Description of Project: The proposed Cagle Mill Hydro Project would be located on the U.S. Army Corps of Engineer’s Dam and Reservoir. The proposed project would consist of: (1) an existing outlet conduit; (2) a proposed penstock; (3) a proposed powerhouse with an installed capacity of 1,250 kW; (4) a proposed tailrace channel which would connect with the existing outlet channel; (5) a proposed transmission line; and (61 appurtenant facilities. The Applicant estimates that the average annual energy output would be 7.6 GWh. The power generated at the proposed project would be sold by the Applicant to a local utility company. k. This notice also consists of the following standard paragraphs: A 5, A 7, A 9. B, C, and D 2. l. Proposed Scope of Studies under Permit. A preliminary permit, if issued, does not authorize construction. Applicant seeks Issuance of a preliminary permit for a period of 36 months during which time Applicant would investigate project design alternatives, financial feasibility, environmental effects of project construction and operation, and project power potential Depending upon the outcome of the studies, the Applicant would decide whether to proceed with an application for FERC license. Preliminary Permit: Existing Dam or Natural Water Feature Project - Anyone desiring to file a competing application for preliminary permit for a proposed project at an existing dam or natural water feature project, must submit the competing application to the Commission on or before 30 days after the specified comment date for the particular application (see 18 CFR 4.30 to 4.33 (1982)). A notice of intent to file a competing application for preliminary permit will not be accepted for filing. A competing preliminary permit application must conform with 18 CFR 4.33 (a) and (d). A 7.
