Sealed proposals will be received by the Auditor of Putnam County, Indiana, at his office in the Courthouse, Greencastle, Indiana, up to the hour of 7:00 p.m. Local Time, on the 18th day of June, 1984, for the purchase of bonds of said County designated as “Advancement Fund Bonds of 1984" In the amount of '60,000, bearing onterest at a rate not to exceed ten percent (10%) per annum, the exact rate to be determined by bidding, which Interest is payable on July 1,1985, and semiannually thereafter. Said bonds will be dated June 1, 1984. issued In the denomination of '5,000 or an integral multiple thereof, will be Issued In fully registered form, will be numbered from 84R-1 up, and shall mature and be payable in four (4) semiannual series, commencing on July 1,1984, as follows: DATE AMOUNT July 1,1985 *15,000 January 1,1986 '15,000 July 1,1986 '15,000 January 1,1987 '15,000 The principal on the bonds shall be peyable et the principal office of the Auditor of Putnam County, In the City of Greencestle, Indiana, as Paying Agent. All payments of interest on the bonds shall be paid by check or draft mailed or delivered to the registered owner thereof. Bidders for these bonds will be required to name the rate or rates of interest which the bonds are to bear, not exceeding ten percent (10%) per annum. The interest rate or rates must be expressed in multiples of one-eighth or one-tenth of one percent and not more than two Interest rates shall be named by each bidder. Said bonds shall be awarded to the bidder offering the lowest interest cost. Seid best bidder shall be the one who offers the lowest interest cost to the County, computing the total interest on all of the bonds from the dete thereof to maturity dates and deducting therefrom the premium bid, if any. No bid for less than par value of said bonds, including accrued interest et the rate or rates named to the.date of delivery, shall be considered. The Auditor shall have full right to reject any and all bids within said Auditor's sole discretion. In the event no acceptable bid Is received at the time and on the date herein fixed, the Auditor is authorized to continue to receive bids from day to day for a period not to exceed thirty days, without readvertising, but during such continuation, no bid shall be accepted which offers an Interest cost which Is equal to or higher than the best bid received at the time fixed for such sale in this notice. Bids must be made on the form provided by the Auditor and approved by the Board of Commissioners, without additions, alterations or erasures, and said bids shall be sealed In an envelope marked “Bid for Advancement Fund Bonds of 1984" and shall have no other writing, printing matter or distinguishing marks on the outside thereof. Each bid must be accompenied by a non-collusion affidavit executed in the manner provided by law and by a certified check or cashier's check In an amount equal to one percent of the face value of said bonds payable to the order of the Board of Commissioners of the County of Putnam which shall be held as a guaranty of the performance of said bid if same be accepted. The failure of the successful bidder to pay for and accept delivery of the bonds as herein provided shall constitute default and entitle the County to retain auch check and the proceeds thereof as its agreed liquidated damages. A transcript of the legal proceedings, the printed bonds, and certificates in the usual form showing no litigation will be furnished to the successful bidder at the expense of the County. No conditional bid or bid !or less than the par value of said bonds, including accrued interest from the date thereof to the date of delivery, will be considered. It is anticipated that the bonds will be ready for delivery within thirty days after the sale date. If they are not ready for delivery within forty-five days after the sale date, the purchaser shall be entitled to rescind the sale and obtain the return of his good faith deposit. The successful bidder shall accept delivery of and make payment for the bonds In Federal Reserve or other immediately available funds within five days after being notified that the bonds are ready for delivery at the Auditor’s Office in Putnam County or at such place as he shall designate In writing to the Treasurer of Putnam County. Said bonds are being Issued under the provisions of I.C. 12-2-5 and I.C. 6-1.1-20, for the purpose of providng funds to be advanced to Greencastle Township for poor relief purposes and are the direct obligations of the County, payable out of the unlimited, ad valorem taxes to be levied and collected on all of the taxable properly within the County.
