IMCCdisputesassertions, cites partisanship in Reader's Digest article
By Frank P. L. Somerville (c) 1982 The Baltimore Sun (Field News Service) What supporters of the National Council of Churches are calling the most serious effort ever to “defame” its social ministry abroad is being leveled in the January issue of Reader’s Digest. The blistered leadership of the council, largest of the country’s ecumenical Christian organizations, already has responded with a rebuttal that is longer and more detailed than the published article. A principal focus of the Reader's Digest attack is the belief by many conservative Christians that an anti-U.S. bias and leftist politicizing in Latin America, Asia and Africa have become characteristics of the council’s large international humanitarian agency, Church World Service. National Council policies and attitudes with respect to the Communist regimes of Cuba and Vietnam are especially singled out for criticism in the article by Rael Jean Isaac entitled “Do You Know Where Your Church Offerings Go?” “Church World Service's traditional assistance programs of relief and development continue,” the article says. “But now CWS also engages in political advocacy, contributing churchgoer funds to programs designed to further strategic goals of governments with which CWS leaders sympathize." Writing that officials of the National Council of Churches “persist in their praise of Vietnamese society,” Ms. Isaac, a sociologist, quotes a brochure published by Church World Service: “Vietnam today is a nation of dedicated people, hard at work.

Separation of church, state carried too far: Rev. Graham
Bv GEORGE W. CORNELL AP Religion Writer Talking with a churchman in the Soviet Union, Billy Graham remarked that reading of the Bible is prohibited in American schools. The man “looked in a state of shock," Graham relates. “He said, ‘ls that America? I thought it had religious freedom.’” The evangelist cited the incident in contending that U.S. courts and state officials have given in overmuch to efforts to ban religious elements from American civil life. “This country has carried the business of separation of church and state too far," he said in a New York interview. “The writers of the Constitution meant freedom of religion, not freedom from religion.” Graham is part of a tradition: the Baptists, who were pivotally responsible for the constitutional provision against any “establishment of religion” and guaranteeing its “free exercise.” He said the intention wasn’t to suppress its expression.
$1,216 in First Baptist loaves
A total of $1,216 to combat hunger has been raised at First Baptist Church, Greencastle, during an eight-week Love Loaf program. FAMILIES in the church had placed small, loaf-shaped styrene containers on their dinner tables as prayer reminders and members were encouraged to contribute coins toward hunger relief. During the program, the church conducted a hunger emphasis series in Sunday services, exploring the many facets of Christian response to world need. The eight-week effort culminated in a “Dedication of the Loaves” service, when participants presented their Love Loaf gifts. First Baptist will send 40 per cent of the money to One Great Hour of Sharing, 40 per cent to World Vision International, originator of the Love Loaf campaign, and 20 per cent to the Putnam County Food Pantry. WORLD VISION is an interdenominational nonprofit Christian humanitarian agency that combines social concern with evangelism in 78 countries. The first covenant toward organization of the Presbyterian Church was signed in 1557 at Edinburgh, Scotland.
and enthusiastically building a new society from the rubble of war.” The Council contends that this and other assertions were taken out of context. “When the entire paragraph is read," a council spokesman said, “it is clear that the people, not the government, of Vietnam are being described. ” The council did not deny that church leaders affiliated with it had referred to the “moderation” of the government of Vietnam. This characterization, however, “was made against the backdrop of widely-held fears that a bloodbath would follow the U.S. pullout from Vietnam,” according to the council statement. “When, instead, the government phased in slowly

