'Deficiency checks' due in time for holiday shopping
WASHINGTON (AP) - More than a million people will be getting government wheat and barley “deficiency” checks totaling about $470 million, many of them arriving in time for Christmas shopping, the Agriculture Department says. The checks represent “deficiency” payments due under law to make up the difference between actual market prices and target prices set for the grain. Officials said Wednesday that about $420 million will go to wheat producers and SSO million to barley producers. Everett Rank, administrator of the department’s Agricultural Stabilization and Conservation Service, said wheat market prices during June

Two Brazil boys die in home fire By The Associated Press Three children have been killed in two Indiana fires. In Brazil, Travis Woodail, 4, and Bradley Woodall, 3, died Wednesday when flames erupted in their two-story apartment building. Witnesses said their mother, Diane Woodall, was unable to get to them. “I just woke up and saw smoke, and she was screaming her kids were still in there,” said Jim Knight, who lived in another unit of the apartment building. He escaped wearing only a robe Cause of the fire was not determined, officials said. Christie Russell, 5, also died Wednesday when fire swept through her family’s mobile home near Columbia City. The child was found by firefighters in a bedroom. Investigators said the blaze at Miami Village Mobile Home Park probably was caused by a spark from a woodburning stove in the living room. The victim’s mother, Pat Russell, and two other children escaped without injury. The father, Larry Russell, was not home.

through November the period used to compute payments averaged $3.66 per bushel. The target for 1981 wheat is $3.81 per bushel. Thus, he said, the deficiency payment will be 15 cents a bushel. Barley prices averaged $2.49 per bushel, compared with the target of $2.60. The payment, therefore, will be 11 cents per bushel. Rank said local offices of the agency will issue the checks “as soon as possible after Dec. 10.” Payments will be made to wheat and barley producers who reported their 1981 crop acreage and filed an application for payment with their local ASCS office, he said. A total of 797,114 farms are covered by the payments. Not only the farm operator but all

who share in the crop are eligible for part of the government money, officials said. Landlords and heirs are examples. Thus, an estimated 1.3 million people will be getting checks. The 1981 wheat crop was totaled about 2.75 billion bushels and the barley harvest about 476 million. No deficiency payments on wheat or barley were made last year. Barley producers got checks in 1979 totaling sl7 million, but wheat farmers have not been eligible since 1978. Three years ago, wheat farmers collected $617.4 million in deficiency payments, but that was down sharply from $9%.4 million paid in 1977, according to department records. was because cash market prices were higher than the targets, a situation triggered by unprecedented export shipments of grain, including huge amounts to the Soviet Union and other major buyers.
