Declining inflation rate lowest in two decades
WASHINGTON (AP) - Wholesale prices, flattened by rapidly falling food and gasoline costs, dropped 0.2 percent last month, the government reported Friday, all but ensuring the best inflation year in nearly two decades. » The White House called the news “remarkable;” a private economist termed it “fantastic.” The Labor Department’s report on its Producer Price Index showed that wholesale prices for the first 11 months of 1983 were rising at an annual rate of just 0.3 percent. If that rate holds one more month, 1983 would have the lowest increase since prices actually declined

0.2 percent in 1963. Retail costs, what consumers pay, have been rising more quickly this year at a rate of 3.9 percent through October. But even that figure, which includes such additional “services” as medical and housing costs, is well down from consumer inflation of a few years ago. Price changes contained in the wholesale measure are a good barometer of how food, energy and other commodity prices will move at the retail level. And prices for such items have been held in check this year by factors such as lingering effects from the recession as well as last year’s
Red Cross begins evacuating PLO
TRIPOLI, Lebanon (AP) International Red Cross workers today began evacuating about 100 seriously wounded PLO loyalists, putting them aboard an Italian ferry after Israeli gunboats bombarded this northern port. The wounded fighters are the first of an estimated 4,000 Palestinian Liberation Organization guerrillas to be evacuated. The fighters loyal to PLO chairman Yasser Arafat have been trapped for the past month by mutineers trying to oust Arafat. In Beirut, officials reported a newly proclaimed cease-fire was holding today. Spokesmen for the U.S., French, Italian and British contingents of the multinational peacekeeping force said there was no violence in their zones Friday night or this
bountiful harvests and the temporary world oversupply of oil. “You couldn’t ask for a better wholesale price report than this year’s,” said Jerry Jasinowski, chief economist for the National Association of Manufacturers. At the White House, presidential spokesman Larry Speakes called the new report “remarkable news,” a sentiment echoed by Martin Feldstein, chairman of the president’s Council of Economic Advisers. “The continued good inflation news is one of the best things about the current recovery,” Feldstein said. Later Friday the Federal Reserve Board said the nation’s
morning. Tripoli residents and PLO officials loyal to Arafat said Israeli gunboats fired a 20minute barrage from offshore at 5 a.m. (10 p.m. EST Friday). There were no reports of casualties or serious damage. At 8:30 a.m., the Italian ferry Appia, carrying Red Cross nurses and doctors, entered the port and within an hour began evacuating the wounded guerrillas to Larnaca, Cyprus. Five Greek passenger ships, flying United Nations flags, sailed Friday for Tripoli to pick up the bulk of Arafat’s fighters. That evacuation is expected to begin Monday. Arafat toured the Palestine Red Crescent hospital before the evacuation began, kissing and hugging the wounded there scheduled to board the Appia.
U.S.will purchase state land WASHINGTON (AP) - The federal government will buy about 480 acres of land for the Hoasier National Forest, Sen. Richard G. Lugar announced Friday. Lugar, a ranking member of the Senate Agriculture, Nutrition and Forestry Committee, said that Secretary of Agriculture John R. Block has agreed to buy the additional land to protect the National Forest and the Charles C. Deam Wilderness Area from possible commercial encroachment. Congress last month appropriated $2 million for the purchase of additional national forest land around the country, with the Hoosier National Forest included as a priority area for additional land purchase. Lugar estimates the land will cost $400,000, covering purchase of about 300 agres along Lake Monroe and 180 acres in Hemlock Cliffs. The Hoosier National Forest now covers 186,000 acres of southern Indiana.

factories and mines increased their use of production capacity to 79.2 percent in November. That rate was up 0.5 percentage point from October and marked the 12th straight monthly gain. The price stability has been “fantastic,” even without the November decline, said Edward Yardeni, chief economist for Prudential-Bache Inc. In the main categories in November: —Food prices declined a full 1 percent, their steepest fall since July 1982. —Energy costs also decreased 1 percent. —New car prices rose 0.4 percent while costs for light trucks dipped 0.1 percent.

Jailed cabbie mum on whereabouts of mom
ST. PAUL, Minn. (AP) Saying his elderly mother will spend “a good Christmas” in a secret location and not in a nursing home, a cab driver has vowed to stay in jail rather than tell authorities where she is. “I’m stubborn and I’m going to fight,” said Dick Fingerholz, 56. “It’s a matter of principle.” Fingerholz picked up his 84-year-old mother, Ann, at Ramsey County Nursing Home on Oct. 29 for what was supposed to be a three-hour visit, nursing home officials said. They haven’t seen Mrs. Fingerholz since then. “My mother’s wishes were not to go into a nursing home,” Fingerholz said. “I’m going to abide by my mother’s wishes. She’ll be free and she’ll have a good Christmas and I’ll be in jail.” Fingerholz was jailed Nov. 30 for contempt of court after he refused to tell a probate court where his mother is. District Judge Jerome Plunkett says Fingerholz will stay in jail until he cooperates. Fingerholz, who authorities say was involved in an incident in which his mother was injured, wants himself or another family member to be appointed her guardian and granted permission to care for her. But the courts support social workers who say Mrs.

