Sandinistas set Hasenfus trial
MANAGUA, Nicaragua (AP) A “People’s Tribunal” that a human rights group says has a 99.8 percent conviction rate will try an American captured when a rebel supply flight was shot down. Former U.S. Attorney General Griffin Bell reportedly agreed to defend him. The U.S. State Department said a fair trial was impossible, and that it would be a propaganda exercise. Eugene Hasenfus, 45, of Marinette, Wis., was captured Oct. 6 after a C-123 transport he was aboard was shot down over southern Nicaragua. The plane was on a supply mission to Contra rebels fighting the leftist Sandinista government. A statement issued Thursday by the Nicaraguan Justice Ministry said Hasenfus would be tried by a “People’s Anti-Somocista Tribunal” instead of a regular court. The government gave no reason for the decision. The statement said Hasenfus will appear before the tribunal Monday to hear charges of violating the law of maintenance of order and public security, part of a national emergency package of regulations the government imposed four years ago in response to the insurgency. The statement said the charges would be “within the context of the aggression that the government of the United States of America imposes on the Nicaraguan people.” If convicted, Hasenfus faces up to 30 years in prison. At a press conference last week in Managua, Hasenfus said he had taken part in 10 rebel supply flights from bases in El Salvador and Honduras and said they had been coordinated by two CIA agents. In 1984, Congress imposed restrictions on U.S. government aid to the
Mosquito larvae discovered in Japanese tire imports
ATLANTA (AP) Federal health officials believe Asian tiger mosquitoes, which can carry encephalitis and other viruses, may be crossing the Pacific in used tires shipped to the United States. The mosquito was spotted in Harris County, Texas, last year and has since been found as far north as the northern areas of the OhioMississippi Valley, where California encephalitis is present, the Centers for Disease Control reported Thursday. Laboratory tests indicate tiger mosquitoes can transmit California encephalitis and other viruses found in the United States, the CDC said in its Morbidity and Mortality Weekly Report.

Mosquitoes often breed in standing water in tires, so inspectors last week checked 2,613 tires imported from Japan to Seattle. Tiger mosquito larvae were found in 11 tires, suggesting Asian tire imports are a source of infestation, the CDC said. Last month, spot checks at tire dealers and retreaders found tiger mosquito larvae in southern Illinois, central and southern Indiana, east and west Missouri, central Arkansas and western Ohio. Other infestations have been reported in east Texas, south and northwest Louisiana, southern Mississippi, southwest Tennessee, north Alabama and north Georgia. In 1985, 2.8 million used tires were shipped to the United States from Asian countries infested by the tiger mosquito, the CDC said. Encephalitis causes inflammation of the brain.

Mikhail Gorbachev? Isn't he a Soviet ballet dancer?
FULLERTON, Calif. (AP) Mikhail Gorbachev he’s that Russian ballet dancer, isn’t he? A college professor who decided to test students’ knowledge of big names in history, literature and current events found most were better at identifying soap opera stars. “I think students today are as bright and motivated as those of 20 years ago,” said Judith Remy Leder, an English teacher at California State University in Fullerton. “They’re just not into current events unless touched by them.” While 60 percent of the students she quizzed had heard of Gorbachev, most didn’t know his job general secretary of the Central Committee of the Communist Party, leader of the Soviet Union. One student guessed Gorbachev was a writer and three thought he was a ballet dancer. Fewer than half could identify Geoffrey Chaucer, the early English author of “Canterbury Tales;” Dante Alighieri, creator of the “Inferno,” or Desmond Tutu, the South African ar-
Panel eyes reserve
INDIANAPOLIS (AP) Members of an Indiana House committee have agreed tentatively that the state should consider mandating training for reserve officers of police and sheriff’s departments. However, members of the House Committee on Cities and Towns said Thursday that work is still needed on details of a training program such as where training is offered, how many hours and what type of training are required and who pays for training. A bill in the 1986 General Assembly would have required reserve officers to take training at the state academy at Plainfield. That measure passed the Senate but died in the House.

been allowed one 10-minute visit by U.S. Consul Donald Tyson at the offices of State Security, Nicaragua’s secret police, where he is being held. Attorney Ernest Pleger said by telephone from Marinette that the Atlanta firm of King and Spalding, of which Bell is a partner, had been engaged as co-counsel with Hasenfus’ Nicaraguan lawyer. Pleger, retained earlier by Hasenfus’ wife, Sally, said Bell and Bell’s partner, J.B. Haynes, will be cocounsels, but declined to say who would pay the law firm. Telephone calls to King and Spalding’s offices and to Bell’s home in Atlanta went unanswered Thursday evening. Bell was U.S. attorney general in 1977-79. The Justice Ministry statement said Hashnfus will have “full guarantees” of due process, including his being presumed innocent until declared guilty in an open trial and the right to a lawyer. The People’s Tribunals were established in 1983 to prosecute people accused of counterrevolutionary activities. In a recent report on the tribunals, the New York-based International League of Human Rights said that by the time an accused hears the charges against him, he has signed a confession and, unlike regular courts, the tribunals often base their convictions solely on confessions. The league’s report quoted statistics gathered by the New Yorkbased Americas Watch as saying only one of 550 defendants tried by People’s Tribunals in 1985 was acquitted, meaning that there were convictions in 99.8 percent of the cases.

