Daily Telegraph, London LONDON—British Prime Minister Margaret Thatcher has appealed to the West to stick together over the Polish crisis and to hammer out a common policy next week toward both the new Polish military regime and the Soviet Union. In a New Year’s message, Thatcher denied the West was in disarray over Washington’s imposition of economic sanctions on Warsaw and Moscow because of the crackdown on the Solidarity free trade union.

Jerry Rawlings, who staged a coup on New Year’s Eve, was consolidating its grip Friday on the country. But broadcasts on Accra radio suggested that not everything was under control. There were reports of soldiers wandering the streets of the Ghanaian capital of Accra, looting shops and homes and committing other unspecified “barbaric acts.” And there were appeals to soldiers to return to their barracks for “immediate deployment” together with a call for the inspector general of the police and the police commissioner to report “at once” to

PALM SPRINGS, Calif. (AP) President Reagan, planning “a pretty wide shakeup” of his foreign policy operation, will give his national security adviser more authority in a move that could lead to the ouster of Richard V. Allen, White House officials say. Deputy Secretary of State William P. Clark, one of the most senior members of the Reagan inner circle, is said by one top White House official to be the unanimous choice of the president’s top advisers to replace Allen in the upgraded job. Allen remains on a paid leave of absence pending completion of a review of whether his contacts with former Japanese business associates and omissions from his financial disclosure form violated a White House code of conduct. The Justice Department has cleared Allen of any illegal wrongdoing in connection with those actions. In two separate interviews Friday, Allen told reporters no one has told him he will be replaced. “This is a decision that the president is to make, and I’m sure that when the appropriate White House review is done and the conclusions are drawn, that he’ll be in a position to make a decision,” he said.

Indiana eyeing $25 million savings in Medicare costs
INDIANAPOLIS (AP) - Officials hope a change in the state’s Medicaid program now in effect will produce savings of $25 million a year, said Indiana’s director of the program. The change, which went into effect with the start of the new year, requires the more than 220,000 Medicaid recipients in Indiana to receive prior approval for many kinds of medical treatment. Robert Smith, director of the state’s Medicaid program, said the State Department of Public Welfare is sending letters explaining details of the rule change to Medicaid recipients.

Dozier's wife gets note from President Reagan VERONA, Italy (AP) President Reagan sent a message of hope Friday to the wife of kidnapped U.S. Brig. Gen. James L. Dozier amid unconfirmed reports the general’s friends offered a $2 million reward for information leading to his release. The message from Reagan and another from Secretary of State Alexander M. Haig Jr. were delivered by U.S. Ambassador Maxwell M. Rabb, who said they “expressed great concern and sympathy and hope that in this new year the hopes of Mrs. (Judith) Dozier about her husband are realized.” The Italian news agency ANSA said a group of Dozier’s friends offered a $2 million reward for information leading to the general’s release. A spokesman at NATO headquarters, where Dozier was the top-ranking American Army officer, said he could not confirm or deny the report. U.S. and Italian offficials denied earlier news agency reports that the United States and Italy were offering rewards. Both governments have said they will not negotiate for Dozier’s release. Rabb said he was confident the Italian government and police were doing everything possible to find Dozier, who was kidnapped from this northern Italian town by Red Brigades terrorists on Dec. 17.

In the past, medical services prescribed by doctors and other medical professionals under the program were automatically approved without a review of the medical necessity for those services. Under the new rule, the state will review many medical services to be sure they are medically necessary. Unicorn Hunters banish phrases from language SAULT STE. MARIE, Mich. (AP) “First time ever,” “revenue enhancement,” and Secretary of State Alexander Haig are among the “banishments” from the English language proclaimed Friday by the Unicorn Hunters of Lake Superior State College. The group, which annually bans words and phrases for overuse, misuse or general uselessness, issued this year’s banishments after receiving 2,000 nominating letters from as far away as Paris and Tokyo, according to archivist W.T Rabe. In its New Year’s Dishonour List of Words Banished from the Queen s English, the Unicorn Hunters ordered Haig to speak only classical Latin for a probationary period of six months.” Haig s misuse and abuse of the language is chronic perhaps irreversible,” said Peter Thomas. The Unicorn Hunters said they banished “first time ever” and its cohort “all-time record” because "it is only a matter of time until they are united into a single monster of redundancy and inaccuracy. "Revenue enhancement” made the list as an undesirable euphemism because it is "simplv a tax increase.” Also banned were “off-sourcing" as a synonym for importing, repository as a euphemism for dump, and “sit on it because it is “one of the stupidest phrases in the English language.” The Unicorn Hunters admit that their proclamations banishing the use of objectionable words may not always be observed by others but “at least we make a lot of people feel guilty,” Rabe said.

Because of the speed with which he handed back the country to civilian rule in 1979, he has not been tainted with the stigma which marks so many of Ghana’s politicians. He is the first leader in Ghana to enjoy a personal popularity since the country was led to independence in March, 1957, by Kwame Nkrumah.
