U.S. eyes 5-cent gasoline tax hike
(c) 1981 The Baltimore Sun WASHINGTON - Transportation Secretary Drew Lewis has received high-level Reagan administration approval to campaign for a 5-cent-a-gallon increase in the federal excise tax on gasoline, now set at 4 cents a gallon. Although the Reagan administration has not formally endorsed the proposal, and may eventually kill it, a Department of Transportation spokesman said Monday that Lewis was authorized to try to mobilize congressional and interestgroup support for the measure. Lewis was empowered to do so last week by the president’s cabinet council on economic affairs, chaired by Treasury Secretary Donald T. Regan, according to Tom Blank, the DOT spokesman. In connection with highways, such a fee in the form of the gas tax is imposed on those who use the system to pay for road construction and maintenance. If Lewis succeeds in pushing the proposal through Congress, the federal tax on gasoline, pegged at 4 cents a gallon since 1959, would more than double to 9 cents a gallon. While the racial makeup of the potential jury pool shifted toward a majority of blacks, Binder continued to ask most of the white prospective jurors if they were prejudiced against blacks. Monday’s potential juror panel was 60 percent white. Tuesday’s panel was 65-percent black and that percentage increased to 75 percent when seven white jurors were excused.

Under current plans, none of the mass transportation money, however, would be used to continue federal operating subsidies, which the administration is phasing out. DOT officials estimate that every 1 cent increase in the gas tax generates $1 billion in new revenues annually. Thus the 5 cent hike, under the Lewis proposal, would mean $4 billion for highways and $1 billion for mass transit. Blank said the tax hike proposal was “well received” by the White House officials who reviewed it with Lewis last Tuesday.
