Flooding kills 40 in Brazil BELO HORIZONTE, Brazil ( AP) A heavy rain swept through this mining capital Sunday, causing flash floods that collapsed buildings and claimed an estimated 40-50 lives, civil defense Sgt. Mauricio Vargas reported. He said that at one location in the downtown area, raging waters reached the second floor of an office building and at least two buildings one three stories and the other six stories collapsed. Buses, cars and pedestrians were carried away and one bridge was destroyed, Vargas reported. Col. Barroso of the civil defense force, contacted by telephone, told The Associated Press that scores of people were injured and more than 500 were left homeless. He said he had reports that ‘‘shacks in slum areas, which we haven’t been able to reach, were destroyed by the floods.” Belo Horizonte, 200 miles north of Rio de Janiero, has a population of about 400,000.

NRC report lauds Marble Hill construction
MADISON, Ind. <AP> - The Nuclear Regulatory Commission reports that construction of the containment building which houses the Marble Hill nuclear reactor and other safety-related buildings “continues to be exceptional.” There is “no substantial weakness in any part of the program,” and Public Service Indiana has been “responsive to valid items of concern,” according to the recent NRC report on the Marble Hill construction for 1982. The first generating unit at the nuclear plant along the Ohio River near Madison is scheduled to produce power in late 1986, the second in mid 1988. Out of nine safety areas reviewed in the report, Marble Hill earned four ratings that indicated a “high level of performance with respect to operational safety or con-

Democrats gaining 26 seats
Congress returns to rules fight
WASHINGTON (AP) - After the swearing-in ceremonies, the new 98th Congress may get into the first partisan brawl of 1983 as the House takes up a package of controversial rules changes that Democrats are pushing. The changes would greatly stengthen the hand of Speaker Thomas P. O’Neill and other Democratic leaders in controlling floor action. And Republicans, who are in the minority, may be powerless to stop them. The new Congress convenes at noon today, when House members and senators elected
Key decisions start Reagan's 'toughest year'
WASHINGTON (AP) - President Reagan, entering what one aide called the “toughest year” of his presidency, is facing a week of decisions that will shape the next budget and play a role in the course of the nation’s recovery. The president's actions could also affect his prospects for reelection in 1984. Larry Speakes, the deputy

It looks to me as though it’s a typical NRC report,” Cassidy

Robber returns to apologize, surrender INDIANAPOLIS (APi An honest robber may be hard to find, but an Indianapolis convenience store worker didn’t seem to have much trouble Sunday night. Kathryn Thompson, 51, said she was working alone at a southside Village Pantry about 9:20 p.m. when a man with one hand in his pocket walked to the cash register and asked for cigarettes. When she went to get the pack, the man “got real nervous. It just about made me nervous,” Mrs. Thompson said, adding that when she turned her back on him the man said: “This is a holdup. Give me all your money.” She gave him a handful of money, and he ran out the front door, she said. But about 10 minutes later, while Patrolwoman Lillian S. Walton was questioning Mrs. Thompson, the man walked into the store, admitted he had just robbed it and apologized for his actions. Charles M. Matthews of Indianapolis told police he was unemployed and had moved into a home for the needy on Saturday. He said he met two men there, and they threatened to harm his family, who live in Avon, if he didn't rob the store. ; Although he lost his courage twice, Matthews said he was' coaxed into the robbery on the third request. Police didn’t find a gun or the stolen money, which Mat-, thews said he gave to the two men who fled.