“But now students in our schools can’t even sing carols at Christmas time,” he said. “They can't have group prayer. They’re sometimes stopped from carrying Bibles or meeting to study it. “In some places, it’s been held illegal for them even to have a period to meditate whether about a girl friend or whatever. displaying the 10 Commandments, the basis of civilized law. “Teachers have been frightened against any reference to God. They're frightened of their superintendents; the superintendents.are frightened of the school boards, and the boards are frightened of the courts.” He said the trend has been carried so far "there’s going to be a reaction from the people The Ist Amendment was never meant to outlaw religion and moral values from the school system or the country.” Graham, who has avoided identification with the religious right, such as Moral Majority, said he doesn't favor a constitutional amendment to counter the 1962-63 U.S. Supreme Court decisions outlawing mandatory school prayer. Graham, 64, maintaining his usual busy schedule, already has several U.S. crusades lined up this year in Orlando. Fla.; Anchorage, Alaska; Tacoma, Wash.; Sacramento, Calif., and Oklahoma City.

its reunification plan,” the rebuttal said, “church leaders and others acknowledged the new government's restraint. This is not to say that church leaders condoned those excesses that did occur.” The National Council of Churches, with which 32 Protestant and Orthodox Christian denominations are affiliated, took particular umbrage at the following assertion by Ms. Isaac: “Many of those in key positions in the NCC identify several of the countries with the worst record on human rights as models for Christians.” She cited Cuba and a 1977 report by a Council delegation that found that a “theological rebirth is evolving in Cuba that we believe can inform Christians around the world with a new intensity and depth of insight about the meaning of faith.” While the Council responded that “no one in the Council would claim that Cuba, or any other Communist country, is a model society for Christians,” the rebuttal also said: “Many church people who have visited Christians in other countries do believe that U.S. Christians can learn new lessons about the faith from their Christian brothers and sisters in every part of the world, including those struggling to live out their faith in Communist countries. “Visitors have observed Cubans worshiping freely, despite the fact that atheism is taught in the schools and that professing Christians cannot join the Communist Party.” Right in the middle of the controversy, the Council’s president and the general secretary have returned from a 10-day visit to the Soviet Unionfyith an

optimistic report on the status of religion there. Methodist Bishop James Armstrong of Indiana, Council president, and the Rev. Claire Randall, secretary, were in the U.S. group hosted by the Russian Orthodox Church. Bishop Armstrong, who had never been to Russia, said he was “encouraged” by “the vigor and dedication of the religious community” that he and other top officials of the Council observed. “People can talk about government plants’ in the churches,” he remarked, “but the evident piety on the faces of the people as they participated in the services was beyond any expectation that I had.” The U.S. church team said it attended Orthodox services in Moscow and Leningrad at which a total of about 8,000 worshiped. “The numbers of men, the numbers of young people, were a surprising revelation to me,” Bishop Armstrong said. An intensified program of exchanges and other joint action between Christians in the Soviet Union and the National Council of Churches, including the development of “practical means” to support each other’s peacemaking efforts, was announced after the trip. In the reply to the accusations made in the Reader’s Digest, the Council spokesman said, “The isolation of the Christian church in Communist countries is of deep concern to U.S. Christians. “Therefore, as part of the church universal, which knows no political or geographical boundaries, the NCC has arranged visits with Christian communities not only in Cuba, but also the People’s Republic of China, the Soviet Union, Poland and

other Communist countries to help minimize the isolation of the Christian church and to strengthen its hand.” The statement noted that Ms. Isaac’s article does not mention the role of Church World Service in “resettling 55,881 Cuban refugees, 11,868 in the most recent wave.” Under the headline. “How You Can Help,” Reader’s Digest suggests that church members opposed to supporting the Council’s present leadership can work through a Washington-based organization, the conservative Institute on Religion and Democracy. This drew a worried reaction from the Council. By including such a notice, the magazine is “acting as a partisan vehicle,” according to the Council’s statement, which added: “The extent of IRD influence on the content of the article may not be immediately apparent.” The liberal National Catholic Reporter, a weekly published in Kansas City, Mo., already has come to the defense of the Council. (Catholics and Southern Baptists are the two largest groups of American Christians not officially part of the NCC, although both denominations cooperate with it on some projects.) “The NCC has acted as a leader in peace and justice programs in the United States throughout the past decade,” the newspaper said. “It sees its world ministry in essentially universal, nonpolitical terms, and bases its programs and goals upon the Gospels of the New Testament.”
