HOUSTON (AP) - The Houston Oilers and Cleveland Browms are running neck and neck for the second straight year, but this time they’re trying to escape the cellar, not break into the penthouse. The Oilers and Browns, both 5-8 this season after tying for the American Football Conference Central Division title with 11-5 records last season, meet tonight before a national television audience and a capacity Astrodome crowd. Cleveland Coach Sam Rutigiiano says there will be no experimenting with his starting lineup. He’s interested in winning the final three games of the season and finishing 8-8.
