No higher taxes in Union speech?

WASHINGTON (API - President Reagan will tell Congress and the American people tonight that he will not seek higher taxes, but that the states will have to take over approximatelv 40 federal programs, well-placed sources say. Reagan summoned Republican congressional leaders to a White House meeting this morning to begin rounding up the help that will be crucial to passing the program he will outline in his State of the Union speech. The address, to a joint session of the House and Senate, and a nationwide television and radio audience, is to begin at 9 p in. Suslov dies at 79

Vietnam Veterans Memorial aided by Legion's $1 million WASHINGTON (AP) Vietnam Veterans Memorial Fund President Jan Scruggs says a $1 million pledge from the American Legion was the biggest example of an outpouring of support from across the country in the wake of a congressional attack on the design for the memorial. Scruggs Monday made public a telegram sent by American Legion Commander Jack W. Flynt to Interior Secretary James Watt. The telegram announced the monetary pledge and urged Watt to give final approval for the memorial on the Mall. Flynt said he reviewed the design by Maya Ying Lin of Athens, Ohio, and was “deeply concerned by Watt’s hesitancy in approving construction of the Vietnam Veterans Memorial.” Before construction can start. Watt must certify that the memorial fund has the resources to complete the project. The pledge by the Legion brings the fund to $5 million, and Scruggs said he is sure he can raise the additional $1 or $2 million needed to complete the project. Flynt called the memorial "a dignified and eloquent tribute to the service and sacrifice of Vietnam veterans.” Watt jolted Scruggs earlier this month, after a group of Republican congressmen sent a letter to President Reagan attacking the design, by announcing the memorial had not received final approval. Critics have charged that the "V” shape of the memorial represents the peace sign that became the emblem of antiwar protestors. Scruggs, who hopes to get construction on the monument started by March 1, said he will meet late this week with principal critics and expects to “come up with a compromise that will keep everyone happy.” He declined to detail the compromise but indicated he was acting on suggestions that came out of his meeting with Watt. “It is disheartening a controversy and divisiveness once again threatens the cause of the Vietnam veteran,” Flynt’s telegram read. “The memorial’s critics say nothing which overshadows the significance of memorializing now the courage and patriotism of the Americans who served in Vietnam.” The memorial is being built with private contributions.

Senate set for vote on Indiana lottery bill

INDIANAPOLIS (AP) - A constitutional amendment allowing a state lottery in Indiana was eligible for a final vote today in the state Senate. The measures cleared the amendment stage Monday as the Legislature reached the halfway point of its 30 working days. The House paved the way for a final vote on a bill to require doctors to tell parents about an unwed minor daughter’s decision to get an abortion. The Indiana Constitution bars lotteries. The state Supreme Court has interpreted that to extend to betting on horse races. In 1979, the high court struck down a 1977 pari-mutuel racing law. Sens. John Bushemi, D-Gary, and Joseph Harrison, R-Attica, want to amend the Constitution to allow a lottery with proceeds divided between state and local governments. Leaking Freon fumes fatal to three sailors on cruiser

SAN DIEGO (AP) - Two sailors on security patrol “keeled over” dead and a comrade who tried to help them also was killed when they came into contact with fumes from a Freon leak aboard a guidedmissile cruiser, the Navy said. Six other sailors aboard the USS Bainbridge who rushed in to help also were overcome but survived and were hospitalized, the Navy said.
