Don't forget $25 'bonus': Thomas
State Rep. John Thomas cautions older Hoosiers not to forfeit a possible $25 “bonus" from the state by simply letting the June 30 filing deadline pass by unheeded. Rep. Thomas said the tax benefit was created by the 1978 Indiana General Assembly to help offset the amount of sales tax paid on utility bills by low-income elderly persons. However, in its first year, many qualified applicants did not claim the money because of limited access to information about the credit itself and eligibility and filing requirements. “THIS YEAR, A MORE vigorous public information effort has been put forward to insure that the legislative intent of this program is not thwarted,” Thomas said. “Clearly, we have seen that a top priority in the administration of such a benefit program must be getting the message to the people eligible, along with clear instructions on how they can obtain it.” Thomas indicated the Welfare Department, and the Commission on Aged and Aging have joined forces with the Department of Revenue to spread the word, and that a special mailing was made to nursing homes licensed by the State Board of

Health, and that a qualified applicant does not have to be a direct paying customer for utility services. Residents of nursing homes, retirement homes or apartments are just as eligible as those who live in their own homes, if they meet the other qualifications. WHO CAN GET THE credit? The law specifies only that the following criteria be met: - The applicant must have been an Indiana resident for at least six months of 1979; - The applicant must have turned 65 by December 31,1979; - The applicant must have had an adjusted gross income of less than $15,000 (for joint returns, combined incomes of $15,000). Joint claims from husband and wife for the SSO credit require that both spouses meet the age and residency requirements. THOMAS SAID ANOTHER miscon ception about the program is that to qualify, a senior citizen must file an annual income tax return. That simply is not the case, he said, noting that if an otherwise qualified person has an income less than SI,OOO and is not required to file a tax return, the credit may be claimed either in
Two county residents on state committees
Two Putnam County residents have been named to committees of the Mental Health Association in Indiana by its newly elected president, Mrs. Joseph Crosby, Roachdale. Jennifer Hodge, Cloverdale, has been appointed to the Education Committee, and Hubert Clodfelter. Greencastle, will serve on the Public Policy Committee. The responsibility of the Education Committee is to provide non-technical, authoritative information to laymen and non-professionals on the problems of mental illness and retardation, in order lo conquer stigma and suggest resources for help.

conjunction with the Circuit Breaker application (CB-40) or on a form designed only for the Utility Credit (EC-40). Taxpayers who filed a state income tax return in April but failed to claim the utility tax refund should not consider the $25 lost. An Amended Return can be filed to obtain the sales tax credit, but he June 30 deadline must still be observed. However, if the original tax return was properly filled out in other respects, the Revenue Department computer may automatically credit the taxpayer for the $25 benefit. Rep. Thomas encouraged any citizen with questions about their eligibility, the forms or needing help in completing the forms to call the Department of Revenue, toll free, at 1-800-382-9800 from 8:15 a m. to 4:40 p.m., EST. If dialing from within the free-calling area, the number is 232-2240. “AS A STATE LEVEL policy-maker it is frustrating to realize that Indiana often has its hands tied in terms of having any meaningful impact upon the high costs of energy. This program, however, is a positive and direct way for Indiana to compensate those hardest hit by the energy crunch, and that is why it is important that eligible persons make the effort to take advantage of it," Thomas said.
The Public Policy Committee advocates appropriate enabling legislation and sufficient funds for provision of adequate care and treatment of the state’s mentally ill and retarded, including local support of comprehensive community mental health centers. Ms. Hodge is chairman of the Education Committee and Clodfelter is chairman of the Public Policy Committee, both of the Putnam County Mental Health Association. Mrs. Crosby formerly served as president of the Putnam County Association before working with the State Association in various capacities.

Senior focus Plastic fork response gratifying
“RSVP Reflections,” submitted by Harlene Swanson, RSVP Director. It is gratifying that already several plastic forks have been donated for the food concession stand at the Fourth of July fireworks celebration in Robe-Ann Park. Since this will be a major fund-raising event for RSVP and the Senior Center, many homemade pies, cookies and cakes will be needed. Call the RSVP office (653-3011) if you would like to donate baked goods. There will be about 6,000 or 7,000 hungry people to feed, so lots of donations are needed to make this project a success. One does not have to be a senior citizen to make a contribution. IN ADDITION TO RAKED goods, volunteers will be needed to work at the concession stand and to transport food from the Center to RobeAnn Park. If several volunteers can work one or two hours that day, everyone will have time to enjoy the activities. *** RSVP is fortunate to have several supporters from the community. One such person is Jim Quigley of Pingleton Lumber Co. He has donated a parking space for the RSVP van. Another friend of the RSVP program is Helen Knauer. Sometimes the staff forgets that Helen is too young to be a senior citizen because she is an enthusiastic supporter of the Senior Center and RSVP. Often one will find Helen at the Center on Tuesdays and Thursdays while she quilts with the ladies. She also has made lovely handmade crafts and donated them to the program. WHENEVER THERE IS a request for a special article, Helen can be counted on to make a contribution. Recently she reported she would be able to donate almost 1,000 plastic forks for the food concession stand at the Fourth of July fireworks celebration. In mentioning special friends of RSVP, one cannot forget S. Claus, the anonymous donor who regularly makes a cash contribution to RSVP. Another contribution was received a few days jo, and everyone is appreciative of his (her) continued support. *** Sometimes RSVP is confused with other programs for senior citizens. As the name suggests, it is a Retired Senior Volunteer Program which finds volunteer opportunities for persons age 60 or over. Many senior citizens who have retired feel unneeded and unwanted to have much time on their hands. They want to be of service to their community and to continue to use their skills and abilities. AN RSVP VOLUNTEER should get as much out of his volunteer service as he puts into it. He should never feel compelled to work on an assignment. It should be an opportunity that provides him with satisfaction and pride in accomplishment and in a job well done. If you are 60 years or older and want to share your interests, skills and knowledge with someone else, contact the RSVP office (6533011). Or if you are a volunteer who would like a different assignment because you wish something more challenging or rewarding, talk to the

Russell Clapp is interested in forming a barbershop quartet and needs male singers to harmonize with his baritone voice. Although the weather was rainy and gloomy, there was a glow on the faces of our Putnam County people when Ellen was named first run-ner-up. *** ON MAY 29 THE CENTER held its first pit-ch-in of the summer and the turnout was marvelous. There were more than 60 people attending. The staff would like to thank all the terrific cooks for such delicious food. Also, a special thanks to the Kitchen Band for providing another evening of fine entertainment. There are still a few positions available in the Kitchen Band if you would like to join. It will meet for its next practice at 1 p.m. Thursday. June 12. *** The Center is in need of a mop bucket with a wringer attached.
