American POWs in Indochina focus of congressional hearings

WASHINGTON (AP) - A US. congressional delegation has returned from a whirlwind tour of Vietnam and Laos to plunge into preparations for hearings next week on the possibility that captured Americans still may be alive in Indochina. AIDS victims' contacts won't be identified . INDrANAPOLIS (AP) decided not to start an AIDS “contact tracing” program, but State Health Com- ■ missioner Woodrow A. Myers Jr. says it • may become necessary. •- With the acquired immunity deficiency syndrome epidemic escalating nationally, health officials are being forced to consider whether they should try to identify and counsel the sexual partners of persons who have been infected with the virus that causes the disease. Federal officials have suggested state ' health departments begin to consider the possibility that such programs will be necessary. “We did, indeed, think about that while we were preparing our AIDS Prevention - Plan for the state,” Myers said in a recent interview. “I say in the plan that, ultimately, we may come to tht. But right now, we don’t feel we have either the budget or the staff • to do it.” • The State Board of Health soon will begin collecting information about how many Indiana residents are exposed to the AIDS virus, but that data will not include names or other identifying information. Myers noted that contact tracing programs have been used for years as weapons against such sexually transmitted diseases as syphilis and gonorrhea. They have not, however, been tried widely with AIDS, which is most commonly transmitted through sexuul contact among male homosexuals and through the use of shared needles by intravenous drug users. “With syphilis and gonorrhea, when you find the patient’s sexual partners, you can just give them a shot and the disease will go away until they get it again,” Myers said. But there are no treatments for AIDS. So, counselors can only advise people who have been exposed to the virus to avoid behavior that could spread it further. AIDS destroys the body’s immune system, leaving victims open to a host of deadly infections. Although Indiana has had only 63 cases of AIDS and 31 deaths since 1982, it’s estimated that the state could have 800 eases by 1990. Officials further estimate that between 5,000 and 6,000 Hoosiers have already been exposed to the AIDS virus. Simply being exposed to the virus doesn’t mean a person will develop AIDS. Studies indicate that only about 30 percent of those exposed dually contract the disease. But, the state’s AIDS Prevention Plan says that those who have been infected with the virus “must be assumed to be infectious.” Contact tracing could have civil rights implications, said Michael E. Jones of the Gay-Lesbian Bights Task Force of the Indiana Civil Liberties Union. Contact tracing with people who definitely have AIDS makes sense, he said. But tracking down sexual contacts of those who may only have been exposed to the virus and may never get the disease would be an invasion of privacy. . “To get to the contacts, you’re going to have to have the identity of the patient to begin with. When you’re talking about taking the names of gay men, you’re talking about a group that’s been oppressed through history.” Myers understands the concern and said he isn’t anxious to take steps that will worry the gay community.
