U.IM. demands Israel rescind Golan Heights action

Times UNITED NATIONS - The Security Council voted unanimously Thursday night for a resolution calling Israel's annexation of the Golan Heights illegal and threatening to take "appropriate measures" if the decision was not reversed. The resolution, drafted by Syria, which lost the heights in the 1967 Middle East War, did not directly condemn Israel for the annexation. Western diplomats said this enabled the United States to avoid using its veto. The council did, however, declare that Israel's annexation was “null and void" and “without international legal effect," and it demanded that Israel rescind its action "forthwith.” The vote came after the meeting was delayed for more than four hours as the United States sought changes in the draft resolution. INDIANAPOLIS (AP) - Attorney General Linlev E. Pearson has suggested 12 proposals for state laws, including plans that would require public disclosure from professional fundraisers soliciting for charity and give subpoena power to the attorney general. “Of course not all of the legislation will pass, but I think there are many things here that are important and do not have a great deal of fiscal impact on the state,” Pearson told a Statehouse news conference Thursday. He said the proposals were divided into four basic areas: hazardous waste, businesseconomic fraud, criminal justice and miscellaneous. “These are recommendations. WASHINGTON (AP) The United States may support a United Nations resolution condemning Israel for its annexation of the Golan Heights, Sen. Richard G. Lugar, R-Ind., says. It would be to show “our anxiety and our unhappiness about the precipitous action that was taken," Lugar said Thursday. But he said he is confident the U.S. will not support sanctions against Israel. “I have a great deal of concern. Whenever Israel acts without consultations with us, we have additional problems. And I think those problems have been explained to Prime Minister (Menachem) Begin and quite appropriately,” the Indiana Republican said. “It just won’t work for us to have this relationship and at times of important moves by Israel there is no notification.” He said he understands Begin’s conviction that he has the

Times NEW YORK Private trash collectors and (heir striking workers reached agreement early Thursday on a new contract and ended a 17-day strike that had left New York City cluttered with piles of garbage. The agreement calls for $Bl a week in pay increases over three years, $3 more a week toward insurance benefits and two more sick days added to the present four a year. The employers estimated the additional sick days to be worth $6 a week. That brought the overall package to an increase of S9O a week.
