Legislators renew efforts for highway compromise

INDIANAPOLIS ( AP) The Indiana General Assembly can’t agree whether to raise gasoline taxes to fund highways. But it has decided to scrap the mandatory vehicle inspection program for the automobiles that travel the state's battered roads. A House-Senate committee vowed to try again today to reach a compromise in the on -again, off-again highway finance package. The conference committee adjourned just before midnight Friday after discusing two new proposals to provide a long-term highway financing plan. 4 Before they adjourned, the House and the Senate concurred on £ conference committee report ending the vehicle inspection program as soon as the bill is signed into law bv Gov. Otis R. Bowen As soon as it is back from the printer, the legislation will be on its way to the governor’s desk. "We must get rid of this program because it’s totally ineffective and a waste of money to the citizens of this state.” said Rep. Darrell Felling. DTerre Haute. "The program is completely useless, completely unworkable and is a farce." said Sen. James W. Spurgeon, D-Brownstown. Senate Presiident Pro Tern Martin K. Edwards. R-New Castle, voted for the repeal, but said he will ask the 1981 legislature to come up with a better program. The team of senators and representatives charged with reaching a compromise on highway funding received two plans late Friday Both plans would replace Indiana’s 8-eent-a-gallon gasoline tax with an 8 percent tax on price, would raise truck registration fees and would allow counties to adopt a surcharge on auto excise taxes and a special tax on trucks In other legislative action, both houses agreed to compromise versions of a bill to give $56,000 to the State Board of Health to conduct background studies of radiation at the Marble Hill nuclear plant near Madison. The legislation, which goes to the governor for his signature, also gives the board power to regulate the operators of X-ray machines. The House accepted Senate amendments to a bill designed to implement a winter energy assistance program for the elderly and the low-income disabled The measure gives the governor broad authority to implement any policy needed to conform with federal regulations. The bill was needed to make sure Indiana qualifies for up to SBO million in federal aid next winter for up to 350,000 families. The House and Senate approved a compromise version of a

Bloomington rape conviction upheld

INDIANAPOLIS (AP) - A Bloomington man who claimed he gave an incriminating statement to police for a promise of immunity has lost his bid for a new trial on a rape charge. In a ruling Friday, the Indiana Supreme Court upheld the conviction of Raymond E. Turpin, who was tried by a jury before Monroe Superior Court Judge James M. Dixon. They escaped by jumping from the car when Turpin stopped it at a red light.

The conference committee appointed for that bill deleted a provision banning new construction of nuclear plants after this August unless a disposal site is found for their waste. Both houses approved deleting that language, sending the bill to the governor for his signature. Both houses accepted a compromise worked out on a bill reinstating Indiana’s drug paraphernalia law, which was struck down by a federal court. The bill, which aims at correcting the defects uncovered by the court, is on his way to the governor. The Senate went along with House changes to a measure providing state funding for shelters for abused wives, and sent it on its way to the governor on a 28-19 vote. The major change made by the House was to finance the state aid through an increase in the fees charged to file a divorce in court. The Senate had originally voted to finance the shelters with a marriage license fee increase. The House rejected a conference committee report on a bill limiting zoning restrictions against manufactured housing and mobile homes. Opponents of the bill, which was substituted in a measure that formerly dealt with electronic bank machines, criticized it as statewide zoning. “This bill is violative of home rule,” said Rep. Stephen C. Moberlv, R-Shelbyville. “This is state-wide zoning, pure and simple. It is brought to us by a special interest group who couldn’t get their way with county governments.” Rep. Richard C. Bodine, DMishawaka, said the state should consider some action easing restrictive zoning for manufactured housing, because inflation is putting traditional homes out of the reach of young people entering the housing market. On another zoning issue, the Senate voted 27-20 in favor of a conference committee recommendation on a bill to strictly limit the right of local communities to prohibit through zoning rules group homes for the mentally retarded. The measure was opposed by Sen. John Larson, R-Valparaiso, who said it went against the concept of home rule for cities and towns. Larson said that it was wrong to pass the bill during the same session the legislature increased the powers of local governments to control their own destinies.

Turpin was arrested when he returned to the service station that night. He was advised of his rights and later interviewed by police. He made a statement admitting the rape and the confinement of the woman and her daughter. He was later sentenced to a 32-year jail sentence on one count of rape and two counts of criminal confinement. The statement, was introduced as evidence during trial. Plane crash kills 4 at Fort Wayne

FORT WAYNE, Ind. (AP) - A plane trying to land at the Fort Wayne airport in dense fog brushed the top of a tree and crashed into a farm lot Friday night, killing all four persons aboard, state police said. They said the craft, a singleengine Cherokee Six, was on appoach for the northeast runway at the city’s airport, Baer Field, when it disappeared from radar screens about 10:20 p.m. It took 2Vfe hours for searchers to located the wreckage. Hahn enters race for state attorney general

INDIANAPOLIS (AP) - Indianapolis attorney Gregory F. Hahn has entered the race for the Democratic nomination for attorney general, promising to establish regional consumer protection offices throughout Indiana if elected. Hahn, in private law practice with former Attorney General John J. Dillon, said Friday the consumer fraud division under Republican Attorney General Theodore L. Sendak has not

told him it would be best if he co-operated. Turpin claimed the policeman’s statement was an implied promise of immunity in return for his co-operation and therefore made his statement involuntary. But the high court rejected this argument. In the Tippett case, he complained that Boone Superior Court Judge Paul H. Johnson Jr. should not have admitted testimony which showed he had committed another crime.

Bernadine’s educational influence has been a boon to millions of American kiddies! Can you name any other writer, male or female, who has produced 104 published books? Doesn’t she rate tops? CASE U-618: Bernadine Bailey certainly should merit the top “Woman of the Year Award” here in America. For she has had 104 books published! At present, she has a couple of new books just ready for publication, outlining “Famous Dogs in History” and other fascinating animal stories. A few years ago, she lived in I.ondon and said that when she was on a fast express train from London to Scotland, the train stopped suddenly about 10:30 a.m. in the green pasture land an hour out of London. Alarmed, the passengers wondered if the locomotive had struck an automobile, so they tried to find out why this half hour delay. Finally, the conductor told them not to worry, for this was a routine stop for the engineer to let the latter enjoy his morning “tea and crumpets”! Imagine wasting the time of hundreds of passengers when here in America an engineer could have dined on a square meal without needing to stop a train! Bernadine Bailey got so incensed at the inefficient Socialistic British System that she couldn’t stand living there and came back to America.
