HOLLYWOOD, Fla. (AP) - Dallas Green, the new vice president and general manager of the Chicago Cubs, is wasting no time reshaping the perennial National League East doormats. Green is using this week’s annual winter baseball meetings as the initial vehicle for his promise to rebuild the Cubs. The Cubs acquired young catcher Keith Moreland and pitchers Dickie Noles and Dan Larson for pitcher Mike Krukow. Green still wasn’t through. He returned with an announcement he had signed free agent pitcher Bill Campbell. On Monday, he exchanged pitchers with the San Francisco Giants, swapping Doug Capilla

for Allen Ripley. The only other action as baseball executives talked about potential trades was on the managerial level. The New York Yankees, despite reports from a source close to the team that a change would be made, announced Manager Bob Lemon would return for another year. Speculation was that Yankees’ owner George Steinbrenner, upset over losing the World Series, would make a change. The Boston Red Sox, who lured Ralph Houk out of retirement, extended the

manager’s contract two years through 1984. There were the usual rumors including Seattle moving outfielder Tom Paciorek to Kansas City. Phillies’ General Manager Paul Owens, enthused over obtaining Krukow whom he said would win 15 to 18 games, still sought pitching help. The reports were that Owens is willing to part with Garry Maddox, his gold glove center fielder, to get Houston pitcher Vern Ruhle. St. Louis Manager Whitey Herzog said he is trying to trade outfielder Sixto Lezcano.
