investigation. Peres’ comments to a closed meeting of his Labor Party on Monday night were reported by most Israeli newspapers and Israel Radio. They came after President Reagan, in an interview with Time magazine, was quoted as saying Attorney General Edwin Meese 111 had told him “another country” overcharged Iran for weapons and funneled the money to Nicaraguan

But Lugar stopped short of calling for the resignation of Secretary of State George Shultz, saying he may be needed to preserve “the continuity of foreign policy.” In addition, Lugar said the president should ask today for the appointment of an independent counsel to investigate the matter. “They should not have fooled around for two or three days attempting to give an impression that the attorney general would carry this thing through,” Lugar told NBC. “I think we’re badly crippled,” Lugar said of U.S. foreign policy. “I think in basic areas, the Mideast, in Central America, for example, we’re dead in the water until we get this resolved, but we could do so in a very few days.” Republican congressional leaders scheduled a meeting with Reagan today to urge him to put a quick end to the crisis enveloping his administration before it does further damage to the presidency and to the GOP.