Hope, other stars headed to Lebanon
WASHINGTON (AP) Bob Hope will entertain American troops stationed in Lebanon over the Christmas holidays, the Pentagon and the United Service Organization announced today. The Marines will be ferried to ship offshore for the shows. Hope will not actually land in Lebanon, where American troops have come under increasing fire in recent months. The trip will by the 80-year-old entertainer will continue a tradition of visiting American serviceman abroad during Christmas that he began in 1941. Hope’s entourage for the snows will incluue Brooke Shields, Ann Jillian, George Kirby, Vic Damone, Kathy Lee Crosby and Julie Hayek, the current Miss USA. Hope will leave the United States Dec. 20 and will perform several shows aboard ships of the U.S. Sixth Fleet, which is operating off Lebanon in support of the 1,400 U.S. Marines who are in Beirut as part of the multi-national peacekeeping force.

Fingerholz is disoriented and confused, and belongs in a nursing home. Fingerholz told the court he put his mother on a bus, but “couldn’t remember where to.” He said he decided not to take her back to the nursing home “after she asked me please not to.” In an interview Wednesday, he said he has “heard from the place she is, and I know she’s well and happy and being cared for.” The Ramsey County Human Services Department determined that Mrs. Fingerholz, who had lived alone for 15 years, was no longer able to care for herself in her St. Paul home. The Human Services Department provided Mrs. Fingerholz with nursing services in her home for a time. But that was discontinued March 10, officials said, after she threatened a nurse with a hatchet. Fingerholz said his mother received too much medication at the nursing home. “She was like a zombie,” he said, adding that his mother is not currently taking any medication. Fingerholz said his jail stay has been difficult for his wife, who must use a wheelchair because of multiple sclerosis and has a 3-year-old daughter. However, he added that his entire family supports his decision to stay in jail.
USS New Jersey to stay until USS lowa ready
By RICHARD HALLORAN c. 1983 N.Y. Times News Service WASHINGTON The Navy has extended the Mediterranean tour of the battleship New Jersey, which fired 16-inch guns at Syrian missile launchers in Lebanon on Wednesday, until she has been relieved by the battleship lowa next spring, Defense Department officials said this week. To do that, the officials said, the Navy plans to recommission the lowa, being refitted now at the Ingalls shipyard in Mississippi, on April 30, which would be 60 days ahead of schedule. The lowa would then take several weeks to reach Lebanon. In the action Wednesday, officials said, the New Jersey had her guns trained on the Russian-made anti-aircraft missile launchers over which Navy reconnaissance planes flew and fired 11 high explosive shells immediately after the planes reported they had been attacked. One officer called it an “instantaneous reponse.” The high explosive shells can carve out craters 50 yards across and 20 feet deep, according to a Navy publication. Officials said the New Jersey did not fire armor-piercing shells that weigh 2,700 pounds each and are used to attack fortified targets. The New Jersey’s fire control system has been modernized several times since the first analog computers were installed during World War 11. The latest, according to the Navy, is the Mark 48 shore bombardment computer, which has a digital computer. The computer is fed information on the ship’s position and the map coordinates of the target, then continuously records all motions of the ship to keep the guns constantly trained on the target. Officers here said they presumed each of the 11 rounds was fired separately since the targets were relatively small missile launchers in the open. A spokesman for the Pentagon said no battle damage assessment had been prepared for public release yet. After Navy bombers attacked similar Syrian sites on Dec. 3, a battle damage report was issued shortly afterward. Military officers suggested that the plan to speed up work on the lowa illustrated that United States naval forces were stretched thin around the world. The New Jersey, which rejoined the fleet a year ago, has been at sea since June. The battleship, pulled out of mothballs at a cost of $326 million, sailed first to the western Pacific, but was ordered to cut that cruise short to take part in a show of force off the west coast of Central America in late August. The ship then went through the Panama Canal and headed toward Lebanon. The 56,000-ton vessel joined other warships in the eastern Mediterranean in September. Most American warships are at sea for six months, then in port to rest the crew and repair the ship. The lowa, the second of four battleships that are to be reactivated. in the Reagan administration’s program to build a 600-ship Navy, will require a shift in Navy funds, longer hours for shipyard workers and faster assignment of 1,500 officers and sailors to the crew, officials said. They also said that Deputy Secretary of Defense Paul Thayer had written to the chairman of the House Appropriations subcommittee on defense, Rep. Joseph P. Addabbo, D-N. Y., to ask Congress to approve the shift in funds.