At the second of two fall discussion meetings, committee members heard arguments for and against mandated state training. “We would like to see a mandated amount of reserve training before he goes on the street,” said Arthur R. Raney of the Indiana Law Enforcement Academy. “An officer who has the power of arrest and can use a gun should have the training of a regular officer,” Raney said. Reserve officers are volunteers who perform a variety of duties, depending on the size of the town and the department for which they work. State law, which requires training

Kidnap attempt a hoax; no new lead in Thorntown case
THORNTOWN, Ind. (AP) The search for clues to the disappearance of a 6-year-old girl continued today after authorities determined that an attempted abduction report they hoped would provide help turned out to be a young boy’s lie. County and local authorities spent much of Wednesday night responding to the report. Jack Waggoner, town marshal of Advance, said that he had no reason not to believe the boy, who attends school with Waggoner’s son. Waggoner said he will not press charges against the boy. The boy’s story came 10 days after the disappearance of Shannon Marie Sherrill from her home in Thorntown, about nine miles north of Advance. The Advance youngster told police that a man in a large blue car had tried to entice him into his car by offering candy. He said the man pursued him after he resisted. Police Thursday did confirm a separate abduction attempt of a 9-
Grain firm details reorganization plan
INDIANAPOLIS (AP) An Indiana grain dealer can survive its financial troubles if creditors approve its reorganization plan and allow it to continue its contributions to the central Indiana economy, court documents say. Early & Daniel Co. Inc. has filed a disclosure statement in federal bankruptcy court here to inform creditors about its plan to reorganize under Chapter 11 of the bankruptcy law. Bankruptcy Judge Richard W. Vandivier ruled that despite objections of some creditors, the disclosure statement provided sufficient information for creditors to determine if they should approve the plan. “I find that this disclosure statement is well-prepared,” he said. If creditors approve the plan, Vandivier will hold a hearing Nov. 20 to decide if he will approve it. The document contends that if the plan is not approved and the firm is forced to sell its assets, it will be unable to fully pay unsecured creditors. Company managers also say that if its reorganization plan is approved, “Early & Daniel will survive

for full-time officers, currently does not mandate training for reserves. Thomas G. Bredewag of the Indiana Association of Cities and Towns told the committee members that in some areas, reserves are used only to help with traffic control while in other places reserves act as supplemental police officers, riding the beat with full-time officers. Designing a statewide training program for officers who perform such differing tasks would be difficult, he said. Bredewag also said lACT would prefer that training be offered locally rather than at one central location and that the state provide
Chimney blamed in deaths
SOUTH BEND, Ind. (AP) A clogged chimney trapped deadly gases inside the home of a rural South Bend couple, leaving them dead and their son hospitalized, police said. Authorities found the body of Michael Mesarik, described as being in his 60s, sitting in a chair in the basement of the home and that of his wife, Eugena, 61, in an upstairs room. The two had inhaled carbon monoxide gas, police said. Their son, Michael, 24, was hospitalized in fair condition at Memorial Hospital. He was found on
year-old girl in Wheatfield, a Jasper County town located about 75 miles north of here. A man in a pickup truck with a nylon stocking over his face attempted to grab the girl, but when a restaurant customer walked out the assailant drove away and left the girl. Thorntown Marshal Gary Campbell said Thursday that he didn’t think the case was related to the Oct. 5 disappearance in Boone County. He said the pickup doesn’t match descriptions of other vehicles that were seen in the area about the time Shannon was discovered missing. She last was seen playing with friends Oct. 5 near her home in a trailer park. Authorities say they assume Shannon was abducted because an exhaustive search for her has failed to produce any evidence to think otherwise. Her parents and a former wife of her father have all passed polygraph tests that were administered as part of the investigation, Campbell said.
as a viable and continuing enterprise contributing to the economic community by providing a market for grain producers and elevators, purchasing goods and services from suppliers, making payment of taxes and providing employment.” Early & Daniel, which still buys and sells grain, has a large grain terminal in Beech Grove. Last January, the company sought court protection from creditors amd listed liabilities of about $24.9 million and assets of $37.8 million. The company blamed its problems on loss of overseas markets by its exporting affiliate, Tidewater Grain Co. Four banks with claims against the company totaling $12.5 million have agreed to restructure loans, which would increase by about $2 million the amount Early & Daniel would owe them. The banks are First National Bank of Louisville, Ky., AmeriTrust Co. of Cleveland, Mercantile Trust Co. of St. Louis and Harris Trust & Savings of Chicago. Early & Daniel would be unable to proceed with reorganization without the new financing, Samuel M. Harrell, chairman of the board and chief executive officer, said.
cities and towns a method to pay for reserve training. “The association of cities and towns will oppose any bill that is not properly funded,” said Bredewag. Rep. Stephen C. Moberly, RShelbyville, chairman of the committee, said local governments’ share of court costs might help pay for the training. Some departments already have training for their reserve officers, Bredewag said. Middletown Marshal John Higgins said reserves in his Henry County town “don’t get a uniform until they complete training.”
the first floor, police said. A neighbor had gone to the home, located about IV2 miles south of the Michigan border, about 12:15 p.m. and grew suspicious when nobody answered the door, police said. Authorities said they forcibly entered the home but were driven back by a gaseous order. Officials of Northern Indiana Public Service Co. said the chimney was clogged by debris because of faulty maintenance and that the gas furnace’s thermostat was set at 84 degrees.
