Mileage measure signed into law with 22 other state bills
INDIANAPOLIS (AP) - Hoosier motorists could be asked to disclose how many miles their cars and trucks have been driven when they apply for license plates under new law that takes effect next year. The measure was one of 23 bills Gov. Robert D. Orr signed into law Wednesday. Unless otherwise noted, the new laws take effect Sept. 1. In an effort to crack down on odometer fraud, House Bill 1938 authorizes the Bureau of Motor Vehicles to ask motorists to list their vehicle mileage reading on auto registration statements. Supporters say the new law, which takes effect Jan. 1, 1984, will give police documentary evidence in cases where they suspect a vehicle’s odometer has been rolled back to show a lower mileage figure. Another new Law sets up the

Indiana Toll Finance Authority, which would have the power to issue completion bonds for projects on the east-west toll road in northern Indiana. HB 1411 takes effect Friday. Bonding for the toll road formerly was handled by the Indiana Toll Road Commission. But that agency was abolished when the state’s transportation agencies were reorganized and its duties were shifted to the Indiana Department of Highways. Because of the state’s constitutional ban on the state going into debt for anything except “casual deficits,” the Indiana Supreme Court ruled the Highway Department couldn’t legally issue bonds. That’s why the Legislature had to set up the Toll Finance Authority, which isn’t legally considered an arm of state government. The Indiana Housing Finance
