President Oct. 2/9/2T ORDINANCE NO. 1985 20 AN ORDINANCE TO ESTABLISH THE GREENCASTLE POLICE RESERVE FORCE WHEREAS, the Common Council of the City of Greencastle. Indiana, has determined that there is a n.ied for a leserve police force to be utilized on special occasions of assignments and investigations when the manpower of the regular department is such that it requires this assistance. WHEREAS, such funds are not available to hire full time police officers. NOW, THEREFORE, be it ordained by the Common Council of the City of Greencastle. Indiana, as follows: 1. That we establish the Greencastle Reserve Police Force. 2. There will be no more than eight police reserves at any time. 3. The reserve officers must successfully complete a minimum of 120 hours of an accepted reserve training program. 4. The reserve officer will be distinguishable from the regular officers in that reserve uniforms will consist of light blue shirts and reserve badges. 5. The reserve officers will be granted full arrest powers in accordance with the statutes of the State and the ordinances of the City. Said arrest powers will be limited to uniformed, on duty reserves. 6. The reserve officers will conform to all Greencastle City Police Department rules and regulations as defined by the department's S.O.P. manual. 7. The reserve department will be structured as follows: A. A board of command consisting of the Chief of Police, the Assistant Chief of Police and the training officer for the Greencastle City Police Department. B. The board of command will appoint a member of the reserve force to act as commanding officer of the reserves. 8. The reserve department will authorized to hold fund raising events to purchase equipment and supplies tor use in their duties. 9. The reserve will receive an annual sum of '50.00 designated as a clothing allowance 10. The City of Greencastle hereby agrees to accept responsibility for the liability ol the reserve officer. 11. Legal Notice ADVERTISEMENT FOR BIDS NOTICE IS HEREBY GIVEN, that the City of Greencastle. Indiana, by and through its Board of Public Works & Safety, hereinafter referred to as the Owner, will receive sealed proposals for the drilling and installation of a new 1,200 gpm raw water supply well. Bids may be forwarded by Registered Mail addressed to the Owner in care of the Board of Public Works & Safety, City Hall. Greencastle. Indiana 46135, or delivered in person to the bid opening and will be considered by the Owner at a public meeting called to receive such proposals, provided the same shall have been received not later than 10:00 a m. local prevailing time, on Oct. 16. 1985, at City Hall, Greencastle. Indiana 46135. Proposals received after the bid opening process has begun wifi be returned unopened. Bids will be evaluated and it is estimated a tentative award of contract will be made at the Nov. 12, 1985, Board of Public Works & Safety meeting. Each bid must be enclosed in a sealed envelope bearing the title of the project and the name and address of the Bidder. Each Bid shall be accompanied by a Certified Check or acceptable Bidder's Bond made payable to the Owner, in a sum of not less than five per cent (5%) of the total amount of the highest aggregate proposal, which check or bond will be held by the Owner as evidence that the Bidder will, if awarded a contract or contracts, enter into the same with the Owner upon notification from him to do so within fifteen (15) days of said notification. Approved Performance and Payment Bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of each contractor at the time he executes his contract. The bond will be in the amount of one hundred per cent (100%) of the contract price and must be in full force and effect for a period of twelve (12) months from the date of written acceptance of and final payment for the work Failure to execute a contract and to furnish a Performance and Payment Bond as hereinafter set out will be cause for forfeiture to the Owner of the amount of money represented by the Certified Check or Bidder's Bond, as and for liquidated damages.
